 In the Senate of the United States,
 February 10, 2009. Resolved,
That the bill from the House of Representa-tives (H.R. 1) entitled ‘‘An Act making supplemental appro-priations for job preservation and creation, infrastructure in- vestment, energy efficiency and science, assistance to the un-employed, and State and local fiscal stabilization, for the fis-cal year ending September 30, 2009, and for other pur-poses.’’, do pass with the following
AMENDMENT:
Strike out all after the enacting clause and insertthe following:
SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘American Recovery and

 Except as expressly provided otherwise, any reference

to ‘‘this Act’’ contained in any division of this Act shall

be treated as referring only to the provisions of that divi-

That the following sums are appropriated, out of any
8
 money in the Treasury not otherwise appropriated, for the
9
 fiscal year ending September 30, 2009, and for other pur-
10
 poses, namely:

 For an additional amount for the ‘‘Office of the Sec-
7
retary’’, $200,000,000, to remain available until September
8
30, 2010: Provided, That the Secretary may transfer these
9
 funds to agencies of the Department, other than the Forest
10
Service, for necessary replacement, modernization, or up-
11
 grades of laboratories or other facilities to improve work-
12
 place safety and mission-area efficiencies as deemed appro-
13
 priate by the Secretary: Provided further, that the Secretary
14
 shall provide to the Committees on Appropriations of the
15
 House and Senate a plan on the allocation of these funds
16
 no later than 60 days after the date of enactment of this
17
 Act.

OFFICE OF INSPECTOR GENERAL

 For an additional amount for ‘‘Office of Inspector
20
General’’, $5,000,000, to remain available until September
21
30, 2011, for oversight and audit of programs, grants, and
22
activities funded under this title and an additional
23
$17,500,000 for such purposes, to remain available until
24
September 30, 2011.
