Personnel Security Program
This revision--
o Changes the number of the regulation from the 604-series to the 380-series.

o Expands the list of definitions and provides a list of acronyms (1-300
glossary).
o Requires reporting of information on individuals who have had access to
sensitive compartmented information or other sensitive programs and who are
being involuntarily separated from military service (2-201.2).
o Adds a requirement for a DOD National Agency Check and written inquiries for
military and contractor personnel for access to SECRET information (2-303).
o Establishes a billet control system for all military and civilian positions
requiring access to TOP SECRET information (3-104).
o Specifies that only U.S. citizens are eligible for security clearances (3-
403).
o Provides guidance for access by persons outside the executive branch (3-404).
o Contains policy and procedures for personnel occupying ADP positions (3-614
and app K).
o Defines sensitively and categories of critical military duties (3-703.1).
o Clarifies due process procedures in unfavorable administrative action
procedures (8-103 through 8-201.1).
o Establishes procedures for reporting personal foreign travel by persons with
security clearances (9-203).

o Includes additional adjudication policy guidelines categories--Loyalty, Foreign Preference, Foreign Connections, Falsification, and Refusal to Answer (app I).

o Establishes procedures for Army military intelligence units to follow when
conducting personnel security investigations for Defense Investigative
Service overseas (app J).
o Provides an index to the regulation.

History. This UPDATE printing publishes a

revision that is effective 7 October 1988. This publication has been reorganized to make it compatible with the Army electronic publishing database. No content has been changed.

Summary. This regulation implements the

Department of Defense and Department of the Army Personnel Security Program and takes precedence over all other departmental issuances affecting these programs. It con- tains the policies and procedures for access to classified information and assignment in a sensitive position. It also prescribes the in- vestigative scope and adjudicative standards and criteria that are necessary prerequisites

for such access or employment. It includes due process procedures for appealing adverse administrative actions rendered in accordance with the provisions of this regulation. This regulation contains all of DOD 5200.2\u2013R and includes all recommendations of the Com- mission to Review DOD Security Policies and Practices (Stilwell Commission) ap- proved for implementation. Army implement- ing instructions in this regulation are set in boldface type.

Applicability. This regulation applies to all

military members of the Active Army, Army National Guard (ARNG), and U.S. Army Re- serve (USAR), and civilian employees of the Army. It applies only to Army contractor personnel who require access to sensitive compartmented information in the perform- ance of their duties.

This regulation is not subject to the require- ments of AR 11\u20132. It does not contain inter- nal control provisions.

Supplementation. Supplementation of this

regulation is prohibited unless prior approval is obtained from HQDA (DAMI\u2013CIS), WASH DC 20310\u20131051.

Interim changes. Interim changes to this

regulation are not official unless they are au- thenticated by the Administrative Assistant to the Secretary of the Army. Users will destroy interim changes on their expiration dates un- less sooner superseded or rescinded.

Suggested Improvements. The propo-

nent agency of this regulation is the Deputy Chief of Staff for Intelligence. Users are in- vited to send comments and suggested im- provements on DA Form 2028 (Recommended Changes to Publications and Blank Forms) directly to HQDA (DAMI\u2013CIS), WASH DC 20310\u20131051.

Distribution. Distribution of this publica-

tion is made in accordance with DA Form 12\u20139A\u2013R requirements for 380 series publi- cations. The number of copies distributed to a given subscriber is the number of copies requested in blocks 326, 327, 328, 329, and 330 of the subscriber\u2019s DA Form 12\u20139A\u2013R. AR 380\u201367 distribution is A, B, C, D, and E for the Active Army, the ARNG, and the USAR. Existing account quantities will be adjusted and new account quantities will be established upon receipt of a signed DA Form 12\u20139U\u2013R (Subscription for Army UP- DATE Publications Requirements) from the publications account holder.
