On February 10, 2009, the Senate passed this measure by a vote of61-37. The House and the Senate reconciled their individual differencesbetween their versionsin a conference committee, and President Obama signed H.R.1 intopublic law on Tuesday, February 17, 2009.I voted against this legislation because with the South Carolinaunemployment rate continuing to rise, this bill did little to create jobsand grow the economy in the immediate future. It is clear that thisspending package has become a one stop shop for every item on a spendingagenda - a massive and unprecedentedspending bill aimed to bypass the normal appropriations processand subsidize a broad range of existing and new governmentprograms. It passes massive debt onto our children and could meanfuture tax increases on hardworking Americans as well ashyperinflation.It is my hope that Congress can work in a bipartisanmanner to bring forward legislation that will stimulate more jobsfor South Carolinians. A targeted stimulus package of tax reliefand assistance for small businesses would fuel this nation'sentrepreneurial spirit and help private industry and individualscreate jobs. Our focus should be on growing the Americaneconomy-not on growing our already massive government.Additionally, I believe Congress can promote job growth throughlegislation that reduces the corporate tax rate and eliminates thecapital gains tax.
