This survey was undertaken
as
part of the General Accounting Office'sanalyses of the Department of Defense's program for obtaining funds
to
build additional housing facilities at various
Army,

Forceinstallations. Our test covered locations
in
California, MassachusettsRhode Island, and Virginia.review by
