NOTICE OF RACE
(Revised 24 January 2008)

Organizing Authority
Organizing Committee for the 2008 IFDS Qingdao International Regatta
with the support of the Qingdao Municipal Government and the
China Paralympic Committee

1. RULES
1.1. The regatta will be governed by the
! ISAF Racing Rules of Sailing 2005-2008,
! IFDS Functional Classification System 2005-2008 (up-dated November 2006),
! IFDS Race Management Manual 2005-2008 (up-dated April 2007),
! The Class Rules for
o Sonar- Appendix B - Alternative Rules of the Sonar Class Rules shall apply,
o SKUD18 - two centreline seats shall be fitted; C.2.1 (c) shall apply, and
o International 2.4 mR - Appendix K shall apply.
! and, this notice of race.
1.2. No national authority prescription will apply.

2. IDENTIFICATION & ADVERTISING


2.1. Boats may be required to display bow letters and/or advertising chosen and supplied by the
organizing authority.
2.2. Athletes may be required to wear bibs provided by the organizing authority.

3. ELIGIBILITY & ENTRY


3.1. Eligibility according to ISAF Regulation 19 is required of all athletes.
3.2. Each athlete shall be a national of the country of the IFDS Recognised National Authority
(RNA) entering him or her, or which he or she represents.
3.3. The regatta shall be sailed in International 2.4mRs, SKUD18s and Sonars as eligible for the
2008 Paralympic regatta.
3.4. Entries shall not be accepted from individuals or teams. Entries shall be accepted from RNAs
only (on behalf of teams).
3.5. Entry forms will be available for download from the official website, www.sailing2008.org Entry
forms with required entry fees must reach the Organizing Committee no later than close-of-
business in Qingdao on 8 April 2008. Notice of acceptance-of-entry will be e-mailed to the
relevant RNA.
3.6. Entry fees [in Euros (€)]:

3.7. Entry fee (exclusive of possible bank transfer commission charges, which shall be borne by the
RNAs) shall be transferred to the following bank account::

3.8. Late entries will be accepted subject to fees double the value stated above paid in cash on
site.
3.9. Fees include
! Boat entry,
! Transfer of athletes between Qingdao International Airport and the Paralympic Village
(but only for those staying at the Village), and
! Entry to any social function nominated by the event organisers.
Fees do not include accommodation or meal costs.

4. LIMIT ON ENTRIES
Regatta organisers shall have the power to limit the total number of athletes to 100 and the number
of athletes from any one nation to 12.

5. REGISTRATION (On-site)
Athletes, team-leaders, coaches and other members of national teams shall register by completing
a registration form at the Sports Information Desk on-site from 09.30 to 1730 between 08 and 10
May 2008. Athletes not registered within this period will not be allowed to participate in the regatta.

6. MEASUREMENT CERTIFICATE
At Registration, each boat shall produce a valid measurement certificate.

7. INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum
coverage of €500,000 per event or the equivalent. Photocopies of original certificates of insurance
shall be submitted at registration. See also 16.4.

8. SCHEDULE
8.1. The schedule shall be as follows:

6-7 May 0900 –1730 Venue opens for receipt of containers.


8-9 May 0930!1730 Registration, Classification & Measurement.
10 May 0930!1730 Registration, Classification & Measurement.
1300 Practice Race
11-15 May 1300 Racing
16 May Pack-up Day & Closing Ceremony.
17 May Containers to be removed from Venue.

8.2. Nine races are scheduled for each class.


8.3. The scheduled time for the warning signal of the first race of each day is 1300.
8.4. On 15 May, no warning signal will be made after 1600.
8.5. From 8-15 May, a team leaders’/skippers’ meeting will be held at 1000 in the Briefing Room of
the Administration Centre.

9. SAILING INSTRUCTIONS
Sailing instructions will be available after completion of on-site registration.

10. MEASUREMENT
10.1. Boats and equipment shall be presented for measurement according to the measurement
schedule.
10.2. Boats may be measured at any time for compliance with class rules and measurement
requirements.
10.3. All sails, up to the maximum number allowed by the class association, shall be stamped by
the measurement committee.
10.4. Rules on class association membership shall not apply.
10.5. Measurement issues will be decided by the Measurement Committee. This changes rule
78.3.

11. VENUE
11.1. The Venue will be the Qingdao Olympic Sailing Centre, Qingdao, China.
11.2. The Venue will be open from 0900 to 1800 between 08 and 17 May 2008 except where 11.3
applies or as determined by regatta organisers. For boat repair and the like, competitors may
apply to regatta organisers. Following such application, organisers shall not unreasonably
enforce this clause.
11.3. On racing days (including any reserve day), the venue will be open from 0900. Entry to the
venue will be unrestricted until one hour after the last protest time limit.

12. COURSES & COMPETITION FORMAT


12.1. Courses and competition format for this regatta will be similar to those of the Paralympic
regatta with the exception that only one course (a trapezoid) will be used.
12.2. Fleet racing will be undertaken by each class.

