OLYMPIA– Plan A is to replace the Alas-kan Way Viaduct with a new elevated high- way. There is no Plan B, Gov. Chris Gregoireasserted Monday.Despite growing calls to further explore asurface street and transit option, Gregoire re-fused to back away from her position.“Today, there is no viable option otherthan an elevated structure,” Gregoire said. “Iknow people don’t necessarily like the elevat-ed structure, I appreciate and respect that,but the fact of the matter is we cannot donothing.”Concerns about accomplishing nothingare, in large part, the impetus for growingsupport of the surface plan now that the statehas essentially killed the tunnel option pro-posed by Seattle Mayor Greg Nickels. Oppo-nents of the elevated structure have vowedlawsuits to stop it. And moving ahead with the $2.8 billionrebuild puts Gregoire at odds with the city of Seattle, King County, the Seattle delegationin the state Senate and a slew of Seattle pow-er brokers who hate the idea of a new high- way blocking the waterfront.Seattle voters will weigh in on the issuein a March 13 election.The so-called surface option is widely seen as the obvious fallback position thatcould prevent aprotracted legal battle andan all-out political meltdownBut not by Gregoire. “I have yet to see any surface option that works,” she said.Gregoire has said the surface option would jam the region’s already overloadedtransportation system.
