direct-hire Army civilian personnel (includ- ing U.S. Army Reserve technicians and for- eign nationals) paid from appropriated funds. Where specifically referenced, this pamphlet also applies to nonappropriated fund employ- ees, indirect-hire employees, Active Army personnel, and private citizens. Portions per- taining to inventions and scientific achieve- ments also apply to all Active Army and U.S. Army Reserve personnel, including cadets at the U.S. Military Academy. This pamphlet does not apply to Army National Guard per- sonnel including Army National Guard tech- nicians.
The proponent of this pamphlet is the Deputy Chief of Staff for Personnel (DCSPER). The DCSPER has the authority to approve excep- tions to this pamphlet that are consistent with controlling law and regulation. The DCSPER may delegate this approval authority in writ- ing, to a division chief under their supervi- sion within the proponent agency who holds
