The Canadian Electricity Association has conducted the annual PublicAttitudes Survey since 1990.The survey explores the attitudes of Canadianutility customers on the importance of specific issues in relation to theirelectricity supplier.The survey also measures levels of satisfaction or concernwith regard to responsibilities for information and initiatives related toelectricity.It is a confidential report commissioned by CEA for the exclusiveuse of its Corporate Utility Members.
Leadership in Energy Efficiency Programming
Electric utilities have long been involved in the implemen-tation and delivery of energy efficiency programming.Utilities understand current energy challenges and enjoya one to one relationship with consumers. They also haverelationships with building developers, trades and energyservice providers and program experience. This combina-tion of experience and established relationships meansutility driven energy efficiency programs are highly effectiveand this is mirrored by Canadian’s expectations withrespect to the provision of energy efficiency informationand program delivery.
Canadians Associate Energy Efficiencywith their Electric Utility
The Canadian Electricity Association’s 2005 Public AttitudesSurvey examined public perception with respect to the roleof utilities in the delivery of energy efficiency programming.Respondents from across Canada strongly associatedenergy efficiency programs with their electric utility affirmingthe vital role of utilities in delivering effective energymanagement programs.While Information about energy efficiency is important to themajority (84%) of Canadians, when asked who should beproviding energy efficiency information and deliver energyefficiencyprograms Canadians were equally aligned intheir expectation that it is the responsibility of their electricutility. Other choices considered were government (federal,provincial, municipal), private agencies and environmentalor non profit groups. Fewer than 1 in 10 Canadians selectedthese delivery options while almost 7 in 10 named theirelectric utility. Although respondents displayed confidencein the ability of electric utilities to provide information andprograms, only one-half of respondents were aware of anyinitiatives led by their electric utility company to help useelectricity more efficiently.
Encouraging Energy Efficiency
The results of the CEA survey present an important oppor-tunity to encourage energy efficiency at a time whenconsumers are focusing more closely on their electricitytransactions and practices. Government-led programsandinformation could be more effectively deployedby taking full advantage of high consumer confidencein utilitiesas delivery agents for energy efficiency infor-mation and programs. In addition long-term sustainedsupport and incentives for utility-led energy efficiencyprogramming would enhance the level and scope ofprogram availability.
