PRESIDENTS MESSAGE
Arguably, while it is true that the PIA has always maintained a policy of having QUALITY members, meaning those who have always upheld professionalism, excellence and high standards in the pursuit of their careers and membership in PIA, and NEVER quantity of members, the bulk of whom may not be By-Laws abiding, are known to have unprofessional practice, and churn out mediocre designs which do not contribute at all to the aesthetics of its built environment at the least, let alone its environmental health, etc. etc., we still face up to the fact that our members have biologically finite lives which peak then deteriorate as we age. The Institute has known and seen the demise of many of its illustrious members, most of whom have even left their own legacies in the Institute which are good only for as long as the succeeding leadership maintains them.

My point: we need to increase our membership, both in the existing Sections by recruiting more members and re-establishing old ones which have ceased to be active, and by chartering new Sections and waving the banner of PIA in their respective areas, even as alternative organization to UAP and AAIF The National . Board has recognized this and seen the need to address this but on a case-to-case basis, proceeding carefully as some potential areas are more difficult to charter than others. Once chartered, the new Section joins the rest of the existing Sections who have proven consistently to be ASSETS to the organization, contributing their fair share in carrying some of the burdens of the Institute thus easing the handling of its day-to-day operations, not only in their Sections but in the National level as well. If we do not infuse new blood to our Section as we have gone too comfortable with the manageable number that we already have, one day we will realize that we cannot do the work in the PIA as much as we used to for we have aged somewhat, but unfortunately, we do not have members who can take on the job that we need to give up. That is indeed a pathetic situation to be in. In spite our recent initiatives on amendments to the By-Laws making new membership requirements more stringent than before thus ensuring quality members coming in, at the same time, if done continuously, say inducting 2 to 5 new quality members every GMM, then perhaps, at the end of the year without realizing it, your Section has grown some 50 to 100%! EDITORS MESSAGE
Greetings! With the release of the first issue of this Journal, the Editorial Board felt a great relief. After a series of meetings with the editors, writers, and contributors, and a lot of revisions to articles submitted as well as to the layout, finally came its release. Although we admit that there is still much room for improvement, we are trying our best to give our readers a better one this time. It does not stop here. We still welcome bright ideas and other articles from PIA members here and abroad. We still experience growing pains as a start, hence this appeal to all our members to support us in this endeavor. We wish to thank the many members and friends who, by way of text messages and the internet, conveyed their congratulatory greetings and appreciation for such work.

For this issue, we are featuring the PIA Ilocos Section from their 10th Anniversary celebrations held in November. We can take a look at how this Section started and how they became a strong one to reckon with. Congratulations to the charter members and the present leaders, headed by its president, Ar. Our Issue Against UAP: Is It Truly the IAPOA?

Way back in 2004, before the signing of RA 9266 into law by former President GMA, the initiating panel from UAP headed by its then National President Robert Sac, needed our endorsement. Back then, we didnt have any legal counsel so it was up to our own panel to liaison and coordinate it with them, making sure PIA does not end up on the loosing end. The law called for the individual integration of all PRC-registered Filipino architects into an organization called the IAPOA, the Integrated and Accredited Professional Organization for Architects. At that time, this organization was non-existent and has yet to be formed once integration has been done so that elections of new officers may be held and they can thus continue with the nitty-gritty of the IAPOA. Or so we thought as that is the logical process to be followed. We agreed through the National Board who acted upon the recommendations of our then panel representatives with the concession granted to it to include without prejudice to other existing architectural organizations in the law. This ensured the continued existence of organizations other than the UAP This . is now enshrined in RA 9266 under Chapter __, Section __. As we all know, UAP applied immediately to be the IAPOA for the purposes of convenience in the registration as it had most of the registered architects as well as collection of the IAPOA fees. It was granted by the PRC through PRBoA Board Resolution no. 4. But then, again, it needed our endorsement. For the record, we did eventually give our endorsement but we gave conditions and these were the following: a. That the UAP-IAPOA hold elections for its National Officers in three years time, three years being enough time to register all the architects to it, including members of PIA and AAIF and other , existing architectural organizations. That the UAP being a private organization, as it insists to become the IAPOA, should amend its , By-Laws to suit that of the IAPOA, a public organization created by law and subject to public audit of its funds by the Commission on Audit.

