The news comes on the heels of legislative victories at the ballot for same-sex marriage in Maine, Washington and Maryland. For more than 30 years, the Episcopal Church has prayed and studied to discern the evidence of Gods blessing in the lives of same-sex couples, Hall said. It is now only tting that the National Cathedral follow suit. We enthusiastically afrm each person as a beloved child of God and doing so means including the full participation of gays and lesbians in the life of this spiritual home for the nation. The Washington National Cathedral, for which construction began in 1907 and was completed in 1990, is the second-largest church in the United States and often hosts important religious ceremonies for the country. Just last month, the cathedral hosted a funeral service for the late Sen. Daniel Inouye, which was attended by President Obama. The Cathedral is allowed to permit same-sex weddings because of new policy adopted by Episcopalian Church leadership in August during the General Convention. At that time, church leadership said it would allow bishops who oversee each diocese to determine whether or not to allow clergy to permit marriages for same- sex couples. Following the legalization of same-sex marriage in Maryland, Bishop Mariann Budde declared her diocese would allow this expansion of the rite, leading to the new policy at the Washington National Cathedral. In my 35 years of ordained ministry, some of the most personally inspiring work I have witnessed has been among gay and lesbian communities where I have served, Hall contunued. I consider it a great honor to lead this Cathedral as it takes another historic step toward greater equality and I am pleased that this step follows the results made clear in this past Novembers election, when three states voted to allow same-sex marriage. CHRIS JOHNSON Log Cabin ofcial to head GOP in D.C. Robert Turner, president of the Log Cabin Republicans of Washington, D.C., is expected to step down from that post later this month to become executive director of the D.C. Republican Committee. Turner was to be appointed to the executive directors position by Ron Phillips, who was the strong favorite to win election on Jan. 10 as chair of the 126-member DCRC, which serves as the governing body of the citys Republican Party. Phillips would replace Nick Jeffress, the current executive director appointed by outgoing DCRC Chair Robert Kabel. Kabel, whos gay and is the former president of the board of the national group Log Cabin Republicans, won election last year as one of D.C.s representatives on the Republican National Committee. Hes ineligible for another term as DCRC chair because of a term limit rule. Turner is believed to be the rst out gay to serve as executive director of a state or D.C. Republican Party committee. A native of Austin, Texas, Turner moved to D.C. in 1995 to work as a congressional staff member before starting his own political consulting company, The Turner Group. He also serves on the board of Capital Pride Alliance, the governing body in charge of running D.C.s annual Capital Pride parade and festival. Turner said voter outreach would be his top priority when he assumes the day-to- day operations of the DCRC. Most people who live in D.C. either think the party doesnt exist or its a joke, he said of the citys Republican Party. And we need to change that mentality, he said. We need to show that we are a viable alternative to the corruption in the Wilson Building. We need to talk to voters, rst and foremost, and see what their ideas are and then show them how the Republican Party of D.C. can jell with their ideas. LGBT Community Center held a fundraiser Jan. 8 at MOVA to launch a new program to assist LGBT foreign nationals who apply for U.S. political asylum to escape persecution in their home countries. The program, called Center Global, is aimed at providing temporary housing, nancial assistance and referrals to service providers for LGBT foreigners in the D.C. area who are going through the complicated process of applying for and awaiting approval for political asylum, according to Center director David Mariner and Center Global coordinator Matthew Corso. The two noted that legal groups have long provided pro bono legal representation for people going through this process, some of whom have ed their home countries such as Uganda, Ethiopia, Kenya and Jamaica after encountering violent assaults and death threats due to their sexual orientation. But those going through the legal process are banned from working in the U.S. until their asylum application is approved, making it difcult for them to pay for housing, food and other basic necessities, Mariner and Corso said. Basically, what were trying to do is raise the funds to help support the folks who are here going through this process, said Corso. We also want to raise awareness within the D.C. Betty Gloria Miller died Dec. 3 of sepsis, a toxic bacterial infection that led to kidney failure, according to her partner of 25 years, Nancy Creighton. She was 78. She had lived in Philadelphia for about eight years but spent most of her adult life in Washington. Born in Chicago, she was the third child, and the only daughter of Ralph Reese Miller, Sr. and Gladys Hedrick Miller. Both parents were deaf and her two older brothers, Ben and Ralph, were hearing. Betty was hard of hearing much of her life; she lost her hearing completely in her 50s as a result of a high fever. Betty was known as a pioneer in two elds. She was nicknamed the Mother of DeVIA (Deaf View Image Art), a genre that intentionally expresses the deaf experience through art. She was also a pioneer in counseling deaf alcoholics and substance abusers, and author of Deaf & Sober: Journeys through Recovery, published by the National Association of the Deaf. She taught art at Gallaudet College (now University) in Washington for 17 years, and was the rst deaf woman who graduated from Gallaudet (1957) to earn a doctoral degree (in Art Education, Pennsylvania State University, 1976). She co-founded Spectrum, Focus on Deaf Artists in Austin, Texas in the late 1970s. Long active in civic endeavors, she worked for and supported Deafpride Inc. in Washington. She was a member of the rst board of directors for Deaf Women United and designed its rst logo. Later, she was president of D.C. Association of the Deaf. She is survived by Creighton and many friends. She also leaves behind a large body of artwork paintings, drawings, mixed media artwork and neon sculptures in private collections throughout the world. An open Alcoholics Anonymous meeting will be held this month with a memorial service planned for later in the year. Donations in her memory may be made to DeVIA (nad.org), the D.C. Association of the Deaf (dcdeaf.org), Gallaudet University (giving.gallaudet.edu) or Deaf Women United (dwu.org). PHOTO COURTESY OF WHITMAN WALKER HEALTH McCaskill removed after signing Md. marriage petition By LOU CHIBBARO JR. lchibbaro@washblade.com Gallaudet University announced this week that it has reinstated its chief diversity ofcer, who was placed on paid administrative leave in October for signing a petition to place Marylands same-sex marriage law on the ballot in a voter referendum. With this communication I am announcing that Dr. Angela McCaskill has returned to campus to resume her full- time duties and responsibilities as Chief Diversity Ofcer, Gallaudet President T. Alan Hurwitz said in an email sent to students, faculty and staff members. Hurwitz made the decision to place McCaskill on leave after news surfaced on campus in early October that she signed the petition circulated by same-sex marriage opponents seeking to overturn the marriage equality law passed earlier in the year by the Maryland General Assembly. Anti-gay groups opposing the marriage law immediately denounced Hurwitzs action, saying it conrmed their predictions that the law would lead to intolerance toward people of faith who oppose gay marriage. The opponents noted that McCaskill, a Maryland resident, signed the petition at her church. In a news conference in Annapolis one week after what supporters called the suspension from her job, McCaskill said the action violated her right as a citizen to petition the government to give voters the opportunity to decide on a controversial issue. She declined to say whether she would vote for or against the marriage equality law in the November election. Marriage equality supporters, including Maryland Gov. Martin OMalley, joined opponents in calling on Gallaudet to reinstate McCaskill, saying they, too, believe she shouldnt be penalized for expressing her personal views on the matter. Voters upheld the law in a close vote, making Maryland along with two other states Maine and Washington the rst states to approve same-sex marriage by popular vote. Same-sex marriages began in Maryland shortly after midnight on New Years Day. In his email message on Monday, Hurwitz