segments of submerged geotextilebreakwater (offshore Sunny Isles). Allconstruction of the beach fill transitionoffshore of Golden Beach would occuron State of Florida lands, which arelocated below the mean high water line.The transition would taper from 120 feetwide at the Sunny Isles/Golden Beachcity limit to zero feet, over a length of 1500 feet offshore of Golden Beach. Theplanned source of borrow for this actionis a southerly extension of an offshoreborrow site south of Government Cut.The forecast completion date for theproposed project modification would beby the end of 1998.The 2nd Periodic Renourishment atSunny Isles was addressed in a finalEnvironmental Assessment dated May1995. The proposed modificationprimarily differs from the 2nd PeriodicRenourishment in that it uses a differentborrow source, places additionalmaterial on the beach (an advancemaintenance berm), and it also involvestwo project features not previously usedat this location. These are a geotextilebreakwater (offshore of Sunny Isles) anda transition fill (offshore of GoldenBeach). The proposed action includingthe above was described in thefeasibility study and finalEnvironmental Impact Statement for theCoast of Florida Erosion and StormEffects Study, Region III’’ datedNovember 1996 but was not proposedfor authorization in that document.
 Alternatives:
Alternatives consideredinclude no action, non-structuralmeasures, the construction of revetments, perched beaches,breakwaters, beach fills of varyingwidths, construction of submergednearshore berms, beach fill transitions,and a beach fill/groin combination.Alternative sand sources in addition tothe use of the proposed borrow area fornourishment, include the use of otherlocal offshore sand sources, the use of other sand sources such as uplandsources, Bahamian sand, other foreignsands, or other distant sources.
 Issues:
The EIS will consider impactson coral reefs and other hardbottomcommunities, protected species, shoreprotection, health and safety, waterquality, aesthetics and recreation, fishand wildlife resources, culturalresources, energy conservation, socio-economic resources, and other impactsidentified through scoping, publicinvolvement, and interagencycoordination.
Scoping:
A scoping letter was sent tointerested parties on April 21, 1993. Inaddition, all parties are invited toparticipate in the scoping process byidentifying any additional concerns onissues, studies needed, alternatives,procedures, and other matters related tothe scoping process. At this time thereare no plans for a public scopingmeeting.
Public Involvement:
We invite theparticipation of affected Federal, stateand local agencies, affected Indiantribes, and other interested privateorganizations and parties.
Coordination:
The proposed action isbeing coordinated with the U.S. Fishand Wildlife Service (FWS) and theNational Marine Fisheries Service underSection 7 of the Endangered SpeciesAct, with the FWS under the Fish andWildlife Coordination Act, and with theState Historic Preservation Officer.
Other Environmental Review anConsultation:
The proposed actionwould involve evaluation forcompliance with guidelines pursuant toSection 404(b) of the Clean Water Act;application (to the State of Florida) forWater Quality Certification pursuant toSection 401 of the Clean Water Act;certification of state lands, easements,and rights of way; and determination of Coastal Zone Management Actconsistency.
 Agency Role:
As cooperating agency,non-Federal sponsor, and leading localexpert; DERM will provide extensiveinformation and assistance on theresources to be impacted, mitigationmeasures, and alternatives.
 DEIS Preparation:
It is estimated thatthe DEIS will be available to the publicon or about February 1, 1997.

Section3506 of the Paperwork Reduction Act of 1995 (44 U. S. C. Chapter 35) requiresthat the Office of Management andBudget (OMB) provide interestedFederal agencies and the public an earlyopportunity to comment on informationcollection requests. OMB may amend orwaive the requirement for publicconsultation to the extent that publicparticipation in the approval processwould defeat the purpose of theinformation collection, violate State orFederal law, or substantially interferewith any agency’s ability to perform itsstatutory obligations. The Director of theInformation Resources ManagementGroup publishes this notice containingproposed information collectionrequests prior to submission of theserequests to OMB. Each proposedinformation collection, grouped byoffice, contains the following: (1) Typeof review requested, e.g., new, revision,extension, existing or reinstatement; (2)Title; (3) Summary of the collection; (4)Description of the need for, andproposed use of, the information; (5)Respondents and frequency of collection; and (6) Reporting and/orRecordkeeping burden.
