The newly inaugurated, India's first dual voltage air conditioned driverscab (AC/DC) for EMU trains at the Integral Coach Factory in Chennai todayChennai, Feb. 09The Tamil Nadu Budget forthe year 2009-10 will bepresented in the StateAssembly on February 17,at least a month ahead, inview of the coming LokSabha elections.State FinanceMinister K Anbazhagan willpresent the budget at 0930hrs in the House that day,when the session beginsfor the budget session, anofficial release said heretoday.Unlike last year,when the budget for theyear 2008-09 waspresented on March 20,this year the budget isbeing presented muchearlier, in view of theforthcoming Lok Sabhaelections.The DMKGovernment ispresenting the budget, atleast a month ahead asonce the electionschedule wasannounced, the modelcode of conduct wouldcome into force and theGovernment would notbe in a position toannounce welfareschemes.TheGovernment, whichrecently announced afree medical healthinsurance scheme forone crore poor families inthe Governor's address,is expected to come outwith some more sops inthe budget proposals,keeping an eye on theLok Sabha poll.The House,after discussing andpassing the budget,would take up demandsfor grants for variousdepartments and passthe same after debate.Unlike last year,when the budget sessionlasted for close to twomonths, the presentbudget session isexpected to last for lessthan a month.The House hadmet on January 21, whenGovernor Surjit SinghBarnala delivered hiscustomary address to theHouse in the new yearand adjourned sine-dieon January 30, afteradopting a motion,thanking the Governorfor his address.

Abducted Indian worker SimonParamanathan killed inAfghanistan: Report

Media reports claimed on Monday that SimonParamanathan, an Indian worker kidnapped in Afghanistan, has been killed by hisabductors, the Taliban.Paramanathan, who was working in the Herat province, was abducted inOctober last year.According to reports, Afghanistan’s investigating agencies who werepursuing the case, have informed the Indian Embassy in Kabul that the hostage wasno more alive. It is not clear whether his body has been retrieved by the Afghanauthorities.Reports did not say when Afghan officials informed the Indian authoritiesabout Paramanathan’s death, but they claimed that Embassy officials passed on thenews to the hostage’s family in Tamil Nadu today only.The abductors had demanded USD 50,000 for the Indian worker’s release.Pleading with the Indian government for help, Paramanathan’s wife, Vasanthi hadsaid, "We cannot give the money. I beg the Indian government to protect my husband."Simon, who went to Afghanistan in 2007, was working for an Italian company. Heworked in Muscat before joining the present company in Afghanistan.The deadline for his release had ended in December but there was no newsabout him since then.

New Delhi: Feb.09 : In what may bedescribed as an omissionin law enforcement, theCentre has admitted that ithas not formed anyauthority to sanctionprosecution for violationunder the State Emblem ofIndia (SEI) Act, 2005 asprescribed by the law itself.The Ministry of HomeAffairs which deliberatedwith the Law Ministry torespond to an RTI query fordetails regardingprosecution authority forSEI Act, has said no suchauthorised body has beenformed in the Ministry.According toSection 8 of the SEI Act,"no prosecution for anyoffence punishable underthis (SEI) Act shall beinstituted except with theprevious sanction of theCentral Government or ofany officer authorised inthis behalf by general orspecial order of theCentral Government."The ministry, inits reply to the applicantwho also wanted to knowthe number of cases ofprosecution institutedunder the Act throughoutthe country along withdetails of convictions thatmay have taken place,said, "No suchauthorisation has beenmade in MHA so far forgiving sanction forprosecution underSection 8.""It is quite sad toknow that thegovernment has notformed any authority tosanction prosecution forthe violation of StateEmblem of India Actwithout which the Actdoes not have any teeth.It is an Act just fornamesake," RTIapplicant RakeshAgarwal said.

A major tragedy wasaverted on Monday whenthe pilot of an IndianAirlines plane appliedemergency brakes afterspotting an Armyhelicopter suddenly landon the Mumbai airportrunway just when theaircraft was about to takeoff.The pilot of theAir India flight to Delhi--IC 866-- aborted take offwhen he saw thehelicopter landing on therunway he was about touse, official sources said.It was not immediatelyclear whether Patil wason board the helicopter.A probe into theincident has beenordered by theDirectorate General ofCivil Aviation, thesources said. A seniorDGCA official is comingfrom New Delhi toMumbai to join theinvestigation, they said.Pilot of IC 866 Captain SS Kohli wondered howthe chopper landedwhen he had been givena clearance by the ATC totake off. “The chopper just landed without takinga landing clearance. Icannot say much more,”he said.An IAFspokesman said, “thepilots of the chopper hadfollowed the instructionsfrom Bombay approachmeticulously. ThePresidential entouragewas cleared to take offfrom INS Kunjali and landat Santa Cruz betweentwo taxiways”. An inquiryhas been ordered by theIAF into the incident, hesaid.A fleet of threehelicopters including theone carrying Patil, alongwith MaharashtraGovernor SC Jamir andsome other dignitaries,had taken off fromMumbai's Naval base'INS Kunjali' and were ontheir way to the airportsince the President wasto fly to Gondia by herspecial IAF plane toattend a function."At around09.00 hrs today, an AirForce chopper landed onthe same runway fromwhich Air India flight IC866 (with 150 passengerson board) was taking offfor Delhi, forcing the pilotof the plane to abort takeoff at the last minute," aMumbai Airport officialsaid.The Air Indiaaircraft, he said, wastaxiing to reach the mainrunway for the take offwhen the Air Traffic Controltalked to the pilot regardingthe helicopter. The pilotapplied the brake to bringthe aircraft to a halt, hesaid.Official sourceslater said that the Presidentwas not on board thehelicopter and she latertook off by her specialaircraft for the schduledfunction.MumbaiInternational Airportauthorities did notcomment on the incident,saying that, "this is purelyan issue concerning theMumbai Air Traffic Control,which had allowed the boththe landing and the takeoff."

The Centre hasdecided to set up a CoastalCommand by integratingthe functions of the Navyand Coast Guard, tocombat possible terroristattacks from the sea, inlight of the recent Mumbaiterror attacks, Union HomeMinister P Chidambaramsaid here Monday.The Navy wouldlook after the security ofblue waters, the CoastGuard would take theterritorial waters and thecoastal police would keepvigil at the grassroot level,he said, while inauguratingKerala's first CoastalPolice Station atNeendakara near here.The decision onsetting up the CoastalCommand would be takenin a few days, he said.The Mumbaiterrorist attack hadbrought to light the factthat India was vulnerableto dangers from the sea.For long, the securityagencies had beenconcentrating on landborders against enemyattack.