didnt say whether the reinstatement was based on any conditions. At the time he placed McCaskill on leave, Hurwitz hinted that he was sympathetic to concerns raised by gay and lesbian students on campus that it was inappropriate for the campus diversity ofcer to push for a ballot measure seeking to deny gays and lesbians the right to marry. At her news conference in Annapolis, McCaskill startled some gay activists when she identied two out lesbian faculty members at Gallaudet whom she said persuaded Hurwitz to take action against her for signing the ballot petition. When reached by the Blade, faculty members Martina MJ Bienvenu and Kendra Smith declined to comment, saying they preferred that the matter be a discussion between the university and McCaskill. During the past three months a large number of you have taken the initiative to communicate with me, Hurwitz said in his email. This has been a period of reection for all of us. I am deeply appreciative of the time you have taken to communicate your views, of the clearly heartfelt manner in which you have expressed those thoughts, and of the overall maturity you have shown in your willingness to consider the differing views others may hold. LAVERS mlavers@washblade.com National Stonewall Democrats Executive Director Jerame Davis conrmed to the Washington Blade on Tuesday his organization will cease operations through at least the end of this year after it failed to bridge a $30,000 budget gap. We obviously had the budget shortfall that we announced late last year and in that process we learned a few things, he said. When we were talking with various interested parties, whether they were from the DNC [the Democratic National Committee] or the labor movement or just LGBT Democrats in general, while nding the money that we needed in the short amount of time like that wasnt possible, what we did nd was there was an interest in keeping the org around. A lot of people really believe theres a need and a place for Stonewall, its just that circumstances over the past several years have led to funding crisis that we found ourselves in. Davis told the Blade in an exclusive interview on Dec. 4 that his organization would likely close its doors if it didnt raise $30,000 by the end of the year. He said the last-minute fundraising appeal netted less than $10,000 as of deadline. The decision was made that we would close down our ofce, cut our expenses down to next to nothing, Davis, whose last day as a paid executive director was on Dec. 31, said. He remains with the organization in a volunteer capacity. We tend to spend odd number years in a rebuilding mode anyway. This just kind of t with what we normally do, the only difference being is were not going to have paid staff or an ofce for this year. Obviously that means our operations will be curtailed, but that also gives us the ability to focus our time and energy on guring out what the systemic problems are for why weve had such funding problems and take the time to look at the org and gure out is there a future and what does that future look like. National Stonewall Democrats nancial problems had previously threatened to shutter the organization. The Blade reported in Feb. 2011 an anonymous donor gave $100,000 to the organization amid reports then-Executive Director Michael Mitchell did not effectively manage the groups budget. Davis said there was 1,800 in the bank and a boat load of debt when he took over in November 2011. Most people agree that a big part of our problem was that we had strayed from our original mission, he said. We had a muddy, undened reason for existence and you combine that with the other missteps that weve made operationally, turnover in staff, especially at the top and so forth and it just kind of all compounded. Melissa Sklarz, who co-chaired National Stonewall Democrats Board of Directors from 2009 through early 2011, noted to the Blade last month then-President Bill Clinton had signed the ban on openly gay service members and the Defense of Marriage Act into law in the years before former Massachusetts Congressman Barney Frank founded the organization in 1998. The Democratic Party and the LGBT political landscape have changed dramatically in the past 15 years since National Stonewall was founded, she added earlier on Tuesday. The Democrats needed to understand the LGBT community and the community needed to understand that the Democrats were the true party of progress. NSD was the right idea at the right time. She was 92. A native of New York City, Manford became an overnight leader of the edgling straight ally movement in 1972 when she spoke out publicly in support of her gay activist son, who was attacked and beaten at a gay rights demonstration. I have a homosexual son and I love him, she stated in a letter published in the New York Post on April 29, 1972. A urry of publicity generated by the letter and subsequent press interviews was taken a step further less than two months later when Manford marched with her son Morty Manford in New Yorks second annual Gay Pride parade while carrying a sign that read, Parents of Gays: Unite in Support for Our Children. This simple and powerful message of love and acceptance from one person resonated so strongly it was heard by millions of people worldwide and led to the founding of PFLAG, an organization with more than 350 chapters across the U.S. and 200,000 members and supporters, and the creation of similar organizations across the globe, said Jody M. Huckaby, PFLAGs executive director. In a statement released from the groups Washington, D.C. headquarters, Huckaby called Manford a pioneer and mother of the LGBT communitys straight ally movement. Manford, an elementary school teacher and the wife of a dentist, organized what is believed to be the rst meeting ever of a group of parents of gay people shortly after the 1972 Pride parade, which was then called the Christopher Street Liberation Day Parade. After many gay and lesbian people ran up to Jeanne during the parade and begged her to talk to their parents, she decided to begin a support group, according to an article on PFLAGs history posted on the groups website. The rst formal meeting took place in 1973 at a local church, the article says. About 20 people attended. In the next years, through word of mouth and community need, similar groups sprang up around the country, offering safe havens and mutual support for parents with gay and lesbian children, the article says. The article says PFLAG added transgender people to its mission in 1998. LAVERS mlavers@washblade.com A federal court this week approved a settlement that will allow discharged gay service members to receive full severance pay. The American Civil Liberties Union said that it reached the roughly $2.4 million agreement on behalf of more than 180 service members who signed onto a class action lawsuit who received only 50 percent of their separation pay when the military discharged them. This policy took effect in 1991, two years before Dont Ask, Dont Tell took effect. The settlement the ACLU reached with the Pentagon only applies to those discharged before Nov. 10, 2004, because of the statute of limitations. It makes no sense to continue to penalize service members who were discharged under a discriminatory statute that has already been repealed, said Joshua Block, staff attorney for the ACLU Lesbian Gay Bisexual Transgender Project. The amount of the pay owed to these veterans is small by military standards, but is hugely signicant in acknowledging their service to their country. The ACLU in 2010 challenged the policy on behalf of former Air Force Staff Sgt. Richard Collins who was discharged under Dont Ask, Dont Tell in 2006 after a co- worker at Cannon Air Force Base in New Mexico saw him kiss his boyfriend in their car while they were off-base. This means so much to those of us who dedicated ourselves to the military, only to be forced out against our will for being who we are, Collins said. We gave all we had to our country, and just wanted the same dignity and respect for our service as any other veterans. There was absolutely no need to subject these service members to a double dose of discrimination by removing them from the armed forces in the rst place, and then denying them this small benet to ease the transition to civilian life, Laura Schauer Ives, managing attorney for the ACLU of New Mexico, added. This decision represents a long-delayed justice to these veterans. The ACLU announced the settlement hours after President Obama nominated former Nebraska Sen. Chuck Hagel to succeed Defense Secretary Leon Panetta his selection sparked controversy among some advocates who have criticized him for his anti-LGBT voting record on Capitol Hill and for describing James Hormel as openly, aggressively gay during a 1998 newspaper interview about his nomination to become the U.S. ambassador to Luxembourg. Hagel apologized for his comments. Former chair of the Joint Chiefs of Staff Adm. Mike Mullen and U.S. Marine Corps Commandant Gen. James Amos are among the military commanders who have said the integration of openly gay men and lesbians into the armed forces has gone smoothly since the repeal of Dont Ask, Dont Tell became ofcial in September 2011. Problems, however, remain. Transgender servicemembers remain unable to openly serve, while the Defense of Marriage Act prohibits the military from providing on-base housing, survivor and other spousal benets to same-sex partners of gay soldiers. Servicemembers Legal Defense Network in October 2011 led a federal lawsuit against DOMA on behalf of Chief Warrant Ofcer Charlie Morgan, a lesbian guardsman with terminal breast cancer who led the Pledge of Allegiance at New Hampshire Gov. Maggie Hassans inauguration on Jan. 3, and other gay service members and veterans. The Southern Poverty Law Center last February led a lawsuit against the U.S. Department of Veteran Affairs on behalf of a disabled veteran from California whose application for spousal benets for her wife whom she legally married outside Los Angeles before voters in 2008 approved Proposition 8 that banned nuptials for gays and lesbians. The U.S. Supreme Court is scheduled to hear oral arguments in cases challenging both Prop 8 and DOMA at the end of March. 