Full Text of AnnouncementI. Funding Opportunity Description
Purpose of Program:
TheRehabilitation Short-Term Trainingprogram supports special seminars,institutes, workshops, and other short-term courses in technical mattersrelating to vocational, medical, social,and psychological rehabilitationprograms, independent living servicesprograms, and client assistanceprograms (CAPs).
Priority:
This priority is from thenotice of final priority for this program,published in the
Federal Register
onFebruary 15, 2000 (65 FR 7678).
Absolute Priority:
For FY 2005 thispriority is an absolute priority. Under 34CFR 75.105(c)(3) we consider onlyapplications that meet this priority.This priority is:
Client Assistance Program
A project must

Provide training to ClientAssistance Program (CAP) personnel onan as-needed basis, including
—
(1) Management training on skillsneeded for strategic and operationalplanning and direction of CAP services;(2) Advocacy training on skills andknowledge needed by CAP staff to assistpersons with disabilities to gain accessto and to use the services and benefitsavailable under the Rehabilitation Act of 1973, as amended, with particularemphasis on new statutory andregulatory requirements;(3) Systematic advocacy training onskills and knowledge needed by CAPstaff to address programmatic issues of concern;(4) Training and technical assistanceon CAP best practices; and(5) Training on skills and knowledgeneeded by CAP staff to performadditional responsibilities required bythe Workforce Investment Act of 1998,as amended.

Coordinate training efforts withother training supported by theRehabilitation Services Administration(RSA), as well as with the trainingsupported by the Center for MentalHealth Services and the Administrationon Developmental Disabilities oncommon areas such as protection andadvocacy, financial management, andtrial advocacy.

Include both national and regionaltraining seminars in each project year.

Cost Sharing or Matching:
TheSecretary has determined that a granteemust provide a match of at least 10percent of the total cost of the project(34 CFR 390.40).
Note:
Under 34 CFR 75.562(c), an indirectcost reimbursement on a training grant islimited to the recipient
’
s actual indirectcosts, as determined by its negotiatedindirect cost rate agreement, or eight percentof a modified total direct cost base,whichever amount is less. Indirect costs inexcess of the eight percent limit may not becharged directly, used to satisfy matching orcost-sharing requirements, or charged toanother Federal award.