13. PROTEST COMMITTEE


This regatta shall be adjudicated by a Protest Committee rather than an International Jury.

14. PENALTY
When taking a penalty, a SKUD18 will perform one turn. This changes rule 44.1

15. SCORING
15.1. Three completed races shall constitute a regatta.
15.2. When fewer than five races have been completed, a boat’s series score will be the total of
her race scores.
15.3. When five or more races have been completed, a boat’s series score will be the total of her
race scores excluding her worst score.

16. SUPPORT BOATS


16.1. Each support boat shall be registered at the Sports Information Desk before 1730 on 10
May 2008.
16.2. No more than one support boat per RNA per event may be registered.
16.3. Only designated drivers shall operate support boats.
16.4. At registration, a photocopy of a valid motorboat licence, recognized by a state authority,
shall be presented for each designated driver.
16.5. Each support boat shall be insured with valid third-party liability insurance with a minimum
coverage of €500,000 per event or the equivalent. Photocopies of original certificates of
insurance shall be submitted at registration.
16.6. Each support boat shall
! fly its national flag (min. size 40 x 50 cm), or
! fly a white flag (min. size 40 x 50 cm) displaying black national letters, or

! display a white outboard-engine cover (min. size 40 x 50 cm) displaying black national
letters.
Team leaders, coaches and other support personnel shall comply with the Regatta Coach
Boat Regulations that will be available at registration.
16.7. Only registered support personnel will have access to the venue and competition areas.

17. RIGHT TO USE NAME & LIKENESS


By participating in the regatta, athletes and national team officials grant to the organizing authority
and its sponsors the right, in perpetuity, without compensation, to make, use and show, from time
to time at their discretion, any and all reproductions of him or her, whether still or motion picture, or
live or recorded video or other image, made during the competition.

18. RADIO COMMUNICATION


While on the water, a boat shall not carry equipment capable of transmitting or receiving radio
frequencies, except for equipment provided or permitted by the organizing authority. This restriction
applies to mobile telephones.

19. PRIZES
Prizes will be given to the boats ranked first, second and third in each event.

20. DISCLAIMER
Athletes enter the regatta and participate in any part of any race entirely at their own risk. The
organizing authority will not accept any liability for death or injury or material damage sustained
prior to, during, or after the regatta.

ADDITIONAL INFORMATION

21. FLIGHTS
There are direct flights to Qingdao from Korea, Japan and China (Beijing, Shanghai, Guangzhou,
Hong Kong etc.).

22. CONTAINERS
22.1. Qingdao is the closest port to which containers can be shipped.
22.2. There will be a Container Area in the venue. Teams shall notify the organizing authority by 8
April 2008 of their intention to bring containers into the venue. For security and operational
reasons, all containers must enter the venue between 06 and 07 May 2008, and remain in
the Container Area until 17 May 2008.
22.3. Temporarily empty containers may, on 16 May, be transported to the Container Area in the
venue. All containers shall be removed from the venue on 17 May
22.4. Electricity (240v A/C; 20A max. per team) will be available in the Container Park.

23. ACCOMMODATION
The Paralympic Village is the sole official accommodation site for the Regatta. At the Village, 30
‘fully accessible’ or ‘wheelchair friendly’ twin-share rooms shall be available. Regatta organisers
shall have absolute authority in the allocation of rooms. When exercising that authority, organisers
shall be sensitive to:
! degree of disability,
! order of entry, and
! equity of national opportunity. See also 4. LIMIT ON ENTRIES

24. FREIGHT
Schenker China Ltd. is the official regatta logistics & freight forwarder. Teams may choose their
own freight forwarders to the site. Note, however, that Schenker will provide all container-related
services inside the venue. The cost of Schenker’s services will be published in advance on the
official website.

25. MISCELLANEOUS
25.1. Food and beverages
Charged catering service will be available in the Village.
25.2. Visas
Team members participating in this regatta may need visas for China. Before applying
for a visa, each individual will need an official visa notification (a letter of invitation) from
the event organisers. If visa notifications are needed, please fill in the attached
Information Chart for Visa Notification and fax or email it together with a copy of the
applicant’s passport to the event organisers before April 8, 2008.
25.3. Bicycles
Use of private bicycles will be permitted inside the venue. A bicycle rental service will be
provided within the venue.

25.4. Smoking
The Qingdao Olympic Sailing Centre is a ‘No smoking’ venue.
25.5. No competition boat will be available for rent.
25.6. Coach boats will be available for rent from independent suppliers.

27. ARRIVAL & DEPARTURE


27.1. The organizing authority will provide free an accessible transport service between Qingdao
International Airport and Qingdao Paralympic Village from 5 to 17 May. The service is only
available to teams that stay in the Village.
27.2. All teams are requested to provide arrival and departure details by filling in the attached
Arrival and Departure Information Sheet and sending it back to the organizing authority no
later than 8 April 2008

28. TEAM LIAISON


From 5 to 17 May 2008, at least one liaison person from the event organizer will be assigned to
each team to assist the national team leader with various tasks, such as interpretation, general
coordination etc.