5-Speed Auto w/Geartronic, Climate Package Stk #223015 Video removed of gay man who says he was beaten at N.C. compound By LOU CHIBBARO JR. lchibbaro@washblade.com The LGBT advocacy group Faith In America says YouTube has refused to explain why it removed from its website a video produced by the group about a 22-year-old gay man who says he was held against his will for four months and assaulted by members of a North Carolina church that considers homosexuality a form of demonic possession. Brent Childers, executive director of Faith In America, said he believes the Spindale, N.C., based Word of Faith Fellowship church misled YouTube into thinking the video infringed upon its religious freedom. Childers and others who have monitored the church say it has the characteristics of a cult and exerts extraordinary control over the lives of its members and their children. They say Word of Faith Fellowship, which operates on a 40-acre campus, has a long history of abusive treatment of gays. It is really dumbfounding, Childers said. YouTube allows a controversial video that pokes fun at Islam. But here we have a video in which a person is telling his own personal knowledge of how this bizarre Christian church treats gay youth or those suspected of being gay, and they remove the video. Attempts by the Washington Blade to reach YouTube, which is owned by the search engine giant Google, have been unsuccessful. A YouTube spokesperson couldnt be reached by phone and the company didnt respond to email sent to an address listed for press inquiries. Pastors Jane and Sam Whaley, the founders and leaders of Word of Faith Fellowship, posted a message on the church website denying the church has mistreated gays and said the allegations made by the Faith In America video were false. The gay man who is the subject of the video, Michael Lowry, told the Washington Blade his parents raised him as a church member since he was born and that he attended church operated schools on the church compound from kindergarten through 12th grade. He said church members subjected him to severe pressure since his early teens to expel what they said were demons within him that were causing him to embrace homosexuality. I was very different than a lot of the other kids, he said. I was viewed as being gay. I never said I am gayIt was a very hard time. Through my whole school years I was very bullied, hurt because of that. Lowry said that around July of 2011, church members came to his home while his parents were out of town and forced him to go with them to a building on the church compound known as the Fourth Building, where male church members reportedly are taken for punishment for violating church rules. He said he was held in the building against his will for four months and at one point was assaulted by church members assigned to watch over him during his stay at the facility. He said church ofcials released him in November 2011. Jerry Cooper, a Baptist minister and former member of Word of Faith Fellowship, said he has been assisting Lowry since last year in his role as a counselor to people who leave the church and who often suffer psychological scars from their experiences with the church. Childers said the video that YouTube deleted consisted of an interview with Cooper talking about Michael Lowrys case. Childers said for unknown reasons YouTube did not delete a separate video that includes an interview with Lowry. According to Cooper and Don Huddle, a member of Faith Freedom Fund, a North Carolina group that helps ex-Word of Faith Fellowship members adjust to life outside the church, said church members brought Lowry to a nearby hotel after they released him. They took him to the hotel with just a few of his belongings, said Huddle, who noted that someone familiar with the church alerted his group to Lowrys plight and informed him that a confused and emotionally distraught young man had been taken to the hotel. I picked him up from the hotel and brought him to a safe house, he said. Huddle said Faith Freedom Fund has a network of volunteers and supporters who spring into action when they learn of Word of Faith Fellowship members who desire to leave the church. Cooper said he met Lowry through Huddles group in 2011 and advised him to consider reporting the churchs actions against him to the Rutherford County Sheriffs ofce, which is the law enforcement agency in the area where the church is located. He said Lowry reported to a Sheriffs Ofce investigator that he had been taken against his will and held against his will by church members, and the ofce began an investigation that resulted in Lowry being called this week to testify before a county grand jury. His testimony was scheduled for Wednesday. Meanwhile, Childers said Faith In America contacted the U.S. Justice Department about Lowrys allegations in October and called on the department to investigate the churchs alleged detention of Lowry and his claim of being assaulted by church members as a possible anti-gay hate crime. A spokesperson for the United States Attorneys Ofce in the Western District of North Carolina, which represents the Justice Department, said she would make inquiries about whether her ofce has responded to Faith In Americas request for an investigation. The spokesperson didnt immediately get back to the Blade. However, Cooper said an FBI agent interviewed Lowry for several hours last week about his allegations against the church, a development that suggests the U.S. Attorneys ofce contacted the FBI to investigate the matter. A copy of an incident report taken from Lowry by the Sheriffs Ofce in February 2012 and released by Faith in America, says a group of men afliated with the church held him down and hit him about the face and chest area at the time the church held him against his will in August 2011. Mr. Lowry stated that he told them to let go but they would not, the report says. The reason they [did] this was because he was homosexual and they [were] trying to get him to stop being homosexual. When this incident was taking place, the group would tell him he had demons in him and he was going to hell, the report says. A statement released by Faith In America says that during Lowrys forced stay at the church facility he was subjected to humiliating acts, such as being made to sleep on the oor in the hallway and had to submit to supervised bathroom visits because church members feared he might be masturbating. Lowry discusses some of these allegations in the video that YouTube removed from its site shortly after it was posted in December. What YouTube is doing, perhaps inadvertently in this particular case, is giving cover to a church that believes it is OK to harm gay youth and families in the name of religious teaching, Chiders said. In doing so, it is giving cover to a vast number of churches who do the same thing, whether a small charismatic church in rural North Carolina or a large Methodist church in some American suburb. CONTINUES AT WASHINGTONBLADE.COM Oregon bans anti-trans health care bias Transgender advocates this week applauded new regulations that ban private health insurance companies in Oregon from discriminating against trans policyholders. The guidelines the Oregon Insurance Division of the state Department of Consumer and Business Services announced last month specically prohibit health care providers from discriminating against a policy holder based on their actual or perceived gender identity and expression. Under the guidelines, providers cannot deny coverage of hormone therapy, hysterectomies, mastectomies and other medically necessary treatments for