To this day, UAP has not complied with any of our conditions. It has amended its By-Laws yes, but not conforming to that of the IAPOA as should be. Even the Implementing Rules and Regulations (IRR) that the PRBoA has come up with through UAP is disadvantageous to other organizations in direct violation of RA 9266. UAPs implementation is even worse. They have added more provisions in the implementation than RA 9266 required, preventing resistant PIA members and other architects from registering, thus

depriving them of their livelihood and constitutional right to earn a living as they could not practice. This is very opposite to that of the spirit of RA 9266 which seeks to register ALL architects. This is the complaint the PRBoA has shared to PIA as it only has about 11,000 architects more or less registered of the 27,000 (figures given in 2011) licenses they have issued ever since. It hopes to at least register up to 22,000, justifying giving the IAPOA to UAP . The PIA has forwarded its complaints in four letters already to three subsequent-term PRC Commissioners since 2008, during the first term of Benny Loy, FPIA as PIA President. It has been that long and still no answer, let alone some action up to the present. We have also forwarded the same complaint letter to the office of Senator Trillanes whose Senate Committee hears them. Their response was quite disappointing, saying that they have no jurisdiction, but that the PRC has, though they will wait for the action of PRC in case some violation of the law has indeed been done in the course of implementation. We learned that most PIA members have already registered to UAP as IAPOA members and even joined their existing chapters or in the case of Greater Davao, Cebu and Baguio-Benguet Sections, chartered their own chapters in UAP This only to comply with UAP directives, not IAPOA requirements. However, . this is also the heart of our complaint as membership to chapters of the UAP is also required, and that also means paying the chapter fees since 2004 as a requirement to update oneself. This is definitely not a condition of the IAPOA as it recognizes the chapter membership of architects to their respective organizations other than the IAPOA. In the case of UAP members, they pay to their UAP chapters. In the case of PIA members, they should pay to their respective PIA Sections. Both should pay the IAPOA dues to UAP For the chapters/sections are directly responsible for their members. In general, we dont mind . paying to UAP-IAPOA for IAPOA dues annually. But to UAP chapters as well? That is too much as we are already members of our own chapters in PIA and especially when we choose to be active only in one which of course is the PIA Section we belong to. It should be as simple as that, as the law intended, but UAP wants it all! As a true IAPOA where members can be members of other organizations as well so that their strengths may be shared within for the benefit of the IAPOA and thus its membership as a whole, it would be advantageous to UAP to adopt an open mind and see the benefits of implementing the law in accordance to the spirit by which it was created in the first place, and not for its survival as dominant organization. No one is threatening its place in the profession as it has established itself stably by its sheer numbers alone. As for PIA, it has always done its own thing over the years, providing alternative voice to the issues and concerns of the professionals, catering to the needs of its members through its Section leaderships, and last but not least, contributing its share in protecting and developing the profession as well as upholding the rights of architects in our country as guaranteed by RA 9266.

Nestled in the heart of Laoag City, Palacio de Laoag Hotel was the fitting venue of our 10th Anniversary Celebration. The warm evening amidst the star-lit sky of Patio Palacio provided the perfect atmosphere for our anniversary. An interesting anecdote for the anniversary backdrop was broughtout by Ar. Clifford Domingo during the meeting with the core group for the 10th Anniversary preparation in which he wanted to emphasize the number 10 and at the same time to serve as a photo booth for the event. To emphasize the special event of the night the team of Ar. Jenecis Joey C. Pascual, Frances Joie G. Lucas, Marlon N. Batacan and Junard Vidad made the number 10 in bigger size of the night caption backdrop, PIA Ilocos @ 10 and sprinkled glitters with colors of silver and red for a better light effect at night. Indeed, the evenings festivities was centered on the sections teamwork. This shows that each and every one of this section has given their valuable time and dedication in building a strong fellowship regardless of stature and position. Solidarity as defined means working hand-in-hand in building a strong and unbreakable organization, thus this became our best weapon for lasting a decade. We wish to thank our benevolent supporters, our untiring officers and members to continue to enhance the progress of our land through continued cooperation and solidarity. Agbiagtay amin! Ar. Jun Marapao first became a PIA Member at the National Section in 1996 where he met Ar. Benny P . Loy, FPIA of Benguet Baguio Section and Engr. Jun Benavidez of Davies Paints who eventually became his friends. When he started practicing his profession in his home province Ilocos Norte, he made an effort to start in Ilocos a PIA Section but was not able to come up with a minimum of ten (10) Corporate Members as a requirement to charter a Section because there were still few Architects during those times. So as a National Member, he continued attending Conventions and other PIA National Affairs and usually hanged out with PIA Baguio Benguet Section. Later, he invited Ar. Mar Palafox and Ar. Nestor de la Cruz in attending a tripartite affair of PIA Baguio Benguet Section.

