JURISDICTION AND VENUE
This Court has subject matter jurisdictionover Plaintiff’s claims pursuant to 28U.S.C. §§ 1331, 1337(a), and 1345, and 15U.S.C. §§ 45(a) and 53(b). Venue in the United States District Courtfor the Central District of California is proper under 28 U.S.C. § 1391(b) and (c) and15 U.S.C. § 53(b).
THE PARTIES
Plaintiff, the Federal Trade Commission, isan independent agency of the United Statesgovernment created by the FTC Act, 15 U.S.C.§§ 41-58. The Commission enforces the FTC Act, which prohibits unfair or deceptiveacts or practices in or affecting commerce.The Commission is authorized to initiatefederal district court proceedings by its