gender dysphoria and sex-reassignment surgery that are covered for non-trans policy holders. The agency also prohibited insurance companies from denying coverage of a particular treatment simply because the policyholder is trans. The guidelines also expand Oregons statewide mandate for mental health services to include trans Oregonians. Basic Rights Oregon, a statewide LGBT advocacy group, had been working with the agency to expand these protections to trans policyholders since 2009. Lawmakers in 2007 approved a law that explicitly banned discrimination based on sexual orientation they dened it to include gender identity and expression, but Basic Rights Oregon had sought clarication from the agency after it received complaints from trans policyholders. What this means is that trans Oregonians will have access to basic medically necessary care, Tash Shatz, trans justice program manager at Basic Rights Oregon, told the Washington Blade. Its a huge victory for the transgender community in Oregon. It really represents a sea change in terms of this issue. Michael Silverman, executive director of the Transgender Legal Defense and Education Fund, agreed. Oregon has correctly recognized that the well-established medical consensus is that transgender-related health care is medically necessary care, he said. This care is designed to treat a recognized medical condition. Transgender individuals pay the same premiums as everyone else and simply want the same benets. The agency released its new guidelines two days after Oregon Health and Science University announced it would cover trans-specic health care. Intel, which is headquartered in Hillsboro, Ore., is among the 25 percent of Fortune 100 companies that currently offer trans-inclusive health care policies to their employees. The cities of Portland, Seattle and San Francisco and Multnomah County, Ore., also cover trans-specic treatments in their health care plans. The California Department of Insurance has also enacted regulations similar to those in Oregon. The American Psychiatric Association, the American Psychological Association and the Internal Revenue Service have said trans-specic treatments are medically necessary care. The American Psychiatric Association on Dec. 2 announced it would remove Gender Identity Disorder from its list of mental disorders and replace it with Gender Dysphoria. MICHAEL K. Obama also alluded to outstanding work at the Pentagon on LGBT issues without enumerating any specic initiatives, saying the nation must move toward continuing to ensure that our men and women in uniform can serve the country they love, no matter who they love. Hagel made no reference to LGBT issues during his remarks, but more generally said he was grateful to have another opportunity to serve the country as well as men and women in uniform and their families. These are people who give so much to this nation every day with such dignity and selessness, Hagel said. This is particularly important at a time as we complete our mission in Afghanistan and support the troops and military families who have sacriced so much over more than a decade of war. The news was met with varied reactions in the LGBT community ranging from full support to outright opposition based on Hagels anti-gay record and lingering inequities faced by LGBT service members. First, there are the anti-gay remarks that Hagel made in 1998 about James Hormel, whom the senator referred to as openly, aggressively gay in remarks published in the Omaha World-Herald while questioning his ability to serve as a U.S. ambassador to Luxembourg. A U.S. senator representing Nebraska from 1997 and 2009, Hagel also had a poor record on LGBT issues. He voted for the Federal Marriage Amendment in 2004, but didnt cast a vote in 2006. Just last month, Hagel delivered an apology to media outlets over his 1998 remarks, saying he backs open service and is committed to LGBT military families. Major LGBT groups like OutServe-SLDN and the Human Rights Campaign quickly accepted the apology. But questions linger on outstanding LGBT issues at the Pentagon. Gay service members still arent afforded partner benets offered to straight troops in the U.S. military such as joint duty assignments, issuance of military IDs, use of the commissary and family housing which could be changed administratively at any time even with the Defense of Marriage Act in place. Pentagon ofcials have said theyve been looking into this issue since the time Dont Ask, Dont Tell was lifted in September 2011, but no action has been taken. Another lingering issue is the prohibition on openly transgender service in the military another problem that could be changed administratively. Baldwin seeks answers on Hagel Lesbian Sen. Tammy Baldwin (D-Wis.), who after being sworn in last week as the rst openly gay senator, will be faced with voting on whether to conrm Hagel, told MSNBCs Andrea Mitchell on Monday that she plans to ask some tough questions, to give a thorough review and to be fair. But I do want to speak with him to see if his apology is sincere and sufcient, Baldwin said. I want to hear how hes evolved on this issue in the last 14 years because the signicance to the post to which hes been nominated is the respect for now openly gay members of the military We need to see [repeal of Dont Ask, Dont Tell] implemented successfully especially because the security of this nation is at stake. Another group seeking additional information from Hagel is the National Gay & Lesbian Task Force, which issued a statement on Monday expressing concerns about the nomination. Rea Carey, the Task Forces executive director, called on Hagel to address how hed advance LGBT issues at the Pentagon as well as abortion rights for female service members during his upcoming conrmation hearings before the Senate. We continue to express our concerns about the nomination of former Sen. Chuck Hagel as secretary of defense due to his poor track record on LGBT equality and reproductive rights, Carey said. Though Chuck Hagel has recently apologized for past anti-gay remarks, we expect him to fully explain his views during the conrmation process and what steps he intends to take as defense secretary to demonstrate his support for LGBT members of the military and their families. Another group thats seeking a specic action from Hagel after initially accepting the senators apology is OutServe-SLDN, which issued a statement calling for a plan on partner benets and non-discrimination policies. Allyson Robinson, OutServe-SLDNs executive director, said she wants Hagel to expand on what he means by being committed to LGBT military families by articulating policy plans on these issues. A commitment to support LGBT service members and their families must be a commitment to action, Robinson said. Its past time to extend all benets available to married same-sex military couples and families while the so-called Defense of Marriage Act is still on the books. Its past time to put in place military equal opportunity and nondiscrimination protections so that all qualied Americans who wish to serve this nation in uniform may do so without fear of harassment or discrimination. The Human Rights Campaign, the nations largest LGBT group, has been relatively quiet on the Hagel nomination after accepting Hagels apology a couple weeks ago and issued no public news statement on the day of the announcement. Fred Sainz, HRCs vice president of communications, said in response to an inquiry from the Washington Blade that his organization is looking to hear more from Hagel during the conrmation hearings without offering an explicit position on the nomination. The next secretary of defense will be critical to the implementation of Dont Ask, Dont Tell repeal, Sainz said. We look forward to Senator Hagels testimony on how he intends to end the discriminatory behavior against gay and lesbian service members families. White House says Hagel values inclusion The White House has responded to LGBT concerns about Hagels record through its chief advocate handling LGBT issues Senior Adviser to the President Valerie Jarrett who addressed the issue on Monday in a blog posting on the White House website. The President is fully committed to ensuring that all of our service members and military families are treated equally, Jarrett writes. He is condent that, as Secretary of Defense, Senator Hagel will ensure that all who serve the country we love are treated equally no matter who they love. Noting that Hagel issued an apology for the remarks and expressed a commitment to LGBT military families, Jarrett said one of the great successes of the LGBT civil rights movement is providing people the opportunity to evolve on those issues. The President would not have chosen him unless he had every condence that, working together, they will continue to ensure that our military and DOD civilian workforce are as welcoming, inclusive, and respectful as possible, Jarrett