Sculpting Planes
Start off with simple planes and extrude out from the characters head as to how the characters hair falls.
When painting the UVs make sure that when you paint the head use the colours that you are using for the hair to lower the number of planes used.
1. Open up the channels section and if there isnt already... 2. Press new channel to create an alpha channel
In the alpha channel paint hair-like strands to accompany the style that you want
In the layers section you can paint the hair texture you desire or use a hair texture.
Assign a lambert to the planes and assign the texture with the alpha on both the colour and transparency attributes of the planes. The planes will now appear like hair without wasting geometry sculpting hair
For extra definition in the hair add a normal map to the bump attribute from your texture UVs
