update
youon
the
strategiesunderconsideration
to
ensure
the
development
of
a
highlyregulated
system
designed
to
preventdiversion
of
marijuanaacross
stateborders.
In
addition,
I
have
made
it
abundantlyclear
to
all
whohave
askedthat
youhave
notexpressed
the
federalgo vernment’sintentions
in
any
wayconcerning
the
implementation
of
1-502.
The
Washington
State
LiquorControl
Board
(WSLCB)
is
the
agencyresponsible
for
crafting
the
producer,processor
and
retailerregulations.Enclosed
youwill
find
a
summary
of
1-502
prepared
by
the
WSLCB
and
theircurrenttim eline
for
drafting
rules
to
implement
theinitiative.
I
have
instructed
the
WSLCBthat
our
approachmust
be
thorough
and
disciplined,with
publicsafety
being
ourparamount
responsibility.
I
am
personallycommitted
to
having
a
well-regulated,disciplined
systemwithtight
inventorycontrols
and
close
coordinationwith
law
enforcement.
Our
system
will
closelytrack
the
marijuanaproducedthroughretail
sale
to
preventdiversion.
Thesystem
will
be
designed
ina
way
to
preventmarijuanaproduced
in
Washington
from
being
notsold
in
other
states.
TheWSLCB
isin
the
early
stages
of
rulemaking
for
1-502
implementation.
While
it
is
tooearly
tosay
definitivelywhat
will
be
included
in
the
rule,ourgoals
include
creation
of
a
system
thatminimizes
the
illicitmarketthrough
price,
access
and
conveniencewhilesimultaneouslycontrolling
theproduct.
Below
are
some
of
the
actionsund er
way
andideas
underconsideration
in
Washington
State
to
regulate
the
production,processing
andretail
purchasing
of
marijuana
as1-502
is
implemented.
INITIATIVERESTRICTIONS
PublicConsumption
Prohibited.
The
initiativemak es
it
unlawful
to
open
a
packagecontainingmarijuana,
usable
marijuana
or
a
marijuana-infusedproduct,
or
to
consumemarijuana,usablemarijuana
or
a
marijuana-infusedproduct
in
view
of
the
public.
Additionally,Washingtonprohibitssmoking
in
publicplaces
(bars,
restaurants,
etc.).The
prohibition
on
smoking
in
publicplaces
would
apply
to
smokingmarijuana.
This
prohibitionextends
to
places
of
employment,
such
as
private
clubs.