concluded. A White House spokesperson didnt respond to a request for comment on whether Hagel would lay out more specic plans during his conrmation process to address outstanding issues regarding benets or non-discrimination policies. Former gay Rep. Barney Frank appeared to have a change of heart on Hagel. In an interview with the Boston Globe on Monday, Frank reversed his earlier stated opposition to the former senators conrmation as defense secretary, saying he was initially hoping Obama wouldnt nominate him. As much as I regret what Hagel said, and resent what he said, the question now is going to be Afghanistan and scaling back the military, Frank was quoted as saying. In terms of the policy stuff, if he would be rejected [by the Senate], it would be a setback for those things. Frank, whos now vying for an appointment as interim U.S. senator of Massachusetts, also reportedly said, With the attack coming out of the right, I hope he gets conrmed. If appointed to the Senate seat, Frank would be in a position to vote on the conrmation. Meanwhile, the Log Cabin Republicans for the second time this week took out a full-page ad in a major newspaper opposing the Hagel nomination. The Washington Post ad, which follows a similar one published in the New York Times last month, is titled Chuck Hagels Record on Gay Rights and offers a timeline of remarks on LGBT issues made by Hagel. In addition to the 1998 anti-gay remarks against Hormel, the ad also notes Hagel has expressed support for DOMA and says in 2005, when a federal judge in Nebraska determined the states ban on same-sex marriage was unconstitutional, Hagel opposed the decision, saying, I am hopeful the federal appeals court will recognize the rights of Nebraskans to determine their own laws governing marriage and reverse this decision. Gregory Angelo, Log Cabins interim executive director, said his organization continues to oppose Hagel after examining the totality of his public record on gay rights. Until his name surfaced as a potential nominee for Secretary of Defense, he has stood rmly and aggressively against not only gay marriage, but also against gay people in general, Angelo said. Log Cabin Republicans helped lead the charge to repeal Dont Ask, Dont Tell and is extremely invested in seeing that we dont lose any ground due to a lack of sincere commitment to gay people and their families on the part of the incoming Defense Secretary. The move by Log Cabin raised questions about how a small organization can afford to buy full-page ads in major newspapers amid speculation that neo-conservative opponents of Hagel are inuencing the group. Additionally, Log Cabin applied a different standard to 2012 Republican presidential nominee Mitt Romney by endorsing the candidate even though he backed a Federal Marriage Amendment. Speaking to the Blade, Angelo said theres some potential for more ads, but declined to comment on the costs of the ads, saying theyre part of a larger communications effort that has come from the board of directors. Martin OMalley, who signed the states rst anti-trans discrimination law in 2002 when he was the mayor of Baltimore, also backs the Gender Identity Non- Discrimination Act. Were very optimistic this year because the world has changed, Gender Rights Maryland Executive Director Dana Beyer told the Washington Blade. The attitudes of not only the voters who proved on Nov. 6 that theyre supportive of progressive issues such as marriage equality and the Dream Act, but also the legislators have noticed that and are feeling a little bit emboldened. Equality Maryland Executive Director Carrie Evans shared Beyers optimism. The Maryland Coalition for Trans Equality has grown to include CASA de Maryland, Progressive Maryland and 17 other organizations. Equality Maryland has posted a petition on its website in support of the Gender Identity Non- Discrimination Act Evans said this group is modeling ourselves off of the campaign in support of the same-sex marriage referendum that passed last November by a 52-48 percent margin. We have an incredible window here in 2013 with the strength of the coalition, the good feelings everybody has about Equality Maryland, she said. We are going full surge ahead and hopefully passing this once and for all in 2013. A proposed assault weapons ban in the wake of the Dec. 14 massacre at a Newtown, Conn., elementary school that left 20 students and six administrators dead and efforts to repeal the states death penalty are among the issues expected to dominate this years legislative agenda in Annapolis, but Evans highlighted other issues on which she and other advocates hope to work in the coming year. These include working with Attorney General Doug Gansler and other ofcials to ensure the states same-sex marriage law that took effect on Jan. 1 is properly implemented. She pointed to insurance and tax-related issues for same-sex couples and making sure state agencies have provisions that include gender- neutral references are top priorities. Evans said she expects most of these changes will take place through new regulations or administrative tweaks, but they are working on answering the question of redoing all of the areas of state law and what needs to be done legislatively. Strengthening Marylands anti-bullying laws is another priority. The problem has always been making sure once the law is passed it is implemented at all levels, Evans said. Va. bill would ban anti-LGBT bias Virginia lawmakers are expected to consider a measure during their legislative session that would ban anti-LGBT discrimination against state employees. State Sens. A. Donald McEachin (D-Henrico) and Adam Ebbin (D-Alexandria) introduced Senate Bill 701 last October. The state Senate passed similar measures in 2010 and 2011, but they stalled in the House of Delegates. Equality Virginia Executive Director James Parrish told the Blade last November that SB 701s chances of passing in the Republican-controlled House of Delegates this year are very slim. While our biggest challenge is the House of Delegates, this will be an opportunity to get legislators on the record for pro-LGBT legislation and see if they are really supporting equality and their constituency this election year, he said. Ebbin told the Blade he expects the Senate General Law Committee could potentially hear SB 701 in the coming weeks. The bill has passed the Senate before, but failed in the General Laws and Technology Committee last session, he said. Its a sometimes challenging environment because theres Republican control of that committee, but were working hard and hope there will be a breakthrough this year. Del. legislators expected to debate marriage Delaware lawmakers are expected to consider a same-sex marriage bill between now and the end of their current legislative session on June 30. Gov. Jack Markell, who signed the states civil unions law in 2011, suggested to the Hufngton Post last August that state lawmakers could debate a measure that would allow gays and lesbians to tie the knot this year. Spokesperson Catherine Rossi reiterated that point to the Blade. The governor expects that a marriage equality bill will be worked this session, she said. House Speaker Pete Schwartzkopf (D-Rehoboth Beach) described efforts to place a same-sex marriage bill on the 2013 legislative agenda as a no-brainer during an interview with the News- Journal on Tuesday. House Majority Leader Valerie Longhurst (D-Bear) added she expects Senate Majority Leader Patricia Blevins (D-Elsmere) and state Rep. Melanie George Smith (D-Bear) to introduce the measure. Both legislators co-sponsored the civil unions bill. Gays and lesbians can legally marry in neighboring Maryland and eight other states and D.C. MCTEs mission is to advance equal rights for transgender, transsexual and gender non-conforming people in Maryland through leadership, collaborative decision-making processes and resources. Over the spring and summer of 2012, MCTE held several listening sessions across the state. Through these sessions MCTE asked community members to share their vision of progress for trans people in the state. Attendees articulated a demand for a broader coalition to do this work. Acting on that directive, MCTE has brought together numerous organizations working for equality and justice in Maryland. Activists march after gay mans beating A march to protest the beating of Kenni Shaw, 30, an African-American gay man, and violence directed toward the LGBT community in general took place on Jan. 5. It included a diverse group of about 50 activists and ofcials. Shaw was attacked from behind by at least ve men on Christmas night as he left an East Baltimore liquor store. He sustained bruises to his face and body from the beating that lasted for more than 10 minutes. Nothing was stolen from Shaw, who has said the assault was a hate crime. Following the march that began on N. Gay Street, a rally was held in front of the liquor store near