maintained by federal and state agencies. Upon learning that a particularperson registered to vote is not a United States citizen, the secretary of state, after conducting an administrative hearing, is directed toelectronically cancel that person's voter registration record.
 Be it enacted by the General Assembly of the State of Colorado:
1
SECTION 1. Legislative declaration.
(1) The general assembly2hereby finds and declares that:3(a) The ability of eligible electors to vote is one of the most4fundamentally important and cherished rights in our nation and our state;5(b) The general assembly is constitutionally obligated to pass laws6to secure the purity of elections and guard against abuses of the elective7franchise;8(c) The secretary of state has unambiguous existing authority to9detect and electronically cancel the registrations of electors who are10deceased or have been convicted of a felony, but there is no explicit11analogous authority pertaining to removal of noncitizens from the voter12registration record; and13(d) Therefore, consistent with the foregoing, the general assembly14finds it necessary to:15(I) Direct the secretary of state to ensure that the names of persons16who are not citizens of the United States and thus ineligible to vote do not17appear in the voter registration record; and18(II) Clearly affirm the ability of the secretary of state to cancel19ineligible voters from the voter registration record.20

In Colorado Revised Statutes, 1-2-302,
