History. This revision was originally

published on 14 April 1997. It was authenticated by Togo D. West, Jr., Secretary of the Army. This electronic edition publishes the basic April 1997 edition and incorporates Change 1, published on 1 November 1997. It was also authenticated by Togo D. West, Jr., Secretary of the Army.

Summary. This regulation updates the Free-

dom of Information Act Program in accord- ance with the Freedom of Information Reform Act of 1986. The Reform Act re- quired agency promulgation of regulations specifying a uniform schedule of fees and guidelines for determining waiver or reduc- tion of such fees. The regulation conforms with the Office of Management and Budget\u2019s

(OMB\u2019s) Uniform Freedom of Information Act Fee Schedule and Guidelines and is pub- lished pursuant to the Freedom of Informa- tion Reform Act of 1986 (PL 99-570, 5 USC 552(B)); section 954 of the National Defense Authorization Act for fiscal year 1987 (PL 99661, 10 USC 2328), as amended by the Defense Technical Corrections Act of 1987 (PL 100-26). It includes all of DOD 5400.7- R dated July 1989 except for appendixes E and F.

Applicability. This regulation applies to the

Active Army, the Army National Guard, the U.S. Army Reserve, and organizations for which the Department of the Army is the Executive Agent.

Proponent and exception authority.

The proponent of this regulation is the Direc- tor of Information Systems for Command, Control, Communications, and Computers (DISC4). The DISC4 has the authority to ap- prove exceptions to this regulation that are consistent with controlling law and regula- tion. The proponent may delegate the ap- proval authority, in writing, to a division chief within the proponent agency in the grade of colonel or the civilian equivalent.

Army management control process.
This regulation contains management control
provisions in accordance with AR 11-2 and
contains checklists for conducting manage-
ment control reviews.
Supplementation. Supplementation of this

regulation and establishment of command and local forms are prohibited without prior approval from HQDA (SAIS-IA-R), 107 ARMY PENTAGON, WASH DC 20310- 0107.

Interim changes. Interim changes to this

regulation are not official unless they are au- thenticated by the Administrative Assistant to the Seretary of the Army. Users will destroy interim changes on their expiration dates un- less sooner superseded or rescinded.

Suggested Improvements. Users are in-

vited to send comments and suggested im- provements on DA Form 2028 (Recommended Changes to Publications and Blank Forms) or in DA Form 2028 format, if they are transmitted electronically, directly to HQDA (SAIS-IA-R), 107 ARMY PENTA- GON, WASH DC 20310-0107.

Distribution. Distribution of this regulation

is made in accordance with initial distribution number (IDN) 093276, intended for com- mand levels B,C,D,and E for Active Army, Army National Guard, and U.S. Army Re- serve.
