SCUSD Right-Sizing Capacity Report January 30, 2013 Contents ‘Summary and Definitions Updated Elementary (K-6, K-8) Enrollment/Capacity Information Updated SCUSD Right-Sizing Process Report ‘School-by-School District Capacity Loading Charts and Maps (All K-6, K-8 Sites) Appendix: Original Elementary (K-6, K-8) Enrollment/Capacity Information (Presented to Board on January 17) Capacity Report SCUSD Right- Background/Overview in response to community feedback and questions, the district has completed a thorough site-by-site walk-through of all schools slated for closure. The district completed the same walk-throughs of all other elementary schools receiving students from closed sites, as well as those that were removed from consideration because their usage was greater than a school slated for closure. As result of this review, some capacity numbers have been adjusted to account for inconsistencies in the application of the criteria laid out below (this review found some inconsistencies with the way sites reported use of certain spaces and some inconsistencies with the way the data was entered into the district database). However, the list of schools recommended for closure has not changed. ‘The process originally laid out for the recommendation of these 11 sites remains intact. Capacity Criteria Used To arrive at a school’s capacity, SCUSD first counts the number of district-owned “teachable spaces” at each school. This includes ALL classrooms, including surplus classrooms currently being used for Child Development/Preschool programs, Parent Resource Centers, supplemental teacher's lounges or such spaces as speech therapy rooms. It does not include libraries, which are removed from the tally. Next, the number of students that could be housed in each classroom is calculated by using the current maximum teacher-to-student ratio by grade level (smaller class sizes for Special Education classes and QEIA schools are factored in). Finally, classroom capacities are added together to arrive at a maximum capacity for the entire school. Kindergarten - Kindergarten classrooms are counted twice if a school has traditional AM/PM kindergarten classes, or counted once if school has extended or full-day kindergarten classes. ‘Smaller Spaces - “Teachable Spaces” under 450 square feet are NOT deemed to be large enough to support student learning effectively, and thus are not counted in a school’s capacity. “Teachable Spaces” greater than 450 square feet but under 750 square feet are counted at 2/3 of current class size maximum (22 students}. In many cases, these smaller classroom spaces are located in portable classrooms where 3 rooms are often combined to create 2 regular-sized classrooms, ‘Space Not Owned by the District - “Teachable Spaces” not owned by the district are not counted in a school's capacity. Resource Specialist Program (RSP) Classrooms - Classrooms used for RSP classes are counted at a capacity of 28 students. This is applied to every school that has RSP classes (most SCUSD elementary schools). While RSP classes are filled with students who also may occupy other classes during the day, the specific location of RSP services on each campus is determined based on available space. THIS SAME PROCESS IS USED TO DETERMINE THE CAPACITY OF EVERY SCHOOL IN THE DISTRICT; ALL SCHOOL CAPACITIES ARE MEASURED BY THE SAME STANDARD. Sustainable Facilities Master Plan ‘The 2012 SCUSD District Sustainable Facilities Master Plan (SFMP) references “optimal” capacity numbers based on the completion of the entire scope of work recommended in the plan. That scope of work would cost the district an estimated $2 billion (the full site-by-site cost of the SFMP scope of work can be found at www.scusd.edu/2012- sustainable facilties-master-plan). While Measures Q and R have provided the district with resources to begin addressing many of the most urgent needs outlined in the SFMP, it will not begin to address the entire scope of work.