In time, Ilocos Section began through the efforts of these three chartering corporate members and this time with the inclusion of Ar. Rolly Cariaga. Initially the pioneers were inducted Corporate Members in the PIA La Union Section for two years; but the lengthy commute to the La Union GMMs proved to be taxing. Through the inspiration and support of the Section Establishment Director embodied by Ar. Benny P Loy FPIA and sponsored by Engr. Jun Benavidez of Davies Paints, the Ilocos Norte Architects . saw their dream become a reality. It was on a warm Friday evening of October 25, 2002 when PIAIlocos Section came to existence composed mainly of the Chartering members namely: cOPRPORATE MEMbERS: Ar. Jun Marapao, FPIA, Ar. Marapao Jr., FPIA and with the support of our fellow Architects and members, the Philippine Institute of Architects- Ilocos Section forged ahead the unchartered waters of Professional Practice; the section experienced numerous highs and lows characteristic of a growing organization. After a decade of solidarity and teamwork the section has grown from the initial 22 members to 57 strong active memberships. Chavit Singson, Laoag City Councilor Chevylle Farias and Laoag City Mayor Michael Farias took part as Speaker in some of the Convention activities. Indeed, a landmark first for the Ilocos Section. These milestones and our regular GMMs foster general camaraderie and has kept the majority of the section well-abreast about current trends and products in the construction & design industry. .

As a PIA Section, milestoning a decade of existence capped with hosting of the 79th NatCon is no mediocre feat. The survival itself of a Section amidst many trials whether within the local environment or national milieu, let alone doing it for 10 years already is a great accomplishment in itself. That speaks of great sustaining leadership and unwavering support of the membership and the local industry. Once again, our congratulations to our beloved ILOCOS SECTION.

Commemorating 80 years of the Institutes Colorful Existence

Ar. Terry V. Fresnido, FPIA Finally we are doing it! In the early morning of January 19, 2013, the PIA with its members, their families, friends in the industry and sponsoring companies will be trouping to the East Capitol Drive of Bgy. Kapitolyo to hold the first ever PIA Fun Run and Walk to commemorate a milestone year next year, the 80th year of PIAs founding anniversary. The Institute is sincere in its concern for the physical and mental health of its members as the Institute itself likewise advances in years, so that as one of its sporting and health programs for this term, the PIA is launching this particular sporting event. In the 70s and early 80s, the PIA used to hold the PIA Walk which was a walkathon usually held at the Quezon Memorial or the Makati Business District (in some years). Unfortunately, this was discontinued during the dark days of PIA and no longer resumed after the PIA settled down in the mid-80s. This term, we choose to resurrect it and this time include the Fun Run: a two-category competition: the 5k and the 10k marathon runs to attract the younger enthusiasts. The PIA Walk shall be a low-impact race with minimal stress and should interest our older members. It is an event for all to participate! It has two variations: the 2.1k Loop Walkathon, and the 3K Walk with Pet. Fun and exciting prizes are at stake here, seriously! Registration will open from January 3, 2013 up to January 12, 2013. For P500.00 (PIA and family members and non-PIA) or P300.00 (for student or student affiliate members of JrPIA, please show student ID as current enrollee), each participant will be entitled to get a running jersey (to be worn during the run-walk), a small towel, mineral water during the race as well as breakfast or brunch meal. Details will be indicated in the registration form. Gats and Architecture in the Philippines

It all started when the world entered the economic globalization period, where trading internationally has become more efficient. It was developed when GATT or General Agreement on Tariffs and Trade was signed in Geneva in 1947, providing rules for international trade negotiations, which is limited to tariff-reductions, non-tariff barriers, and the like. GATT then was replaced by WTO or World Trade Organization in 1986, which covers both trade in merchandise and services. By WTOs much wider authorization, international trade further liberalized. Subsequently, they decided to form GATS or General Agreement on Trade in Services, to ultimately fulfil demands for those who are in service trading. GATS, hence, applies provision on marketing of services; which only exclude those that are provided for government or public service. It is expected to take full effect on the year 2020. But, the main question is, What would be the effect of GATS with regards to the practice of Architecture in the Philippines? The WTO classifies GATS supply of services into four modes: (1) cross border supply, which covers services from the territory of one member into the territory of another member via telecommunications or email; (2) consumption abroad, refers to circumstances where a consumer moves into another territory of another member to obtain a service; (3) commercial presence, where a supplier of one member set up a territorial presence in another members territory; and (4) presence of natural persons, where the person/s of one member enters the territory of another member to supply a service. Architects) would be able to practice architecture in our country by Mode 1 (through the use of the internet), Mode 2 (if a Filipino client goes for a service from another member nation), and Mode 4 (if authenticated by our local architects, if given temporary registration, or if collaborated with Filipino architects). In other words, many opportunities would come our way, but they include lots of competitors as well. However, according to PRBoA, there are some considerations on GATS that can be taken into account: (1) GATS is mainly a public sector instrument that may have not fully considered certain broad implications on private sector architectural practices and services; (2) FAs are not encouraged to practice independently but must collaborate with Host Nation-registered and licensed architects, who largely satisfy residency and Host Nation presence requirements, and who assume professional responsibilities and civil liabilities under Host Nation laws; and (3) The future liberalization of trade in professional architectural services must recognize and defer to Host Nation laws, standards and related professional practice and development/ construction/ building conditions/ requirements.

