A RESOLUTION affirming the sovereignty of thePeople of the State of _________.A resolution affirming the sovereignty of thepeople of the State of Minnesota andmemorializing Congress to act to nullify laws inviolation of that sovereignty.WHEREAS, in the American system, sovereignty isdefined as final authority, and the People, notgovernment, are sovereign; andWHEREAS, in the American system, sovereignty isdefined as final authority, and the people, notgovernment, are sovereign; andWHEREAS, the people of the State of __________are not united with the People of the other forty-nine states that comprise the United States of America on a principle of unlimited submission totheir federal government; andWHEREAS, the people of the State of Minnesotaare not united with the people of the other49 states that comprise the United States of America on a principle of unlimited submission totheir federal government; andWHEREAS, all power not delegated by the peopleto government is retained; andWHEREAS, all power not delegated by the peopleto government is retained; andWHEREAS, the People of the several Statescomprising the United States of America createdthe federal government to be their agent forcertain enumerated purposes only; andWHEREAS, the people of the several statescomprising the United States of America

“The powers not delegated to the United States by
the Constitution, nor prohibited by it to the States,are reserved to the States respectively, or to the
people;” and
WHEREAS, the Tenth Amendment to theConstitution of the United States of Americareads as follows: "The powers not delegated to theUnited States by the Constitution, norprohibited by it to the States, are reserved to theStates respectively, or to the people"; andWHEREAS, the Tenth Amendment defines the totalscope of federal power as being that which hasbeen delegated by the people to the federalgovernment in the Constitution of the UnitedStates, and also that which is necessary and properto carry into execution those enumerated powers;with the rest being left to state governments orthe people themselves; andWHEREAS, powers, too numerous to list for thepurposes of this resolution, have been exercised,past and present, by federal administrations,under the leadership of both Democrats andRepublicans, which infringe on the sovereignty of the people of this state, and may further violatethe Constitution of the United States; andWHEREAS, powers too numerous to list for thepurposes of this resolution have beenexercised, past and present, by federaladministrations, under the leadership of bothDemocrats and Republicans, which infringe on thesovereignty of the people of this state and mayfurther violate the Constitution of the UnitedStates; andWHEREAS, when powers are assumed by thefederal government which have not beendelegated to it by the People, a nullification of theact is the rightful remedy; that without thisremedy, the People of this State would be underthe dominion, absolute and unlimited, of whoevermight exercise this right of judgment for them.WHEREAS, when powers are assumed by thefederal government, which have not been
