Early Childhood Educator ProfessionalDevelopment Program; Notice InvitingApplications for New Awards for FiscalYear (FY) 2002
Purpose of Program
: The purpose of the Early Childhood EducatorProfessional Development Program,authorized by section 2151(e) of theElementary and Secondary EducationAct (ESEA) as added by the No ChildLeft Behind Act, Public Law 107
110, isto enhance the school readiness of young children, particularlydisadvantaged young children, and toprevent them from encounteringdifficulties once they enter school. Theprogram is designed to improve theknowledge and skills of early childhoodeducators who work in communitiesthat have high concentrations of children living in poverty.Projects funded under the EarlyChildhood Educator ProfessionalDevelopment Program will providehigh-quality, sustained, and intensiveprofessional development for these earlychildhood educators in how to providedevelopmentally appropriate school-readiness services for preschool-agechildren that are based on the bestavailable research on early childhoodpedagogy and on child developmentand learning. These grants complementthe President
s Early ChildhoodInitiative and early learning programs,such as Early Reading First, by helpingStates and local communities strengthenearly learning for young children. TheDepartment intends to disseminateinformation about the funded projectsthat prove to be effective professionaldevelopment models to child care andearly childhood education programs.
Eligible Applicants
: A
 partnership
 consisting of 
 (i) One or more institutions of highereducation, or other public or privateentities (including faith-basedorganizations), that provide professionaldevelopment for early childhoodeducators who work with children fromlow-income families in high-needcommunities;
and 
(ii) One or more public agencies(including local educational agencies,State educational agencies, State humanservices agencies, and State and localagencies administering programs underthe Child Care and Development BlockGrant Act of 1990), Head Start agencies,or private organizations (including faith- based organization);
and 
(iii) If feasible, an entity withdemonstrated experience in providingtraining to educators in early childhoodeducation programs concerningidentifying and preventing behaviorproblems or working with childrenidentified as or suspected to be victimsof abuse. This entity may be one of thepartners described above, if appropriate.

Applicable Regulations:
Thefollowing provisions of the EducationDepartment General AdministrativeRegulations (EDGAR) apply to theseEarly Childhood Educator ProfessionalDevelopment program grants: 34 CFRparts 74, 75, 77, 79, 80, 81, 82, 85, 86,97, 98, and 99.
Matching and Use of FundsRequirements
:
Cost-sharing 
: Each partnershipcarrying out a project through an EarlyChildhood Educator ProfessionalDevelopment Program grant under thisprogram must provide a cost share of (1)at least 50 percent of the total cost of theproject for the entire grant period; and(2) at least 20 percent of the project costfor each year. The project may providethis cost share from any source otherthan funds under this program,including other Federal sources. Thepartnership may provide the project costshare through contributions of cash orin-kind, fairly evaluated, includingplant, equipment, and services.
Indirect Costs:
For purposes of indirect cost charges, the Secretaryconsiders all Early Childhood EducatorProfessional Development Programgrants to be
‘‘
educational traininggrants
’’
within the meaning of 34 CFR75.562(a). Therefore, consistent with 34CFR 75.562, except for costs incurred byfiscal agents that are State agencies oragencies of local governments (such aslocal educational agencies), a recipient
sindirect cost rate is limited to themaximum of eight percent or theamount permitted by its negotiatedindirect cost rate agreement, whicheveris less.
Pre-award Costs:
The Department
sregulations authorize grant recipients toincur allowable pre-award costs up to90 calendar days before the grant award(34 CFR 75.263 and 74.25(e)(1)). Pre-award costs, in this case, may includethe necessary and reasonable costs of aneeds assessment that the statuterequires applicants to conduct, beforesubmitting their applications, todetermine the most critical professionaldevelopment needs of the earlychildhood educators to be served by theproject and in the broader community.Applicants incur any pre-award costs attheir own risk. That is, the Secretary isunder no obligation to reimburse thesecosts if for any reason the applicantdoes not receive an award or if theaward is less than anticipated andinadequate to cover these costs.
Background
These Early Childhood EducatorProfessional Development Programgrants will provide a small butsignificant base of high-quality,intensive, replicable, professionaldevelopment programs for earlychildhood educators. These programswill be based upon the best availableresearch on early childhood pedagogyand on child development and learning,including early language and literacydevelopment. The grants areparticularly important because high-quality, intensive, research-basedprofessional development is critical forimplementing effective early childhoodprograms that enhance the schoolreadiness of young children.These grants will fund projects thatcarry out activities to improve theknowledge and skills of early childhoodeducators working in early childhoodprograms that are located in high-needcommunities and serve concentrationsof children from low-income families.The specific activities for whichrecipients may use grant funds areidentified in the application package.The Secretary will expect fundedprojects to use rigorous methodologiesto measure progress toward attainmentof project objectives and of theachievement indicators in this noticeunder
Achievement Indicators
. Thestatute requires applicants to reportannually on their progress towardattaining these achievement indicators.
Definitions
The following terms used in theabsolute priority, the competitivepreference, and the selection criteria forthis grant competition have specificstatutory meanings that are included inthe application package:

The Secretary stronglyencourages applicants to review thestatutory definitions of these terms before preparing their grantapplications.
Applications
Early Childhood EducatorProfessional Development Programgrants for FY 2002 will be awardedthrough a competitive process. Thestatute requires each applicant to submitan application that contains specificinformation and assurances that aredescribed in the application package.The application narrative (addressingthe absolute priority, the competitivepreference, the EDGAR selectioncriteria, and other informationidentified in the application package) islimited to 30 double-spaced, typedpages. In addition, the budget narrativeis limited to 5 double-spaced, typedpages. Other application materials arelimited to the specific materialsindicated in the application package,and may not include any video or othernon-print materials.
Waiver of Proposed Rulemaking
It is the Secretary
s practice, inaccordance with the AdministrativeProcedure Act (5 U.S.C. 553), to offerinterested parties the opportunity tocomment on proposed priorities andother program requirements that are nottaken directly from statute. Ordinarily,this practice would have applied to thepriorities, achievement indicators, andapplication requirements in this notice.Section 437(d)(1) of the GeneralEducation Provisions Act (GEPA),however, exempts from this requirementrules that apply to the first competitionunder a new or substantially revisedprogram. The Secretary, in accordancewith section 437(d)(1) of GEPA, hasdecided to forgo public comment withrespect to the rules in this grantcompetition in order to ensure timelyawards. The rules in this notice willapply only to the FY 2002 grantcompetition.
Achievement Indicators
The Secretary announces thefollowing achievement indicators forthese grants as required by section2151(e)(6) of the ESEA:
Indicator 1
Increasing numbers of hours of highquality professional development will be offered. High-quality professionaldevelopment must be ongoing,intensive, classroom-focused, and basedon scientific research on cognitive andsocial development in early childhoodand effective pedagogy for youngchildren.
Indicator 2
Early childhood educators who workin early childhood programs servinglow-income children will participate ingreater numbers, and increasingnumbers of hours, in high-qualityprofessional development.
