Description

PEPFAR report to Congress. PCVE's hired by PEPFAR on five year program(non US government budget US government budget)contract budget. Peace Corp is billing PEPFAR/US government for PCVEs at $45,000 per year per PCVE on five year contracts outside the regular US government budget(PC's budget is separate, but PEPFAR's five year budget always passes outside the regular budget, which PC's budget didn't).

PC is farming out PCVEs to programs like PEPFAR and NGOs. These are billed at $45,000 per year per PCVE, so the obvious conclusion is not to pay PC for the PCVE, whatever the NGO is paying, but ask Congress for the $45,000. Any NGO or program like PEPFAR can be more efficient than the US government, PC and the $45,000 per year per PCVE.

The $225,000 per PCVE per five year PEPFAR budget cycle that PC will ask for because PEPFAR hires PCVEs is on a five year contract that is renewed just before the Presidential elections - so, like the PC staff employees, it makes more sense to eliminate the 2 year law and mandatory reapplication for PCVEs and put PCVEs on five year budgets and service like the PC staff, with a minimum service of 2 years.