where the beating occurred. Baltimore City Police Commissioner Anthony Batts addressed the crowd and announced the department will establish an advisory board to meet regularly with LGBT people. We wanted to go into the neighborhood and look at the faces in the crowd and say no matter if were gay or not, we can live here, we can walk here, and we will not be intimidated, Kinji Scott, one of the organizers of the march told the Blade. And when you beat us down, we will stand up. Marcus Evans, 26, was arrested in connection with the beating of Shaw and has been charged with 1st and 2nd degree assault. Council institutes protest limits, expedites alcohol licensing process After a decade of controversy, the D.C. Council late last month nally made meaning- ful revisions to the citys much-maligned and long-unpopular alcohol-licensing process for hospitality and nightlife businesses. Due to the high-prole battle waged by a notorious Dupont Circle Gang of 5 ad hoc license protest group against chef/restaura- teur Jamie Leeds Hanks Oyster Bar warrant- ing mention from the dais by multiple Council members, the approved reforms might justi- ably bear her name. Better to also include the many others subjected to similar foolishness. Took em forever. Some would say the legislative repairs are far too modest a measure of regulatory relief given the Dis- tricts dysfunctional and out-of-balance li- censing procedures. One thing is clear the political dynamic has now changed. No longer will self-pro- claimed size-shrunk gaggles of the few, pur- porting to represent the many, hold unbridled sway over entire neighborhoods. Their days manipulating the system to impose their own edicts while abridging fair and consistent ap- plication of citywide laws are numbered. Not that they wont try. But the reforms to be signed by Mayor Vincent Gray within a week for immediate implementation make obstruction more difcult. While the D.C. Council failed to eliminate legal standing for tiny Gang of 5 protest groups and small unrepresentative citizens as- sociations, allowing them to directly intervene in the licensing process, they took alternate steps to mitigate their outsized inuence. D.C. Council member Jim Graham, chair of the Council committee with oversight of Alcoholic Beverage Control (ABC) matters, discarded the recommendation of a working group he had assembled to review existing regulations requiring that ad hoc license pro- test group members reside or own property within a 400-ft. radius of the target establish- ment. While this cheered license protesters, the provision was considered to be of nominal value by hospitality supporters. The seven- year licensing struggle suffered by Hanks, for example, would not have been affected. Although citizen association and Advisory Neighborhood Commission (ANC) represen- tatives outnumbered hospitality business and Business Improvement District (BID) repre- sentatives by nearly two-to-one, the working groups proposal primarily served to conrm the need for regulatory repair as a widely sup- ported public proposition. Instead, with encouragement from the business community along with residents and patrons calling for reform, the D.C. Council ini- tiated more substantial revisions. First, the application process for new businesses will be subject to statutory time- frames, reducing the threat of long licensing delays by protest groups or ANCs used to extract operating restrictions. No longer will bankruptcy before beginning be the inter- ventionist weapon of opportunity. Business- es wont face coerced early closing hours, limits on music and entertainment, restric- tions on outdoor space use, downsized guest counts or other prohibitions as the price of expeditious license approval. The process remains unwieldy and inordi- nately lengthy. But new venues are now guar- anteed a shortened process and denitive schedule. After an initial period of application announcement and protest lings, businesses proceed to an ABC Board hearing within 60 days, a new requirement. Instead of the board having 90 days to subsequently issue a ruling, decisions will be required within 60 days. Second, in a change more about policy implications than mere semantics, the widely reviled scourge of so-called Voluntary Agree- ments no longer exists. Misused by protest groups to extract operating concessions and by ANCs to legislate turf rules as a perceived licensing protocol, the option for a business to enter into such an arrangement has been re- named Settlement Agreement a function- ally accurate moniker implying nothing else. Third, should an existing licensee or new business reach an agreement with the ap- plicable elected ANC, any protest by a ran- dom Gang of 5 will be discarded. Unfor- tunately, the same does not apply to citizens associations, but the message is unmistak- able past shenanigans will no longer enjoy countenance. Limits have also been placed on the types of restrictions permitted in an optional Settle- ment Agreement, should a business choose to negotiate rather than proceed to a now ac- celerated adjudication. Is it enough? Hardly. Will it restore some fairness for the citys largest private sector in- dustry, soon-to-be largest employer, and pri- mary revenue producer? Absolutely. The signal is clear outdated enterprise regulation in a growing modern city is as much a relic of the past as those who support it. Chuck Hagel as Secretary of Defense for com- ments he made years ago about former Am- bassador James Hormel or issues related to the LGBT community. I am willing to accept his apology, which Ambassador Hormel has now accepted even if reluctantly, because Ha- gel will work for President Obama and I dont believe the president would nominate anyone to this sensitive position who will not be sup- portive of our community. I believe that the president understands that were Hagel to not promote or do any- thing to thwart the continued integration of gays and lesbians into the military there would be huge demonstrations not at the Pentagon but in front of the White House. It would be the president that the LGBT community would and should hold accountable. I recently had to stymie a chuckle when reading the full-page ads that Log Cabin Republicans placed in a number of news- papers including the New York Times and the Washington Post opposing Hagels nomination. An organization that in 2012 endorsed the Romney/Ryan ticket for president is now claiming to be so upset about things Hagel said years ago is bla- tant hypocrisy. I have to wonder who paid for those ads and whether the donor was really trying to stop Hagels nomination for other reasons and only using Log Cabin as a vehicle to do so. It is interesting to see some in the LGBT community aligned with neocons and other Republican conserva- tives on this issue. I had a real belly laugh when reading right-wing columnist Jenni- fer Rubin in the Washington Post say, If Re- publicans had nervy rebrands like the late Senator Ted Kennedy, someone would rise up and declare, Chuck Hagels America is a land in which gays would be forced back in the closet. These, of course, would be the same Republicans who in 2012 adopted and supported a party platform that basi- cally would have accomplished just that. Hagel is part of a dying breed of mod- erate Republicans. In 2002, he accused the Bush administration of a cavalier ap- proach to the rest of the world. In a re- cent National Journal article on Hagel it stated he voted for the Iraq war resolution but insisted, Actions in Iraq must come in context of an American-led, multilateral ap- proach to disarmament not as a rst case for a new American doctrine involving the preemptive use of force. Hagel has said he is for talking to and trying to negotiate with the Iranians rather than having either the U.S. or Israel use military force to deal with them before all other options are ex- hausted. He voted for more than $40 billion of aid to Israel during his time in Congress but isnt willing to give Israel a blank check or approve new settlements and aggres- sion when they arent necessary. He clearly shares many of the foreign pol- icy positions of the administration. He shares the presidents view that we must realign our military and prepare for the kind of warfare we could face in the future, which is anathema to many of the neocons who have led us into war in the past. One very interesting fact about Chuck Ha- gel is that he would be the rst Secretary of Defense who actually volunteered for military service when he enlisted to ght in Vietnam something that should stand him in good stead with our all-volunteer military. I know there will be a ght over this nomination and it is a ght the president has chosen to make. I support his right to choose the person he wants to lead the Pentagon and unless some- thing new and disturbing is unearthed during the conrmation hearings agree with orga- nizations like J Street and a large bipartisan