1. THE PRECINCT
Each clustered precinct is at the center stage on Elecon Day. All acviestherein must be monitored and if possible covered live by CCTV andmade available to the public via internet live streaming. Alternavely, if cost consideraon makes it impraccal to implement, organize youth andother groups in each barangay to monitor. During Elecon Day, they canupload pictures taken at the precincts to watch dogs' websites forviewing by the public on real me basis.
2. BALLOTS
When the BALLOTS of “kilometric size” arrive in the ProvincialTreasurer's Office, MONITOR them in the premises 24 hours a day unlthe actual distribuon on Elecon Day. Watch out for PRE‐SHADEDBALLOTS. Require the BEI to exhibit every ballot to the public or thewatchers before giving it to the voter. Any pre‐shaded ballot is prima facieevidence of fraud on the part of the BEI. With the long‐size BALLOT (thelongest in the world!), secrecy of vong is compromised.
3. VOTERS' LIST
VOTERS' lists in 2010 came in three kinds: CVL, CCVL and PVL. In manycases, there were discrepancies in the said lists from the list postedoutside the polling center. The CCVL should be considered as the official.Check out the copy posted on the wall or door of the precinct forpresence or absence (alive, dead, absent, and unidenfied) of any personin your respecve
barangay.
Check out the biometrics list of registeredvoters. If there are discrepancies, make a manifestaon with the eleconofficer and have him/her signed your manifestaon and show proof that

there are discrepancies. Watch out for flying voters. Make a cizens'arrest if discovered and verified.
4. PCOS, THE HARDWARE
The PCOS machine and the BEI with the technicians are the MAINobservaon posts on Elecon Day at the precinct. Every acvityrevolves around them.
WATCHERS MUST POSITION THEMSELVES CLOSE TO THETWO MAIN OBSERVATION POSTS: THE PCOS & THE BEIWITH TECHNICIANS
CHECK THAT THE PROTECTIVE COUNTER OF THE PCOSWHICH IS CONTROLLED BY THE CF CARD, STARTS AT ZERO
WATCH OUT FOR DELAYING TACTICS inside the PollingPrecinct to warrant extension of vong me includingsurrepous shung down of PCOS
IN CASE OF SUDDEN SHUTDOWN, voters must check theelectrical connecon and ensure this incident is recorded andreported to monitors

TO DISTINGUISH THE OFFICIAL PRECINCT‐ASSIGNEDPCOS FROM THE “FAKE” PCOS AND/OR CONTINGENTPCOS. Because cerficaon and tesng are anything butarbitrary, there is no way to know if the PCOS machine at theprecinct is the authorized Precinct‐assigned PCOS machine.
PCOS buying or PCOS control is a new form of modern‐day cheang that everybody must be wary of 5. TECHNICIANS & BEI
No BEIs should ever be allowed to instute the delaying tacc of allowingonly 10 voters to vote at any given me. Vong must proceed freely andconnuously. No BEIs should ever be allowed to break the vong processfor any length of me and for any reason. Watcher should be alertedabout undue delay in the vong and transmission process. Warn themthat no extension of vong will ever be allowed and that steps are takento determine beforehand if deliberate delays are made especially withthe operaon of the PCOS like bogging down and shung the PCOSdown. Technicians on the other hand must not nker with the PCOSmachines and other paraphernalia UNLESS technical trouble arises.Record every acvity by the technician especially in entering passwords,inserng CF cards or any external device.
 
6. CF CARDS
SWITCHING OF CF CARDS PRIOR TO OR IN THE COURSE OF VOTING:Record the serial number of the CF card. The use of CF card should nothave been allowed in automated elecons. But Comelec and Smartmacinsisted. CF Card is not WORM (write once‐read many). New data can besupplanted on the device and thus tampered with especially with theabsence of industry prescribed safeguards like digital signature. If the CFcard is aempted to be switched by the BEIs or Smartmac personnelprior to or in the course of vong for any reason, precinct watchers musthave all BEIs or Smartmac personnel sign form stang the reasonsthereof and taking note of any idenficaon marks or numbers both of the original and replacement CF cards. State boldly and clearly thecorresponding penalty for the appropriate criminal offense.TRANSPORT OF CF CARDS TO MBOC: There should be plasctransparent boxes of a size sufficient to guarantee visibility duringtransport. This is to prevent switching of CF cards while in transit. If notdone, one will never know if the same CF card had been successfullytransported.

Tesng of the transmission is a necessary acon that should have beenaddressed since the last 2010 elecons. The February 2 mock eleconsusing a few PCOS machines in only 12 areas showed dismal problems intransmission. Conflicng DOCUMENTED data IN May 2010 ontransmission‐ transmission successfully sent at the naonal level butrecord as failed transmission at the precinct level‐ is an opening forFRAUD. Idenfy each clustered precinct site for presence or absence of signal with representaves of COMELEC, SMARTMATIC, andRESPECTIVE PARTIES. Compare this data with actual situaon onElecon Day to determine presence or absence of jamming of signals asan indicaon of fraud.
 
The SERVERS at the naonal level, for policalpares, cizens' arm/KBP must be vigilantly watched for discrepancies of data transmission.
