The "whitepaper" is interesting. However the Times of India reported that this report is funded by a member of West Bengal's oppostion party - The Trinamool Congress. If this is true, the white paper should have mentioned it in clear terms. Statistics is often the way data is (mis)interpreted, twisted and presented to prove one's already determined point of view. So if the the objective of a report is to show that West Bengal is a non performing state, it is but natural to try to statistically analyze data in a way to prove that point. Immediately the point of honesty and credibility comes into question.
