How to continue improving the living standard for EU citizens while promoting

production and consumption means that preserve our planet's resources for the

future generations? How to integrate economic, employment and social policy in a

way, which delivers sustainable development and social cohesion? How to ensure

that all share the benefits of growth? Answers to these and other questions mark the

great challenge that Europe faces now and in the future.

More than 50 years ago, Robert Schuman read out his famous declaration addressing

the challenge of that time; “World peace cannot be safeguarded without the making
63
of creative efforts proportionate to the dangers which threaten it”. Embarking on a
64
path towards more cooperation and integration, this Europe based on peace,
65
freedom and democracy is now facing new challenges that go far beyond the
66
questions originally raised.

A democratic Europe

The reform of Europe is still at an impasse. With its enlargement to 27 member
71
states and the deadlock of the institutional reform process, it becomes of utmost
72
importance to engage in a new step forward. Maintaining current institutions and
73
budgetary concerns will paralyze Europe, serving only to fuel euro-scepticism. Less
74
Europe cannot answer the social and economic needs of the European people. More
75
Europe, on the contrary, will provide a concrete strategy for the future. ECOSY –

Young European Socialists demand that the Union receives the necessary capacity to
77
act for the benefit of its people.

A Social Europe

Today, the challenges of Europe have shifted from building Schuman’s vision on
82
Europe towards a more intrinsic challenge. After the Second World War,
83
governments led by the socialist, social democratic and labour family in Europe have
84
been working on its welfare states, guaranteeing social protection and prosperity for
85
everyone. New challenges like globalisation and an aging society open a new chapter
86
for Europe, a chapter of building and strengthening the European welfare state. Not
87
at the expense of people, but with the goal to enable everyone to have decent life,
88
decent work and decent livelihood. ECOSY – Young European Socialist demands the
89
political will and corresponding action to make the European project a true political
90
and social project.

A Europe speaking with one voice

Today, sustainable peace and stability on the European continent is realised and
95
future enlargements (The Balkans and Turkey), on the basis of the democratic
96
criteria will mark the capacity of Europe to bring this sustainable and lasting peace
97
for its Citizens. Next to that, building sustainable relationships with the states of the
98
Black Sea Area, Mediterranean Sea Area and the Middle East, will open a new
99
chapter for Europe. For that reason, it’s time that Europe claims it global
100
responsibility towards its direct neighbours as well as the rest of the world. ECOSY –