Philippine registered and licensed Architects have around 8 more years before the full-blast of GATS. There are many ways to get ready upon its effect; like specializing, graduate studies, research, advocacy works, cooperation with the Government, or even team up with FAs here in the country or overseas. It is for us to decide on what to do and start as early as now to be globally-competitive.

It was a fiercely hot morning when the PIA National Board of Directors Executive Committee headed by yours truly NP Terry Fresnido, FPIA, VPs Ernie Popes, FPIA and Jun Nasol, FPIA and Board Secretary Eva Bang Quiano, PIA, trouped to the PRC offices of the Professional Regulatory Board of Architecture (PRBoA) to make a courtesy call on newly appointed Chairman Roy Cordero, FUAP replacing Ar. Boy Alli, , FUAP HFPIA, who retired. Our purpose was to meet him in person, and likewise introduce ourselves as , the legitimate PIA and be able to discuss directly with him our issues and concerns as an Institute.

Both Board Members Gigi Chuachiaco, FUAP HFPIA and Nanette Segovia, FUAP HFPIA, joined him and , , they were very helpful in lessening the formality of the visit to really focus on the discussions and we got right down to the issues at hand. The highlights of the discussions were as follows: 1. The need to register all the architects as per RA 9266, even when it means having to travel to the Middle East twice a year just to conduct Board Exams to our Filipino aspirants there. The PRC finds it difficult to track down our professionals after they have gotten their licenses and that is where the organizations play a vital role and should cooperate with the efforts of the PRBoA to monitor by always updating the databanks on their members. It is the responsibility of those already abroad to conduct review classes there so that more nonlicensed Filipino graduates will be encouraged to take the exams. They have also helped create chapters of UAP in Doha, Riyadh, Dubai and Alkohbar so that the conduct of board exams have already taken place in those areas and many have passed successfully. They have conducted the oathtaking of new architects in the respective Philippine embassies in those cities.

The need to upgrade the lot of practitioners to be at par with global standards and to have core competencies demanded by the global markets in anticipation of the implementation of the GATT/ GATTS LAW. They observed that even the production services, predominantly the niche of Filipino practitioners in the global markets are now being slowly taken away by foreign architects if we do not do something, like offering more updated computer programs on architectural drawings. They discussed the long range plans of the PRBoA to upgrade Filipino architects to be at par with global demands in the global market. This means the competitive and outstanding delivery of services by Filipino architects at jobs both here and abroad which will up the standards and thus make them competitive to receive deserving fees based on standards in the global market, and not

have to dive or unknowingly accept low fees even when such low fees are already considered high enough in the local practice. The answers to these they believe are: a. Continuing Professional Education and Development. They already accredited UAP-IAPOA as provider along with other entities and they are open to others as well for as long as they qualify to be accredited. PIA has already applied though some requirements have still to be submitted. The Board said that the CPE programs they prefer to accredit are the formal academic courses that offer supplementary skill and knowledge on architectural practice and related ones. Professional conduct of architects AT ALL TIMES wherever the projects may take them. Anticipation of demands in the market by BEING INVOLVED ACTIVELY in the playing field and last but not least, The pursuit of favorable alliances of significant players in the market such as allied professionals, individuals involved in forwarding or recommending architects to their clients, or direct players such as developers.

PIA already sent four letters of complaints to the PRC Commissioners since 2008 calling their attention to the questionable implementation of RA 9266 by UAP as the IAPOA, among others. This has always been our paramount complaint on this concern. While the handpicked assignment of UAP as the IAPOA is not an issue and never had been as we already conceded their dominance by sheer number of members, we still need to comply with the law and hold elections once all the architects have been integrated to the IAPOA and form the proper IAPOA in accordance with the law, not as how UAP is now today. As the IAPOA is a public organization created by law and subject to audit of its funds by the Commission on Audit, the UAP remains a private organization with freedom to use and disburse IAPOA funds for its own operational use. There should be a dividing line where it performs as the IAPOA and where it works as a private organization, similar to PIA and the AAIF The PRBoA . members will bring this to the attention of PRC Commissioner as the issue is the interpretation of the law. PIA informed them that as of last follow up, our letters are already with the legal department of the PRC for their recommendation, meaning their own legal interpretation of the law.

