Background The third Optional Protocol to the UN Convention on the Rights of the Child on a Communications Procedure was adopted during the Sixty-sixth session of the UN General Assembly on 19 December 2011 and opened for signature and ratification on 28 February 2012. The third Optional Protocol introduces a communications procedure, which allows the Committee on the Rights of the Child to receive and examine individual complaints alleging violations of childrens rights. For this procedure to enter into force and become a tangible reality for children, ten ratifications are necessary. There are currently two State Parties. The International Coalition is composed of international, regional and national nongovernmental organizations and networks, human rights institutions and other nongovernmental bodies which are committed to achieve rapid ratification and entry into force of the third Optional Protocol to the UN Convention on the Rights of the Child.
