The 2006 Children’s ScoreCard provides both an op-portunity to highlight Los Angeles County’s progress inimproving the well-being o children, and an opportunity to reect on the rich 15-year history o the Children’sPlanning Council. We have learned that our attention todata and collaborative planning—at both the systems andcommunity level—has been integral to changing condi-tions or children and amilies. We have worked to de-velop partnerships, engage parents and youth, strengthenrelationships, and break out o our silos in order to moreeectively impact outcomes or children and amilies. And while we are proud o our progress, the data clearly tell us we have much more to learn and do.In all our eorts to improve the lives o children, our mostimportant lesson has been that communities—parents,residents, and youth—have the best knowledge, inorma-tion, and capacity to make long-term sustainable change.Through the powerul work o the CPC Service Planning Area Councils—all o which are engaged in community-building eorts—and the 64 community orums held dur-ing the summer o 2005, we learned that parents and youthare ready to partner with government; that L.A. County government is ready to embrace community partnerships;and that community groups are poised to act, to improveneighborhood conditions, and to serve as leaders and advo-cates or children and amilies.To build on our commitment to listen to the voices o community, in this anniversary edition o the ScoreCard we capture the knowledge and experiences o parents, resi-dents, and youth with available quantitative data to high-light two undamental prerequisites o child well-being:strong amilies and supportive communities. Indeed, it isonly in the context o the amily, and the amily in thecontext o community, that children can succeed. Specif-cally, we look at the supports that amilies need rom theircommunities in order to help their children live, learn,and grow optimally.Where children LIVE illustrates the economic challengesacing amilies and the particular impact o housing con-ditions in the County.How children LEARN ocuses on gaps and challenges with respect to early childhood opportunities and studentachievement, and the vital partnership between amiliesand schools necessary to close those gaps.How children GROW describes how amilies provide so-cial and emotional oundations at home; the crucial im-portance o amilies having time and space to read, play,interact, and bond with their children; and the essentialsupports that communities oer so that amilies can suc-ceed in raising their children.In honor o CPC’s anniversary, we include in each section spe-cial mention o our accomplishments over the past 15 years. Asyou will read, we have LIVED in times o progress and timeso challenges; we have LEARNED tremendously through ourpartners and collaborators; and we have GROWN both per-sonally and organizationally in spirit and knowledge. As we look toward the next 15 years, we know we must beeven more strategic and ocused in our eorts to strengthenamilies and communities so that all children in Los AngelesCounty have the opportunity to live, learn, and grow toreach their highest potential.
