President Obama's first official Address to Congress, delivered at 9:01 P.M., on Tuesday, February 24, 2009 to the Joint Session of Congress in Washington, D.C., OFFICIAL FULL FINAL TEXT of the prepared statement of the most historical Presidency since the Lincoln Administration.

ABC News incorrectly characterized this speech as a "State of the Union" address.

The State of the Union address is always given in January.

Outgoing presidents always give the state of the union address in the first year of the first term of a new president, just as President Obama will do in January of 2013 at the end of his first term.

The state of the union address is given in January. Bush gave the state of the union address his last year in office, just as President Obama will give each January of his term, including the last year of his first term in January of 2013.

ABC network television is the only one that entitled this speech as a state of the union address. The remarks of President Obama did not contain the phrase "state of the union." It is more properly characterized as remarks to the joint session of Congress, which is exactly what the official Government text calls it.
