The State of Delaware Department of Education, (DDOE) seeks assistance developing,administering and analyzing a statewide Teaching and Learning Conditions Survey (Survey) in2012. The survey results will be used to inform teacher recruitment and retention efforts at thestate level to improve overall teacher and principal effectiveness. This request for proposals
(“RFP”) is issued pursuant to 29
 Del. C.
§§ 6981 and 6982.The proposed schedule of events subject to the RFP is outlined below:Public Notice Date: __February 1, 2012_________Cut-off Date for Questions: Date: _February 12, 2012_________Deadline for Receipt of Proposals Date: _February 20, 2012_________Notification of Award Date: _March 17, 2012____________Each proposal must be accompanied by a transmittal letter which briefly summarizes the
 proposing firm’s interest in providing the required professional services
. The transmittal lettermust also clearly state and justify any exceptions to the requirements of the RFP which theapplicant may have taken in presenting the proposal. Furthermore, the transmittal letter mustattest to the fact that no activity related to this proposal contract will take place outside of theUnited States. The State of Delaware reserves the right to deny any and all exceptions taken tothe RFP requirements.

Scope of Services
In July of 2009, President Barack Obama announced $4.35 billion incompetitive funds known as the Race to the Top Fund to spark transformati
onal improvements to America’s public schools. Among the 41initial applications for funding, Delaware’s plan for reform was selected as the
best, and the State became one of just two first round winners in 2010.
Delaware Education Plan
Delaware is now implementing its four year plan to become the bestperforming school system in the country. The State will achieve rapid,significant gains in student achievement through the following strategy:
Set high standards for college- and career- readiness, and measureprogress with high quality assessments and excellent data systems
Recruit, retain, develop, and support great teachers and leaders whocan help all students meet high standards
Build core capabilities to promote great teaching and leadership
te improvements in the State’s high
-need schools
Build capacity to deliver against goals
 Assessing Teaching and Learning Conditions
Race to Top application includes multiple strategies to recruit,retain and reward teachers and leaders. The DDOE plans to conduct acomprehensive analysis of teaching conditions to determine the impact of recent and long-standing activities to improve teacher and principal practice.The survey will provide current school staff with an opportunity to share theirideas, concerns and experiences to improve student learning and teacher andleader effectiveness. The results of the survey will not be used in performanceevaluations, rather to inform future recruitment and retention initiatives.At a minimum, the research-based electronic survey instrument should addressthe following:
Relationship between working conditions and student achievement
Correlation between working conditions and teacher retention
Perceptions of working conditions across disaggregated sub-populations
Connections between leader support and positive teacher workingconditions
Customized analyses for subgroups of schools
Overview of services requested

3The DDOE is now issuing this Request for Proposal for a vendor to create,administer, analyze and report data on teaching conditions in Delaware publicschools. Core elements of the survey process should include the following:
Creation of a guiding coalition of key stakeholders to finalize surveyinstrument and assist with communications related to the survey
Design of survey instrument grounded in research
Build robust data platform for schools to access results, view detailedand summary data and download summary results
Technical assistance and tools to facilitate appropriate use of surveyresults
Development of tools for use by trainers to broadly share the results of the survey in an effort to improve working conditions
Cross state comparisons of working conditions results on similarsurveys
Detail on services requested
Methodology-approach to conducting the survey and all relatedactivities. The survey must include web-based delivery with secure login identification for participants.2.
Survey Design-survey should cross reference student achievement withlearning environments, teacher retention, teacher years of experienceand parental/community engagement.3.
Data-in addition to statewide reports, survey results should bedisaggregated by local education agency and school.
Duration of contract
 The contract will be approximately 12 months. The selected vendor would bemonitored and supervised as needed by the Department of Education.
Required Information
The following information shall be provided in each proposal in the order listed below. Failure torespond to any request for information within this proposal may result in rejection of theproposal at the sole discretion of the State.
Minimum Requirements
Delaware business license:Provide evidence of a Delaware business license or evidence of an application toobtain the business license.2.
Professional liability insurance
Provide evidence of professional liability insurance in the amount of $1,000,000.00.3.
Experience developing and administering web-based surveys to educators.