group of individuals, including former Sens. Boren (Okla.), Hart (Colo.) and Kassebaum- Baker (Kan.), and others such as Zbigniew Brzezinski, Thomas Carlucci, Brent Scowcroft and Paul Volcker, who agree that Hagel should be conrmed. Why was HRC so quick to forgive former senators sins? The news this week that President Obama wants former Sen. Chuck Hagel (R-Neb.) to run the Defense Department marks a disap- pointing turn for our erce advocate in the White House. Rather than use his mandate from winning re-election to reward his key constituencies, Obama has poked a stick in the eye of the LGBT community by turning to Hagel, who had an abysmal voting record in Congress and drew criticism for using anti-gay slurs back in 1998. At that time, Hagel described James Hor- mel a Clinton nominee for ambassador of Luxembourg as openly, aggressively gay and said being gay was an inhibiting factor that would prevent Hormel from do- ing an effective job. Last month, Hagel apologized for the remarks and said hes ful- ly supportive of open service and committed to LGBT military families. The Human Rights Campaign, apparently unaware of its own 0 congressional score- card rating for Hagel on LGBT issues from 2001-2006, immediately accepted the tepid apology, even though Hagel didnt reach out to Hormel directly to apologize. Did HRC extract any promises from the White House or Hagel himself before so quickly forgiving and forgetting his rather se- rious sins? Hagel voted for the Federal Mar- riage Amendment in 2004, putting him in the company of the most rabidly anti-gay mem- bers of Congress. In 1999, he said he opposed repealing Dont Ask, Dont Tell. Lets hope Sen. Tammy Baldwin (D-Wis.) has a longer memory than HRC and works to get some answers on how Hagel would handle an array of LGBT issues at Defense, including granting partner benets to gay service members. Better yet, lets hope former Rep. Barney Frank (D-Mass.) gets the nod to ll Sen. John Kerrys seat on an interim basis so he can have a say on the Hagel appointment. Frank issued an appropriately stern state- ment last week assailing the choice of Hagel, noting, he voted consistently against fairness for LGBT people and there does not seem to be any evidence prior to his effort to become Secretary of Defense of any apology or retrac- tion of his attack on James Hormel. Frank continued, I cannot think of any other minority group in the U.S. today where such a negative statement and action made in 1998 would not be an obstacle to a major presidential appointment. Indeed, an attack like that directed at an- other minority group would have rendered Hagel radioactive. But he merely attacked a gay man, so he gets a pass because thats per- ceived as not so bad. Even our most promi- nent national advocacy group sees no prob- lem with it. The Log Cabin Republicans denounced Hagel in full-page ads in the Washington Post and New York Times, calling the apology too little, too late. Theyre right, of course, but where was Log Cabins advocacy when its leaders endorsed Mitt Romney for president? Its all politics as usual Log Cabin oppos- es Hagel merely because Obama wants him. And HRC supports Hagel because it must now support everything Obama does. Whats lost here is accountability. No ones suggest- ing that Hagel cant or hasnt changed. A lot of folks have changed their views in 10 years. And hes entitled to forgiveness if his apology is sin- cere. But there are consequences for actions. Publicly attacking a qualied gay man and casting horrendous votes against our equal- ity shouldnt be forgotten so easily. HRC wont stand up to Obama over this regrettable ap- pointment and so it falls to Frank, Baldwin and others to ensure Hagel would support LGB and, yes, T service members and complete the work that lies ahead on full implementa- tion of the gay bans repeal. Hagel is entitled to change his mind. But LGBT service members are entitled to leader- ship that wont turn back the clock on recent advances at the Pentagon. Hagel is the wrong choice for Defense and a bad choice for LGBT service members. Theres a lot of change in the air with the D.C. gay leather community. As Mid-Atlantic Leather Weekend is in town for its annual festivities, we decided to ask around and see if the changes are just coincidental, natural evolution of a maturing scene or indicators of a larger cultural shift of some type. The bottom-line answer, not surprisingly, is that it depends whom you ask. But rst, the particulars. The Learher Fack, srill ayownec Lur under new management, has a new name. Now known as Adam & Eve, its still at 1723 Connecticut Ave., N.W. (location of the nearly 40-year-old business since 1991) but is a slightly different shop. We felt the name attracts a broader audience, not just gay guys into leather, currenr owner Fusswin Francisco, who Louhr the business from James McGlade (whod owned it since 1994), wrote in an e-mail. We do love gay leather guys and well support the leather community in any way we can. We simply want to ensure that other folks with other sexual fetishes feel as comfortable in our store regardless of gender, sexual orientation or identity. Thats one of the great things about the leather community its so diverse. Ortiz, whose Boys group is having its own free party/dance tonight at 10 in the Conressional Foom ar rhe Hyarr Feency on Capitol Hill (the sold-out host hotel), says he cant wait to get going and start dancing. Though married to his partner of 14 years whos not into the leather scene, Ortiz is in a slave/master relationship with a leather lover in Michigan whom he sees about once a month and who will be here this weekend for MAL. "r's such a lun rime," he says. "r's rear ro see people you havent seen since last year and it gives us a chance to really hang out in our leather, do play scenes in a safe environment, be who we are, make new friends and also see some of the local people who dont come out as much unless its for MAL. Ortiz, by the way, says the Boys club, which even has a couple female members, is about having a boy mindset. "r's how you icenrily in your hearr," he says. "r's who you are on rhe insice. There's no certain way it has to be, but it does tend to be more service oriented. You dont have to be a complete bottom. Boys can top, but its about taking care of a dom or having someone be in charge of you and dominating the play scene. Gender equality/womens rights WHAT HISTORICAL OUTCOME WOULD YOU CHANGE? The 2007 Supreme Court decision in Ledbetter v. Goodyear Tire & Rubber Co. In the case, the court ruled 5-4 against Lilly Ledbetter, who had been getting paid less than her male counterparts at Goodyear for years. The court said her claim of long-term discriminatory pay decisions was led after the statute of limitations, 180 days, had expired. WHATS BEEN THE MOST MEMORABLE POP CULTURE MOMENT OF YOUR LIFETIME? Pop culture really isnt my forte, but Kurt Cobains suicide was pretty signicant. ON WHAT DO YOU INSIST? Its OK to be gay. Also, good grammar and correct language use. Its my job. The 37-year-old Baltimore native had a good six-and-a-half year run as editor at Philadelphia Gay News and was looking for fresh vistas to tackle. In October, she moved to Washington to work as a writer and editor with The Peace Corps. I felt like Id done all I could do with the paper and it was time to let someone else take over, she says. Someone with new, fresh ideas and for me to do something else. I was sort of looking to take my career to the next level. Though she says things are very good in her new position, its a huge change from what she calls the rhythm of the weekly newspaper rigors. She also realizes it will take time to get integrated into D.C. LGBT life. Just being at the PGN, I very much had my nger on the pulse of the LGBT community and down here I just dont, she says. Granted Ive only lived here three months, but its just going to take some time to nd the community again. And not just the bars. I know where they are, but I mean really the heart of the community. The non-prots, the larger piece that really makes up the heart of the community. Blazucki is also active in the National Lesbian and Gay Journalists Association and founder of website lgbtrights.me, which allows web surfers to nd out what laws apply in their part of the country. She also writes resumes on the side. She has identied as queer since she was 21 and was in an 11-year relationship with a man whom she eventually married. But she says she knew all along she was not straight. Blazuckis dating but not in a serious relationship. British-penned satire takes over-the-top look at corporate tactics By PATRICK FOLLIARD With Contractions, British playwright Mike Bartlett takes the horrors of corporate servitude to the nth degree. Now making its American premiere at Studio 2ndStage, Bartletts workplace satire is laugh-out-loud funny and menacingly dark at once. It unfolds through a series of increasingly