SUPPLEMENTARY INFORMATION
:
Pursuantto section 102(2)(c) of the NationalEnvironmental Policy Act of 1969, asimplemented by the Council onEnvironmental Quality regulations (40CFR parts 1500–1508), Navy hasprepared and filed with the U.S. EPAthe DEIS for the Disposal and Reuse of NAS South Weymouth, MA.In response to the recommendationsof the 1995 Base Closure andRealignment Commission and to thelegislative requirements of the 1990Base Realignment and Closure Act, NASSouth Weymouth was officially closedin September 1997.Navy has prepared a DEIS whichaddresses the environmental impacts of disposing of NAS South Weymouth andof its potential reuse. It is Navy’s policyto adopt the local community’s reuseplan as its preferred alternative. Thepreferred alternative presented in theDEIS is the Final Reuse Plan developedand approved by the South Shore Tri-Town Development Corporation.The Final Reuse Plan alternative is acombination of land uses to include:Business/research and development(regional headquarters, smallbusinesses, high-technology, etc.), retail(super-regional retail entertainmentcenter/retail along Route 18), residential(new senior housing), institutional(homeless services), recreation (publicgolf course), open space (wetlands andparks), and infrastructure (roads). Thepreferred alternative would generateover 9,540 jobs at full 20-year buildout,and would increase traffic and demandon utility systems in the areasubstantially.A Notice of Availability for the DEISwas published in the
Federal Register
on July 2, 1999 and the DEIS has beendistributed to various federal, state, andlocal agencies, elected officials, specialinterest groups, the public, and themedia. In addition, copies are availablefor review at three repositories aroundNAS South Weymouth: Burton L. WalesLibrary, Abington MA; RocklandMemorial Library, Rockland, MA;Hingham Town Library, Hingham, MA;and Weymouth Tufts Library,Weymouth, MA. Single copy requestsfor the DEIS may be directed to thepoint of contact listed previously.One public hearing will be held toinform the public of the DEIS findingsand to solicit and receive oral andwritten comments. The hearing will beheld on Wednesday, August 4, 1999 atthe Abigail Adams Intermediate School,89 Middle Street, Weymouth, MA02189. The hearing will begin at 7 p.m.Federal, state, and local agencies andinterested parties are encouraged toattend or be represented at the meeting.Oral statements will be heard andtranscribed by a stenographer; however,to assure the accuracy of the record,statements should be submitted inwriting. All statements, both oral andwritten, will become part of the publicrecord for this study and will beresponded to in the FinalEnvironmental Impact Statement. Equalweight will be given to oral and writtenstatements.In the interest of available time, eachspeaker will be asked to limit his/heroral comments to five minutes. If longerstatements are to be presented, theyshould be summarized for the publichearing and submitted in written long-form at the hearing or mailed to thepoint of contact address listed above.All written comments must bepostmarked by August 16, 1999 tobecome part of the official record.