The issue why non-UAP should be subject to further membership in UAP chapters which assess dues since 2004 to update. This is violative of the provision protecting the organizations other than UAP which is enshrined in RA 9266 without prejudice to other existing organizations. The law just requires members to pay annual dues to the IAPOA, and thats it. We believe we do not have to pay separately to UAP chapters and attend chapter GMMs as we are already members of our own chapters which function similar to that of UAP the private organization. To do so is completely up to ,

the paying members, but not as a requirement to renew IAPOA membership and consequently our PRC license. The PRBoA examiners clarified though that the PRC has the power to audit the IAPOA, where it brings the funds collected from some 11,000 registered architects to the IAPOA every year. 5. The Board also clarified that CPE points are not needed to renew PRC license but the IAPOA has deemed it necessary to do so for the renewal of IAPOA registration. Therein lies again the point of complaint of PIA: the law does not require it. It is an additional imposition by UAP as IAPOA prohibiting some architects from registering, therefore, they cannot renew their PRC license and thus could not practice. On the issue of PCAP UAP has pushed , through with it but has not seen the need to register it separately with the SEC as its primer intended so that it can raise funds separately from the IAPOA for all its legislative pursuits. Furthermore, the PRBoA assured PIA that it will get its funding from UAP which will earmark a percentage of its budget for the functions of the PCAP . Finally, the PCAP shall function under the supervision and jurisdiction of the IAPOA.

The PIA National Board also updated the Board on the Institute and its activities and programs and even invited them to attend the Honor Dinner of our 80th NatCon for which they will await the formal invites soon. The cordial meeting then came to an end and the PIA Execom members made their goodbyes.

PIAFI Building The new PIA CEPD Center at the Roof Deck
With the anticipation of the implementation of the GATT law in 2015, there is a need for our architectural professionals to be globally competitive. This should translate to our practitioners having special competencies to offer the global market. These competencies should not just be acquired, they should be well entrenched on the professional as to earn him leadership in the global markets.

The PIA sees itself as a provider of such expertise with its access to programs and human resources from among its members and allies who can provide such expertise that are anticipated to be required by the global market. In fact, this is already ongoing at the present milieu. A lot of our architects are already participating and deriving sizable livelihood from global clients with the advent of convenient and inexpensive communications and information systems. Architectural designers should also be updated as to new trends and materials available and be able to translate that to forms and designs reflective of his present milieu. Under the auspices of the PIA Foundation Inc. (PIAFI) which has taken on the role of Provider of such added knowledge and education for the continuing development of PIA members, it will now provide as well the venue of the PIA Center building, particularly its roof deck which will provide comfortable, state-of-the-art facilities for seminars, fora, trainings, workshops, product presentations, and all sorts of activities for the PIA Center for Continuing

Education and Professional Development (CEPD). To offset the costs of retrofitting said venue as well as its maintenance, the PIAFI has invited supplier companies for long duration materials exhibits at the roof deck. Hopefully, these will generate enough funds to make this program a reality and more significantly, be able to sustain it. More updates will be forthcoming in the next issues of this journal.

A New Mandate for the PIAFI:
Taking on a New Role of CPE Provider

With the near completion of the PIA Center Building, the PIA Foundation Inc. is looking for a new mandate to define its role where the Institute is concerned. The Memorandum of Agreement between the Foundation and the Institute is good while the construction of the Center is being completed, but what happens when it is done?

During the PIAFI presidency of Ar. Del Viola III, FPIA, a special meeting of the Board of Trustees was called to specifically address this issue. Likewise, during the two terms of Ar. Benny Loy, FPIA as PIA President (2008-2010) this was also widely discussed, spanning the agendas of many National Board meetings. So what have we come up with so far? The Institute has definitely recognized and continue to do so the importance of the role that the Foundation is playing. Not only is it the builder of the Center, it has also been its building administrator following the MOA, tasked with translating its floor spaces into rentable income for the Institute and managing the day-to-day operations of the building. And that has worked well for the Institute so that it could then focus on other equally important tasks it has to do, which it did then and still continues to this day. In a board resolution of the Institute BoD many years past, the PIA Center for CEPD was created. As a start up project, the Committee on Education and Research then headed by Ar. Marylou Ventura, PIA, started the Saturday Lecture Series. We had

an average of four subsidized lectures on A c a d e m i c (theories), Practical (best practices) and Technical (Industry) Exchange every Saturday for that whole year and it was quite successful. The pool of resource speakers was taken from our own members who were academicians or practitioners or both, and from technical people provided by our allied professionals and manufacturing industries. An informal Lecturers Bureau was also established, which was composed of very willing, pro bono experts in their respective fields. The topics were interesting even to our older members who did not miss up the chance to learn new things. We had proven that this was possible and even sustainable so that the PIA Center for CEPD can indeed operate as legitimate provider in the long term. The PIAFI, under the leadership of incumbent President Del Pantangco, FPIA, has seen fit to assume the role of implementor of this worthwhile program with the Center providing the venues for such. He just needs to transform the roofdeck into comfortable and appropriate venues to hold said lectures. Watch out for the forthcoming launching once this will be finished.

COF Updates Amendments on Its Bylaws, 9-Point Proposed Amendments for the Institutes By-laws
Last October 20, before the start of the 6th National Board meeting, the College of Fellows met up at the Jade Palace along Shaw Blvd. to discuss and finally approve the initiatives for amendments to the By-Laws of the College, integrating it later with the rest of the By-laws of the Institute. Led by Ar. Eric Nacorda, Chairman of the Committee on Amendments, he submitted a summary of all the initiatives forwarded by members of the College led by Chancellor Del Pantangco, FPIA during last terms proposals.

This term, under new Chancellor Manuel Let Icasas, FPIA, the College is once again revisiting the former initiatives. The bulk of said initiatives are the ones tackling the qualifications to be elevated to Fellow member from Corporate. These were made a contention in previous elevations in order to suit the ones preferred to be elevated, an inconsistent adherence to these provisions, or rather non-provision in the ByLaws. This time, the College saw fit to address this issue and resolve it through the introduction of said proposed amendments. Other proposed amendments include:

Removal of the 10% of total number of Corporate Members in good standing to be total number of Fellows in the College as a requirement to determine the number of corporate members to be elevated to the College but not to exceed 5 per year. b. PIA Cebu Section, the host for the forthcoming PIA 80th Anniversary and National Convention, through its Convention Committee chaired by the beauteous and very charming Chairman Ar. Girlie Maraya-Ang, FPIA, successfully launched the convention at the Sinulog Grand Ballroom, City Sports Club, Cebu City in the evening of October 19, 2012. It was well attended by Cebu Section members and affiliate members, as well as local suppliers supporting the Section and traditional sponsors who sent out their representatives to join in the simple affair.

The highlights of the evening were: 1. the briefs with video presented by Ar. Cocoy Alesna, PIA, Co-Chairman of Plans and Programs, on the foreign resource speakers who will expound on their green architecture advocacies, who, along with Ar. Cris Abbu, FPIA, also presented a well-balanced programme for the three-day affair, definitely a not-to-be-missed event by any red-blooded PIA member; 2. Signing of the P1.0M sponsorship pledge by Davies Paints representatives Mr. Alex Dela Pea and Mr. Jocel Yacub. Later they were joined in the photo ops by other supporters and sponsors of Cebu convention, including Boysen Paints, represented by Mr. Stanley Ong, which pledged P250k for the Architects Night. 3. Finally, the champagne toast by NP Terry Fresnido, who arrived from Manila to represent the National Board, for the ultimate success of the forthcoming event, achieving all their projected targets. All in all, if the launching was any indication, the 80th NatCon will indeed be a sure success for PIA Cebu Section and the Institute. We enjoin everyone to be a part of this momentous affair.

Love the nightlife? Like to boogie? Can you dig it? Then turn up those disco tunes and party like its 1975! The Joint Christmas Party of the PIA Manila and Rizal transported us back to the decade of bell bottoms, big collared shirt, extra wide ties, big Afro hair, platform shoes and the androgynous hippie look flowery/tie-dye shirts, frayed jeans and peace sign jewelry. Wearing these 70s related garb, members of both sections and guests attended the party held last December 13 at the Roof Deck of the PIA Center turned Disco dance floor. Nothing brings back thoughts of the 70s like those hanging vinyl records and plenty of posters of 70s icons on the wall. The 70s celebrated peace, love and shakin your groove thing music flowing all night long as there were plenty of great music to dance to including disco, pop and Motown hits. The night was even made livelier by the participation of the Childrens Joy Foundation rondalla and carolers

Jr.PIA celebrated the Architecture day last December 03, 2012 with the UAPSA and DSG architecture department at TIP-QC with the theme of ARKITEKTURANG TUGON SA KALIKASAN. The activities were Quiz Bee, photo enhancing competition, design competition and Basketball Game. The Basketball game was organized by the Jr.PIA. The game was open not only for the members of the organization but for all male architecture students from 1st yr. to 5th yr. The purpose of the game was to provide social interaction between the students from the lower to higher yrs. Sometime in 1983, a friend couple started a part-time partnership in line with building design and construction. The male architect, who at that time was the Architectural Designer and Renderer of RSD Guttierrez, Architects, a big time architectural firm in the vicinity of Makati City was Bienvenido C. Marapao, Jr. His partner in work wass Josephine B. Evangelista, a Civil Engineer/Sanitary Engineer connected with Stresstek Post Tensioning, Inc. They started their teamwork and later named their company MARAPAO. EVANGELISTA, Architects, Engineers, Builders, which visibly is a joining of family names. Despite of the economic crisis as a result of the assassination of then Sen. Benigno Ninoy Aquino Jr., projects kept coming up. So the couple decided to resign from their jobs and went back to their province in Ilocos Norte to formally continue the building design business that they had started. Finally in June 10, 1984, the friend couple decided to settle down not only as business partners but as lifetime partners in real life. To date, the Marapao.Evangelista Design Group have already designed more than a hundred of building structures ranging from residential bungalows, residential, commercial, institutional, religious and industrial building including the multi-million peso International Cement Plant, to be build in almost seven hectares land in the Municipality of Currimao, Province of Ilocos Norte (on hold), the three hectares Monte Cristo Memorial Park in the Municipality of Batac, Ilocos Norte, the on going Municipal Hall of Sanchez Mira, Cagayan and the soon to rise subdivision of Mayor Carlito Abadilla located at Brgy.. Mangato, Laoag City. The couple who used to be simply the two persons manpower in the company now has fourteen personnel aside from their different consultants and associates. The couple is not only blessed with continuous projects but also blessed with four beautiful and talented children namely; Bien Joseph (BS Marketing Graduate who is helping manage the familys firm), Jessa Marisse (BS Biology Graduate, UP and a Doctor of Medicine Graduate, UERM), Mary Jonaphine (BS Architecture Graduate, SLU) and Juno Bienvenido (BS System Management Engineering Graduate, UST). To have an Architect and an Engineer as a business couple in the construction industry is a rare tandem. But indeed their partnership has proven strong, their ongoing motto: DO IT WITH AN ARCHITECT AND AN ENGINEER! is a true force with their partner-couple, Ar. Marapao & Engr. Evangelista-Marapao.

AR. MARIONERI R. PALAFOX, PIA
Marioneri Ruiz Palafox was born on May 12, 1968 in Laoag City, Ilocos Norte and the only child of Mr. & Mrs. Rodolfo Frez Palafox. He graduated from Saint Louis University in March 1989 and holds the degree of Bachelor of Science in Architecture. Passed the Philippine Architects Licensure Examination on January 1992. Aside from his Architecture course he also took up Computer Aided Drafting and Design Course in 1993 at Data Center Philippines and Programming Application Course in 1994 at the (STI) Systems Technology Institute.

During his practice as an Architect, he attended different trainings, seminars, conventions and conferences. In 1993 he is one of the Charter Corporate Members of the (UAP)-United Architects of the PhilippinesLaoag/Ilocos, a member of the (CREBA)- Chamber of Real Estate and Builders Association, a member of the (PPSA)-Philippine Practical Shooting Association, and in 2003, he is one of the core group to established the (PIA)-Philippine Institute of Architects-Ilocos Section and became a president of this Section for two consecutive years (2004-2006). Just after graduation in college until August 1992, he worked with Ar. Rex L. Hofilena as Site Architect, and in September 1992, he was connected with a Korean Firm- SHINSUNG CORPORATION (Philippine Branch). And in the following year, he filed his resignation with this company and became a private practitioner until December 1994 and went to the Kingdom of Saudi Arabia to work as the Chief Architect of AL MUZEL ENGINEERING CONSULTANTS for six years. But because of the difficulty to be away from love ones, he decided to file his final exit with the company and went home for good. Upon arrival back home, he continued his private practice and also applied in the academe as a part-time instructor-Architecture Department at Northwestern University and Divine Word College of Laoag. And in July 2007, another offer came from abroad for just a short contract, so he grabbed the offer and went back to the Middle East particularly in the Kingdom of Saudi Arabia as a Consultant Architect of SARH ENGINEERING CONSULTANTS, then when back home on March 2009 and very timely for him to attend the graduation rites of his daughter who also took up Bachelors Degree in Architecture and who just passed the Philippine Architects Licensure Examination last June 2012. From his experiences in the field of Architecture here and abroad, he has a broad background in commercial centers, industrial buildings, intitutional buildings, tourism resorts and residential buildings. And to sum it up, Archt. Palafox has 20 years of experience in the field of planning and design, 10 years in the field of education as an instructor in the Architecture department.

Combining two sources of energy for a battery-backup system is proven to be effective in replenishing the energy stored in the batteries. Unlike solar-only system limits its production during night time and rainy season, especially in the areas with extreme weather variance. Another advantage is the less space requirements for the renewable system. The turbine needs only one fourth of the solar system footprint on the same output. Going green will not be difficult in a limited space since hybrid wind and solar system has low energy density footprint.

Here in the Philippines, we have the Hybrid Street Lights by Philippine GP Technology Inc, and such innovation can be used in residential and industrial subdivisions, condominium parks and amenities, open parking areas, churches and memorial parks. Considering street lamps in your design provide economic aspect in the community. Reduction of crime, street accidents and light pollutions and the increase of night-time activities are some economic benefits of having street lighting. Street lights also provide attitude and preferences of the general public such as personal safety, security of property, ease of access, road safety, possible reduced use of personal lighting, less intrusion of the light into residential homes, increased visibility of the night sky and urbanizing effect on rural areas.

The advantages of using a hybrid street lamp are the reduction of cost in installation and cost of maintenance. There are no trenching, no wiring and no switches to install the lamp. And there are no metering, no bills, no brown outs, and will turn on and off automatically and longer life span of the LED lamps than the usual lamps. Quezon City alone pays more than a million per day for public street lamps consumption; a minimum savings of 365 million a year by city government can improve the life of its constituents. Imagine what we can contribute by just considering hybrid system energy generation technology in our projects.