uncomfortable meetings in which Emma (Alyssa Wilmoth Keegan), a newly hired sales professional at an unnamed corporation, is relentlessly and methodically questioned by a bizarrely inquisitive manager (Holly Twyford). Both clad in sleek black suits (pants for the manager and skirts for Emma) and super- high heels, the pair review employee regulations giving special attention to the sections pertaining to romantic and sexual relationships among employees. Any suspicions that the managers obsessive inquiry into the most minute details of Emmas sex life is driven by prurient interests or perhaps her lustful designs on the new, younger employee are rather quickly put to rest when it becomes abundantly clear that her every move even the most perverse are done to benet the companys bottom line. More and more, the managers inquiries and directives grow ludicrously outrageous. Initially Emma is her superiors match, but not for long. Volleys build into one-sided brutal attacks and its soon evident that Emma cant compete with a company- backed opponent. After being frequently reminded about the sluggish job market and that there are more than a hundred applicants ready and willing to ll her corporate position, Emma surrenders to HRs demands. She devolves from condent and sexy to broken and bereft. At one point, Emma asks the heartless boss if she bleeds. And while we never get that answer, we do become acquainted with some of Emmas bodily uids. And no wonder with the battering she goes through. British director Duncan Macmillan ably helms the top-notch production and Twyford and Wilmoth Keegan both deliver knockout performances. With a frozen smile, glazed eyes and hilariously placed pauses, Twyford (who is gay) is at the top of her game as the corporate automaton. Wilmoth Keegan is equally terric and wonderfully natural as Emma. Contractions is not the rst time Twyford and Wilmoth Keegan have successfully joined forces. In the fall of 2011, Wilmoth Keegan played the victim of a brutal gay bashing in Stop Kiss, Diane Sons play about women friends turned lovers. The well-received No Rules Theatre Company production marked Twyfords directorial debut. Bartlett, the playwright, is best known for Cock, his hit play (in London and New York) about a happily partnered gay man who falls in love with a woman. Contractions is set entirely in the managers stark ofce. Designed by Luciana Stecconi, its a minimalists wet dream: white walls, white oors, white light (compliments of Colin K. Bills), and two white ofce chairs positioned at opposite ends of a long, white conference table. Discreetly built-in cabinets contain scarily detailed personnel les. No clutter. No art. No signs of life at all really. Woody says it runs much deeper than simply who owns a leather bar at any given time or where it might be located. The smartphone has brought with it a lot of degrading factors, he says. There are all these mobile apps now Scruff, Growlr, Grindr all these things we didnt have before. Now I can nd a trick a half a mile from me with my GPS-embedded tracker and there are people coming up with different websites all the time. You can order up anything you want, so there are not as many people interested in romance anymore. Yes, there are still softies with good hearts who want relationships and certainly gay men have always had their hook- up side, but I think theres a higher turnover ratio when everythings online. Newton-Treadway, who says lots of guys from Baltimore come to D.C. for Leather Weekend (Are you kidding? Its practically in our backyard its like a giant cheesecake for everybody whos supposed to be on a diet.), says the changing leather scene is much deeper and more complex than it may initially seem. I think there are aspects of the lifestyle that in a way are becoming more underground, less in your face, he says. I think the economy hasnt helped. The Internet hasnt helped. Its many, many, many different things. I would say long gone are the days when a leather bar could count on the gay leather community to keep it open. With everything out there online, you dont need to go out. Not long ago, there wasnt any AOL, hell, we didnt even have cell phones. You had to go out for dick. It didnt come to you unless you were in the middle of the gay ghetto and sitting on your front porch. So theres a lot of change occurring and a lot of contributing factors. And even when you do go out to the bars, everybodys got their nose in their phone. They might even be texting to someone whos right there in the bar, but they wont go over and talk to them. But the bar scene in the leather world is far from dead. Jacob Pring, who organizes CODE and the XXX parties at Green Lantern and the Crucible, says he sees lots of younger guys coming to his events and gets anywhere from 100 to 150 guys to an average event. Theres always new people coming in, Pring says. People bring their friends. Its fun. No attitude, no drama. Ortiz says hes not so sure its changing as much as everybody says. I still go out, he says. I dont just sit at home online all the time. I know lots of people who go out and support the clubs. Merrill says it is changing but its futile to pine for the past. Every community changes over time, he says. Its not gonna be 1975 forever. I dont know what things will look like in another 10 years, but Im looking forward to nding out.

Im busy at work, my dining partners are all away and worst of all, Ive had a long lasting head cold that had made everything I eat taste the same. So, when I nally started to feel a bit better, I found myself craving the comforts of diner food and with The Diner on 18th Street seeming like it was a bit too far away, I decided it was nally time to try out the Satellite Room (2047 9th Street NW). The Satellite Room opened Oct. 9 and is located right behind the 9:30 Club. As one would expect, the space is super cool and trendy and an awesome white neon Satellite sign behind the bar dominates the main room. The Hilton Brothers who already own and operate American Ice Company and Brixton in the 9th and U area are the men behind this 60s-inspired diner. This location serves up food inspired by traditional diners like the meatloaf and fried chicken but they also offer a few twists with items like the tilapia tacos and the Chile rellenos. Patrons also have the option to build their own burger where you pick your patty, bun, toppers and sauce a great feature Im looking forward to trying on my next visit. However, what sealed the deal on my decision to give Satellite Room a try were the adult milkshakes. All the boozy shakes, $10 each, are named after famous television characters like Lucy Ricardo (chocolate with Johnny Walker Black), Archie Leach (strawberry with Tanqueray London dry gin); or the A.C. Slater (avocado with Jose Cuervo). Nobody will even judge you if you admit that as a kid you like Saved by the Bell when ordering this shake. I tried the Patsy Stone, which was pineapple, coconut, orange and nutmeg, with Captain Morgan spiced rum. This milkshake was gone in moments and tasted like a richer and more decadent pina colada. My dining partner chose the Linus Van Pelt which was peanut butter and No. 12 Tennessee Whiskey. It was another rich but delightful option, the boozy milkshakes alone make Satellite Room worth visiting, but dont just ll up on them because the food is also quite good and comforting. An excellent example of a delicious and comforting dish is the meatloaf and mashed potatoes. Sure, its a basic dish, but a basic dish that can go terribly wrong in many establishments. We have all had the rock hard hockey puck piece of meat that needs to be doused in ketchup or hot sauce to even be edible. The meatloaf at Satellite Room was nothing like those culinary disasters the meat was moist and uffy and had the right amount of avor and spices; no sauces were necessary. The mashed potatoes were obviously the perfect complement to this traditional meat and potatoes dish. Another standout was the macaroni and cheese. My dining partner admitted that on a previous visit he almost ordered a third portion. I dont blame him. This little dish of goodness contains a rich and creamy multi-cheese sauce that coats the pasta perfectly and evenly and the baked topping adds the delightful bit of warm crunchiness. While my head cold prevented me from venturing too far away from the comfort foods I craved, I am looking forward to returning soon and seeing what other dishes live up to the meatloaf and mac and cheese. There are a few desserts on the menu, like the apple cobbler and churros and Mexican hot chocolate and I love ending a meal with some sweets, but when I was tempted with possibly having another adult milkshake I decided that would be the better option. Its an after dinner drink and dessert all in one. Overall, Satellite Room is a great place to grab a drink with friends, have a quick relaxing bite or hang out before or after a concert.
