My mother, Dr. EstellaMedrano, was an internationally-knownresearch scientist at the Baylor Collegeof Medicine. She was working to findthe causes of cancer and other age-related diseases.On August 30,2012, my mother waskilled in a motor vehicle accidentinvolving a police officer. According toHPD's investigation, the officer wastraveling 84 miles per hour in a 35 zone.It was after dark and the officer was notusing his emergency lights or his siren.In addition to losing my mother, myfather was seriously injured......and the police officer suffered a brokenneck.It is my understanding that State lawallows officers to drive beyond theposted speed limit. However, officersmust do so with appropriate and dueregard for the safety of others.In exercising the discretion to drivebeyond the posted speed limit, an officershould consider many factors including:
