January 2013The Honorable Scott WalkerGovernor o WisconsinMembers o the LegislatureState o WisconsinDear Governor Walker and Members o the Legislature:We are pleased to transmit to you the nal report o the WisconsinTransportation Finance and Policy Commission entitled “Keep WisconsinMoving—Smart Investments, Measurable Results.” We submit this reportin response to the direction you provided in Section 9148 o 2011 Wisconsin Act 32, in which you requested a report o the Commission’s ndingsand recommendations on options to achieve a stable balance betweentransportation expenditures, revenues and debt service over thenext decade.In developing our report, the Commission was assisted by a wide rangeo transportation experts rom state and national organizations. We receivedvaluable inormation on current transportation programs, revenues,expenditures, and program challenges.Further, we believed it was important to travel to dierent parts o thestate to learn about transportation challenges rom dierent perspectives.Wisconsin residents and public ocials shared their stories o howtransportation aects them personally and as a community, makingsuggestions or modernizing and investing in the state’s multimodaltransportation network. In addition, ocus group participants were engagedin a discussion o policy and nance options, refecting on their owntransportation needs and experiences.Our report outlines policy and program unding changes as well asa revenue package to support those changes. This report representsa consensus o opinion on issues aecting the uture o transportationin Wisconsin by all ten commissioners. We are honored to have had theopportunity to serve the people o Wisconsin through this comprehensiveanalysis. The Commission recognizes the importance o transportationto state’s economy and the quality o lie o its residents.
