INTRODUCTION
1.1.1 Kerala has had three Administrative Reforms Committees (ARCs) sinceits formation in 1956. The first Committee, under the chairmanship of lateShri E.M.S.Namboodiripad, was constituted in 1957, and the secondCommittee was set up under Shri.M.K.Vellodi, ICS in 1965.The presentCommittee which is the third one came into being in May 1997, with theChief Minister Shri.E.K.Nayanar as its Chairman. .1.1.2 The terms of reference of the present Committee, as enunciated inGo (Ms) 7/97/P&ARD Dated, 26-5-1997 are the following: -(i) To review the working of the Administrative Machinery in the State andthe systems and procedures under which it functions with a view toassess their adequacy and suitability for a democratic Government in awelfare State responsive to the needs and aspirations of the people, inparticular the backward and weaker sections of the society.
