Full Text of AnnouncementI. Funding Opportunity Description
(1)
Purpose of Program:
The purposeof the Disability Rehabilitation ResearchProjects (DRRP) program is to plan andconduct research, demonstrationprojects, training, and related activitiesthat help to maximize the full inclusionand integration of individuals withdisabilities into society and to improvethe effectiveness of services authorizedunder the Rehabilitation Act of 1973,(Act) as amended.For FY 2004, the competition for newawards focuses on projects designed tomeet the priority we describe in thePriority section of this applicationnotice. We intend this priority toimprove rehabilitation services andoutcomes for individuals withdisabilities.

Absolute Priority:
For FY 2004 thispriority is an absolute priority. Under 34CFR 75.105(c)(3) we consider onlyapplications that meet this priority.This priority is:The Assistant Secretary will fund oneDRRP that will focus on a research,development, and dissemination projecton Research Infrastructure CapacityBuilding. s Long-RangePlan (Plan), chapter 9, CapacityBuilding: Priorities in CapacityBuilding. In carrying out this prioritythe DRRP must:(1) Develop and evaluate aninnovative method(s) for establishinglong-term collaborative researchpartnerships, with an emphasis onrelationships among minority entities,Indian tribes, and nonminority entities;(2) Research, develop, and evaluatestrategies to assess the efficacy of existing research theories,methodologies, and measures forstudying and describingunderrepresented individuals withdisabilities from minority racial andethnic populations and their needs;(3) Research, identify and modify ordevelop, and evaluate scientificallyvalid measurement strategies andmethodologies for research involvingthe study of underrepresented minorityracial and ethnic populations;determine their efficacy; and examinethe implications of introducing newlydeveloped approaches designedspecifically for the study of thispopulation;(4) Develop and evaluate researchprinciples or standards for culturallyappropriate and linguisticallycompetent disability and rehabilitationresearch, and disseminate guidelines;and(5) Develop, implement, and evaluateapproaches for disseminating researchfindings, information about bestpractices for research involvingunderrepresented minority racial and

In the first three months of thegrant, develop and implement aresearch partnership plan ensuring thatall activities are predominantly focusedon research infrastructure capacity building and provide for mutual benefitfor each member of the partnership,including persons with disabilities ortheir representatives;
In the first year of the grant,implement a plan to disseminateresearch results;
In the third year of the grant,conduct a state-of-the-scienceconference focused on the funded areaof research and related topics;
In the fourth year of the grant,publish and disseminate acomprehensive report on the outcomesand proceedings of the conference;
Demonstrate how the researchproject can transfer research findings topractical applications in planning,policy-making, program administration,and delivery of services to individualswith disabilities; and

The approaches an applicantmay take to meet this requirement mayinclude one or more of the following (34CFR 350.40(b)):(1) Proposing project objectivesaddressing the needs of individualswith disabilities from minority backgrounds.(2) Demonstrating that the project willaddress a problem that is of particularsignificance to individuals withdisabilities from minority backgrounds.(3) Demonstrating that individualsfrom minority backgrounds will beincluded in study samples in sufficientnumbers to generate informationpertinent to individuals with disabilitiesfrom minority backgrounds.(4) Drawing study samples andprogram participant rosters frompopulations or areas that includeindividuals from minority backgrounds.(5) Providing outreach to individualswith disabilities from minority backgrounds to ensure that they areaware of rehabilitation services, clinicalcare, or training offered by the project.(6) Disseminating materials to orotherwise increasing the access todisability information among minoritypopulations.
