IMPLEMENTING RULES AND REGULATIONS (IRR)
FOR 
THE 2013-2014 REGIONAL EXECUTIVE OFFICERSHIP
IRR 1.0 GENERAL GUIDELINESIRR 1.1
The
2013-2014 Regional Executive Officership
is open forapplication to all bona fide members of the NFJPIA FY 2012-2013.
IRR 1.2
Applicants will compose the official Regional Standing Committee of the Federation during the course of application thus must abide andfollow all the rules and regulations of the Federation.
IRR 1.3
The applicant must recognize his/her duty to respect the Federation asa student leader of the region and the country and must bear in mindthat he/she will carry the name of the Federation during the time of his/her application thus will do nothing discreditable to the goodwill of the Federation.
IRR 1.4
Applicants will be subjected to training and must be prepared todeliver the assigned tasks effectively and efficiently. They will beevaluated objectively and impartially during the training for the crucialfinal deliberation during the Annual Regional Convention.
IRR 1.5
Trainings will be given randomly by the Regional Executive Officersduring the course of application.
IRR 1.6
Tasks may be given on a surprise basis, depending upon theprerogatives of the Federation, to test the ability of applicants torespond quickly to the demands of their status quo.
IRR 1.7
The applicant must be present on the day of the Provincial Eliminationsfor SRAW on February 5, 2013, on the Annual Regional Convention,and on other upcoming events of the Federation to be part of theStanding Committee. This will serve as the initial training of thecandidates.
IRR 1.8
Applicants are all required to attend the Meeting de Avance and finaldeliberation during the Annual Regional Convention.
 
 
IRR 2.0 QUALIFICATIONS AND REQUIREMENTSIRR 2.1
No member shall be allowed to run for any regional office unlesshe/she possesses the following qualifications:A.
 
He must be a bona fide member of any JPIA Local Chapter dulyrecognized and accredited by the Federation at least one (1) year.B.
 
He must be an accounting major student with good moralcharacter.C.
 
He must not hold any major position in any organization afterelected.D.
 
He must submit the following requirements:i.
 
Duly accomplished certificate of candidacy/applicationform given by the COMELEC;ii.
 
Endorsement of the incumbent JPIA President, JPIAAdviser and the Dean;iii.
 
Certificate of good moral character from the Office of theRegistrar and/or Office of the Prefect of Discipline;iv.
 
Certificate of grades or temporary transcript of record (NoFailing Grades/Dropped/INC;v.
 
Two (2) wallet size pictures (colored); andvi.
 
He/she must have attended at least one (1) majoractivity of the Regional Council and/or the Federation.
IRR 2.2
The duly accomplished certificate of candidacy/application form will besent to

on or before January19, 2013
, with the following format as the e-mail's subject:
COMELEC_<SURNAME>_<LOCAL CHAPTER>
. Other requirementswill be submitted on a hard copy during the Annual RegionalConvention.
 
 
IRR 2.3
The applicant must notify the Federation after forwarding his/herapplication form to the COMELEC by sending a text message at09185522709/09151822676 or by sending a notification mail atr1car.comm.jabesamis@gmail.com
IRR 2.4
Additional requirements may be required during the course of application.
IRR 2.5
The COMELEC shall
NOT
accept applications after the expiration of thedate of submission unless amended and ratified.
IRR 3.0 GENERAL ELECTORAL AND SELECTION PROCESS
 
IRR 3.1
The Commission on Elections shall be composed of the incumbentRegional Executive Officers. They shall supervise and conduct theelectoral process of the officers for the Executive Office.
IRR 3.2
The Council shall have the following duties and powers:1.
 
It shall organize a Meeting de Avance during the Annual RegionalConvention;2.
 
It shall be the duty of the Council to conduct the selection processand appointment in an efficient and effective manner;3.
 
Such selection process shall be based on established proceduresduly promulgated by the Council
 
and for which the same shall becirculated by the Council at least one (1) month prior to
 
the date of the Annual Regional Convention;4.
 
Be the sole judge of all selection protests that shall includeobjections to the qualification
 
of the candidates and/or violation of rules and
 
regulations, and others of the same nature;5.
 
Any delegate shall have the right to question a Candidate and theCouncil shall resolve
 
and decide the case; and6.
 
Report the result of the election to the NFJPIANs.
