Creation of the Fisheries ExtensionDivision (FED) under P.D. # 704 of 1975.***Establishment of extensionand training facilities***Institutionalization of the extensionworkforce nationwide.
The FED was renamed the Fisheries IndustryDevelopment Support Division (FIDSD)when BFAR became a staff bureauunder the Department of Agriculture in 1987,in compliance to E.O. 116.***Two other divisions (Training Division andInformation & Economics Division) weremerged with the FED to become FIDSD.***
To respond quickly and with certainty to its new mandate,FIDSD employed a scientific method called ACTIONRESEARCH, dubbed as PINOY FISHMART, withmarket and credit being the independent variablesand the main considerations.***A value-added outgrowth of this Action Researchwas the formation of an Industry-based cooperativenamed after the said action research.***Significantly, this cooperative that has gradually evolvedout of the realities and needs in the fishery sectorcan now serve as a model in organizing fishery-basedcooperatives that can empower their members
