The Granite State Future (GSF) lSustainable Communities Initiative (SCI) is a top-down, nationwide Federal HUD/EPAIDOT
program that enables Federal and State Agencies, as well as Pay-to-Play Special lnteres! "parters" (see list on back) to jointly
produce "nine coordinated Regional Plans and one integrated Statewide Development Polcy Framework," This stuctured
cross-integration of planning and organization between goverment agencies sounds very eficient But as we peal back the
onion) many concers come into view;
The program excludes direct input from virtually every cleotd offcial; Town Selectmen and Planning Board members, Slate
Reps, State Senators and the Executive Committee .
This is not a grass roots, "advisory only" program as proponents claim. "7w Cooperative Agreement allows for substantial
involvement 0/ HUD sta//lo enhance the performance of Ihe grantee in te completon 0/ teir deliverables." "HUD is
committed 10 ensuring that programs result in the achievement 0/ HUD's stategic mission."
Federal Agencies have direct input into planning, as well as "mandatory outcomes" that must be incorporated into slate policy.
This relationship violates State sovereignt.
Slate Agencies and Pay-to-Play Special Interest Parters also have direct input into planning. Each partner agency (state and
federal) has committed to cross-integrate teir "recentflndings and recommendations between their ongoing program wit
those of A Granite State Future" with little to no oversight from elected Local and Sta goverment.
o The "legally binding" HUD agreement mandates federal, local and regional plans must be "aligned" with "federal planning
and investent resources that mirror the local and regional strategies for achieving sustainable communities."
"The Statewide Policy Committee wilL .. recommend a consistent statewide policy framework to the Executive Committee."
o Once completed the Eecutive Committee "will seek endorsement of the plan by the NH Council on Resources and
Development, predomianty comrised 0/ NCI stte agency partners, which will hel t ensure that state agencies
instittiona
le the plan and that sources o( nding align with the plan."
o The aligned/mirrored instilJltionalized plans can then be enforced as Fed and State agency regulations with the force of law.