Advent and Celebrations

Ar. Delfin M. Viola III, FPIA In the western Christian calendar, ADVENT augurs in the start of the liturgical year. The Catholics, Lutherans, Anglicans, Presbyterians, Moravians and Methodists to mention a few of them who do, had their first candles in their advent wreath lit last December 2. In the Eastern Church, their liturgical year opens sometimes even as early as September. To them, I could assume, Jesus was not born wintertime, but early autumn when sheep and cowherds could still sleep in the open hillsides. So if the malls play the Christmas jingles as early as September to even as late as January, it could be their way of dancing with both the eastern and western Christian calendars. To the Jews, they have the festival of Lights, Hanukkah or in its modernized spelling, chANUKKA, an eight-day celebration that may start as early as 25th day of Kishev (Hebrew calendar) which is approximately late November but not later than last week of December (Gregorian calendar). Yes, this is the familiar candlestand with eight candles used as ornament even in Christian homes ADVENT comes from the Latin word, adventus, and is presently used to denote the period of joyful and prayerful anticipation of the season celebrating the first Christmas, the first coming of the baby Jesus. Now it has expanded its meaning to the preparation for His Second Coming (the end-times) and preparation for our daily encounters with Him in our ordinary, normal human activities at home, at the workplace. To the Jews, the Messiah is still yet to come so I guess Advent is not in their vocabulary, but Christmas the festive, noisy, expensive celebration, maybe is. Christians and non-Christians then in their own way welcome Christmas as a season, as a stretch of time before the New Year comes. But please bear in mind, these are simply my musings. Whatever, cELEbRATIONS are very much a part of our life, of our being. We celebrate life when an innocent lovely bundle of joy comes into this world. We celebrate likewise when two hearts are joined in matrimony. We still celebrate when someone dear to us has passed on to the next higher plane of existence because the dear one has once lived and loved, laughed and cried with us. Celebrations indeed are milestones that are worth nurturing and remembering. YOUR OWN AD HERE In two months, we will be marking another cELEbRATION - the 80th anniversary of the Institute! I still am the devils advocate and again I still throw these questions: is our Institute still the embodiment of our vision, ideals and principles worth fighting for? Worth adhering to? Worth being divided over? Or has it outgrown its old garment its sleeves and hemline gone too short and its bodice tattered? Are the knight-defenders still as bold and determined? I am an old man now I see visions, but the young still dream dreams nevertheless, raise that goblet of red wine and drink with me as we say, chEERS! fOR ThE YEAR ALMOST GONE AND fOR ThE YEAR SOON TO cOME! It is also the time when we have new clothes, shoes, bags, and other personal wear; the time to clean our houses to make room for Christmas decorations; and the time for Christmas parties, eating good food and having drinks, at times leading to much revelry. Kids expect aguinaldos from their ninongs and ninangs. We also have several traditions that we observed since childhood: you may want to recall them here. We can see here that people tend to focus more on tangible things. Sometimes, people feel disappointed or frustrated when they did not receive any gift that day. The true message of Christmas is giving love. love in the sense that it is the time people celebrate the birth of our Lord Jesus with a mission to redeem us from sin through his death and resurrection. Why redeem us? It is because all the peoples of the earth are destined to die and suffer eternal death in Hell as a result of the sin of Adam and Eve. The Bible is clear on this: all have sinned and fall short of the glory of God, (Romans 3:23) and For the wages of sin is death, but the free gift of God is eternal life in Christ Jesus our Lord (Romans 6:23). Jesus himself said, in Johns Gospel, For God so loved the world that he gave his only Son, so that everyone who believes in him may not perish but may have eternal life (John 3:16). This is the true gesture of love, which involves sacrificial giving. Gods giving of his most precious possession,

his only begotten Son who is unblemished, pure and sinless to take our place so that we could be reconciled to God, that when he died on the cross for our sins, we no longer will be counted among Gods enemies. This is what we may call divine substitution. The way for us to respond to this greatest gift is to believe what he did for us and acknowledge that Jesus Christ is our Savior and Lord. We can never go wrong when we have Jesus in our lives. If we ponder on the true date of Jesus birth, it is not on December 25 as the Christian world observes. At this time, it is snowing in Bethlehem. It is impossible that shepherds would have been out watching their sheep on a cold winter night. There is no exact date recorded in the Gospels as to his birth. Some Bible scholars put it closer to any day in March or April. Why Christmas on December 25? It was when Rome acknowledged Jesus Christ as God and celebrating Christmas instead of Saturnalia (in honor of the god, Saturn), during which there were the giving of gifts, holidays, feasting, and much revelry.
