Respected Radio Amateurs:We acknowledge receipt of your Right to Petition referenced above. In accordance withthe requested, I notify:1.
 
During the years 2007 and 2008, the Ministry of Communications has not issued anamateur radio operator license to Mr. DIMITRI
KRYUKOV
– RA3CO (of theRussian Federation) nor has it issued a permit or authorization.2.
 
During the years 2007 and 2008, nor to date has Mr. DIMITRI
KRYUKOV
– RA3CO applied for an amateur radio operator license, permit or authorization to thisMinistry.3.
 
During the year 2006, nor to this date, has GIRTS BUDIS – YL2KL (from theRepublic of Latvia) been granted an amateur radio operator license, permit or authorization.4.
 
Mr. GIRTS BUDIS – YL2KL, during the year 2006 nor to this date, has not appliedor requested for anything from this Ministry.5.
 
It is prohibited in COLOMBIA that an amateur radio operator allow the use of hiscall sign to another local or foreign amateur radio operator. As in fact, Section 9 of Article 76 of Decree 2058 of 1995, establishes as one of the special responsibilities of amateur radio operators, leagues or associations:
 Not allow the use of its call signto any other person
”.6.
 
According to the established in Decree 2058 of 1995 and to the previous point, it isillegal and prohibited that any amateur radio operator allow use of his call sign to anyother person; and he who wishes to be an amateur radio operator requires a license,authorization and/or permit (Article 2 Decree 2058 of 1995). Therefore it is illegalthat Mr. DIMITRI
KRYUKOV
– RA3CO, who does not posses an amateur radio permit or license issued by this Ministry, to operate from Colombia with call signsissued to other people, nor is it legal for people that have a legal issued amateur radiolicence as is the case of Mr. ANTHONY ROGOZINKSY – HK1AR andWOLFGANG TORRES – HK3RA to allow its use to another person.
