Human rights
,
historically being the area of relaons betweenthe society and the government, an element of a purelyinternal policies, have started to play a role of a tool forforeign polics in the modern world. The relaonshipbetween states on human rights issues abandon the principleof equality of partners, pursuing various paths of development with one common objecve being theprosperity of their cizens, while becoming associated withdiktat, pressure and imposion of their «solely accurateopinion». Cricisms in the area of human rights rst andforemost target developing countries.
 
The idea behind this report is to draw aenon to theviolaon of human rights violaons in those countries thattradionally represent themselves as «developeddemocracies», to illustrate by concrete facts their failure tocomply with internaonal legal obligaons and, no lessimportantly, spotlight the vicms that are tradionally given ablind eye by violang states as well as by internaonalorganizaons operang in the area of human rights.
 
Ignoring problems leads to impunity and as is substanatedby this report to the deterioraon of the human rights record.This serves as a tesmony that human rights are not aboutelites or retrogrades, mentors or pupils.
 
The report by Belarus’ Foreign Ministry is based upon theinformaon from the Belarusian diplomac missions, themedia as well as other reliable open sources. We did not seekto provide a complete picture of the situaon of human rightsin the countries in queson, but rather we have tried to drawaenon to the most resonant human rights violaons in2012.
