1974
Fast Track Trade Promotion Authority 
(TPA has been evolutionary. 1974 seems to be the date of the ‘modern’ variation that is basically a licenseto steal because Congress doesn't even bother to read the agreements.Succinctly, fast track TPA gives the president the virtually unlimited power of attorney to negotiate tradeagreements. In simple terms, this is like giving your neighbor the power of attorney over all of your assetswithout a clause saying who gets the proceeds from the sale of your assets. DOH! Theoretically, after thepresident negotiates the agreements, the Congress reads them and then votes - but we know they don’t readanything - they just vote. After all, it’s not their businesses and property that’s being sold.
Background:
Fast track is the traditional trade negotiating authority granted by Congress that allows thePresident to negotiate international trade agreements. Under fast track procedures, the President submits thelegislation to Congress for approval or rejection. No amendments are allowed. Congress has ninetylegislative days to approve or reject. Prior to 1934, Congress retained tight control over every detail on international agreements -delegating to the President only the authority to sign agreements with foreign sovereignssetting tariff and quota rates approved by congress.
 
1934 Reciprocal Trade Agreements Act delegated to the Executive Branch multi-yearauthority to set tariff and quota levels within a specified range without requiring furtherapproval from Congress. This authority was called ‘tariff proclamation authority’. It was thebasis for the next five rounds of negotiations for the General Agreement on Tariffs and Trade(GATT).
 
1960’s Kennedy Round of GATT. The Executive Branch had not gotten additional authorityfrom Congress to commit the U.S. to terms beyond changes to tariff and quota levels but theydid so anyway. The change pertained to domestic laws that designated how goods were to beclassified in tariff categories. This caused a turf battle between Congress & the ExecutiveBranch.
 
1974 - Nixon proposed that Congress grant the Executive Branch a proclamation authority tosimply declare changes in U.S. federals law agreed to in international commercialnegotiations without requiring congressional approval. This was unconstitutional and
 
fortunately - unacceptable to congress.
 
1979 - Tokyo Round of GATT was pending - Congress agreed to delegate half of therequested power through a mechanism called Fast Track. Under this new delegationmechanism, the Executive Branch could negotiate terms that would require changes indomestic law. The Executive Branch would write the amendments to change U.S. law toconform to the negotiated agreement and the Congress would vote up or down with noamendments.
 
The first couple of times this authority was used, they were careful not to abuse it.
 
1988 - U.S. - Canada Free Trade Agreement trade talks moved into new areas. This tradeagreement included changes to domestic law in agriculture, banking, investment, foodinspection and other policies.
 
1993 NAFTA and 1994 GATT Uruguay exploded the boundaries of what was included intrade pacts. NAFTA, GATT-WTO rewrote huge swaths of U.S. law. Reshaping domesticlaws on service industries and investments.

The United States has been on sale since the late 1950s, not the 1960s.

It's most annoying making a comment only to have it cut short. Why is there no indication as to how many letters are allowed? I'll avoid this thread from now on..

And...... When was the Divestiture and Destruction of the U.S. first "discovered"?! The Norse Men landed on this Continent long before Columbus was born, yet the gullible believe that it was Columbus who discovered America, and let's not overlook the fact that there were people here to greet both the Norse Men and Columbus. I have witnessed the gradual rape of the United States ever since I arrive
