This chapter of
The Federal Student Financial Aid Handbook
describes thestudent eligibility requirements that affect the Student FinancialAssistance (SFA) Programs. The calculation of financial need, a keydeterminant of student eligibility, is examined here, as are the details thatpertain to documenting citizenship status and other eligibility criteria.Documentation necessary for proving citizenship status, information oneligibility matches, and the Selective Service’s Status Information Lettersappear in the appendices.Schools and students receive information about the student’s eligibilityfrom the Central Processing System (CPS) on several different types ofdocuments. These documents are the
Student Aid Report
(SAR) and
SARInformation Acknowledgement,
which are sent directly to the student, andthe
Institutional Student Information Record
(ISIR), which is sent to schoolseither through the Electronic Data Exchange (EDE) or on tapes andcartridges. Throughout this chapter, we will use the term outputdocument to refer to all of these CPS-produced documents.Schools are required to document that a student meets the eligibilityrequirements described in this chapter, and so must keep certaindocuments, such as output documents or financial aid historyinformation. Although this chapter mentions some items that must bedocumented, Chapter 3, Section 7 has a detailed discussion of whichrecords must be kept and how long they must be retained.A school is also required to reconcile any conflicting information it hasabout a student’s eligibility before it pays the student. The school mustconsider all information available to it, not just the information on the
FreeApplication for Federal Student Aid
(FAFSA). If a school has conflictinginformation about a student or reason to believe the applicationinformation is incorrect, it must resolve the discrepancy before disbursingfederal student aid. (See
