GridWise™ Action Plan
 A joint effort by theUS Department of Energy and the GridWise Alliance
In a Memorandum of Understanding signed March 25, 2004, the GridWise™Alliance and the U.S. Department of Energy’s (DOE’s) Office of ElectricTransmission and Distribution jointly expressed their intention to establish areliable and efficient electric system that will:
Utilize information technologies to revolutionize energy systemsas they have revolutionized other aspects of U.S. business.Create value for all participants by developing and deploying technology solutions that cross enterprise and regulatory boundaries.Enhance security and reliability through an information-rich power grid that is flexible and adaptive.Empower consumers to benefit from their participation in the operationof the power grid.
The MOU also calls for developing a joint action plan for realizing this vision byestablishing working groups, forums and other vehicles that engage a broadarray of stakeholders including the utility industry, regulatory organizations,energy, telecommunications and information technology vendors, consumergroups, government and non-governmental organizations. It calls upon DOEto implement those actions that it determines are prudent and consistent withits mission, scope, and resources, and asks DOE and the Alliance to specifyactivities that will be collaboratively pursued.In creating this joint action plan, members of the GridWise Alliance recognizethat DOE has established two new programs to support this MOU, namely theGridWise Program and the GridWorks Program. The Alliance is committedto support both programs and to advocate their importance to key decisionmakers.As the core of this joint action plan, the GridWise Alliance proposes to addressthree main overarching challenges facing the industry in realizing the MOU’svision. These challenges represent a commitment by the Alliance membersand DOE to pursue several key goals and undertake a set of activitiesnecessary to accomplish them and realize substantial progress toward solvingthe challenges.

Challenge #1.
 Develop and deploy an innovative suite of technologies torealize the benefits of a transformed grid.
The challenge is to engage the best current technical thinking, across a broadset of industries as well as Alliance members, to harness synergies amongvarious technology thrusts, uncovering new technology niches and settingbroad technology strategies that accelerate innovation in new products andservices and bring them to market quicker and with greater impact. In manyways this is the “grand challenge” for GridWise and this action plan. We intendto merge the best the energy and information industries have to offer to seedan explosion of new commercial applications of technology for operating thepower grid in a collaborative, mutually supportive fashion from generation allthe way through customer end use. Our collective response will:
Identify, Characterize and Fill Technology Gaps
Continually advance the technology frontier 
by creating and maintaininga visionary technology roadmap and R&D plan.
Validate the relevance and value of the advancing technology 
byproviding ongoing input from broad industry and stakeholder groups.
Accelerate innovation
by jointly funding pre-competitive technologyR&D.
Spotlight state-of-the-art technology 
by highlighting emerging GridWiseand GridWorks technologies and solutions.
Develop a Framework for Interoperability
Define a communications framework for collaborative operations
 
that span enterprise boundaries
by chartering a group of industry experts.
Build impetus for the framework 
by maintaining regular interactionbetween Alliance members and this industry group.
Establish a foundation for consensus
by formally reviewing andendorsing the group’s results.
Promote change
by supporting relevant industry standards efforts.
Create a Compelling Demonstration Agenda
Prove state-of-the-art 
by defining a series of demonstrations withrational, workable structure, scope, and sequence.
Illustrate the breadth of the transformation
by ensuring thedemonstrations cover the full range and scope of the GridWise vision.
Accelerate the pace of demonstration
by defining common criteriafor evaluating demonstration projects, proposals, and outcomes thatpromote opportunities for collaborative funding.
Raise awareness
by publicizing resulting projects, their outcomes andbenefits.
