FOREWORD
On 2 and 3 May 2008, Cyclone Nargis struck the coast of Myanmar and moved inland acrossthe Ayeyarwady Delta and southern Yangon Division, causing many deaths, destroying livelihoods, anddisrupting economic activities and social conditions. This report describes the human loss and assessmentof damage to physical assets, the subsequent losses sustained across all economic activities, and theimpact of the disaster on both the national economy and household-level activities and well-being.On 25 May 2008, at the ASEAN-UN International Pledging Conference organized in the aftermathof the cyclone in Yangon, agreement was reached to form a Tripartite Core Group (TCG) to coordinaterelief efforts, bringing together the Government of the Union of Myanmar, the United Nations, and theAssociation of Southeast Asian Nations (ASEAN). On 31 May, the TCG agreed to conduct a Post NargisJoint Assessment (PONJA) to determine the full scale of the impact of the cyclone and requirements forboth immediate humanitarian assistance needs and medium to longer term recovery.This assessment, conducted in the Ayeyarwady and Yangon Divisions from 10 to 19 June 2008,
is signicant in the cooperation of humanitarian and development actors to bring together relief, earlyrecovery and longer-term recovery in one assessment, and the role of ASEAN in the humanitarian eld.
A comprehensive methodology was used to estimate humanitarian needs, damage to assets,
changes in economic ows, and impacts on social and economic conditions. The estimates were basedon information collected by the joint assessment teams during eld surveys in the aftermath of the
disaster. The assessment consisted of two components – the Village Tract Assessment (VTA) focusing onhumanitarian needs, and the Damage and Loss Assessment (DALA) focusing on damage and losses.
The analysis of the data has identied the needs and quantied nancial requirements that will
facilitate formulating comprehensive relief and early recovery actions, as well as medium- and long-termrecovery plans, including disaster risk management. A continuation of the partnership between theGovernment of the Union of Myanmar, ASEAN and the international community that has marked this jointassessment will be essential to address these needs in the near, medium and longer term.This report has been jointly prepared by the Government of the Union of Myanmar, the UnitedNations and ASEAN, with the support of the humanitarian and development community.
