Since taking office as Secretary of State in 1999 Ihave fielded many thousands of phone calls andemails from Vermonters with questions about thelaws that apply to our cities and towns.This handbook was written to be a resource for localofficials and members of the public who want tobetter understand the legal context of municipalgovernment. It does not cover all of the hundreds of specific statutes that govern the activities of Vermont municipalities but, rather, provides anoverview of the laws that generally govern and limit municipal authority aswell as those rules that govern the relationships of municipal officials toeach other and which guarantee accountability to the public.I hope
