Enlisted Promotions and Reductions
This rapid action revision dated 20 March 2008--
o Clarifies promotion instrument for conditionally promoted sergeants major
(para 1-27b(4)).
o Grants Warrior Leader Course waiver for Soldiers assigned to Warrior
Transition Units (para 1-27d).
o Clarifies reduction policy for Soldiers who fail to complete Officer
Candidate School and Warrant Officer Candidate Course (para 3-6d).
o Changes eligibility criteria for recommendation to staff sergeant (table 3-
3).
o Changes eligibility criteria for promotion to staff sergeant (table 3-4).
o Adjusts time in grade for promotion to sergeant and staff sergeant with waiver
(table 3-4).
o Establishes policy to automatically integrate Soldiers in the grade of
sergeant onto promotion standing list (para 3-17).
o Changes eligibility for standby advisory board for active duty Soldiers (para
4-14).
o Clarifies promotion selection board consideration for troop program unit
Soldiers to the grade of sergeant and staff sergeant (para 5-7r).
o Changes promotion grade to sergeant for Soldiers entering Army National Guard
of the United States State Officer Candidate School (para 7-15).
o Changes marksmen to marksmen/gunsmiths (chap 9).
o Changes Noncommissioned Officers Education System policy for marksmen/
gunsmiths (para 9-3).
o Clarifies reduction for failure to attend or complete Noncommissioned
Officers Education System (para 10-18).
o Changes U.S. Army Enlisted Records and Evaluation Center (USAEREC) to U.S.
Army Human Resources Command - Indianapolis (HRC-Indianapolis) (throughout).
o Adds policy to remove Soldiers with a qualifying conviction for domestic
violence under the Lautenberg Amendment from promotion list (throughout).

History. This publication is a rapid action

revision. The portions affected by this rapid action revision are listed in the summary of change.

Summary. This regulation prescribes

policies and procedures governing promo- tion and reduction of Army enlisted per- sonnel. This regulation includes policy statements, operating tasks, rules in sup- port of operating tasks, and sequential steps of each operating task.

Applicability. This regulation applies to
the Active Army, the Army National
Guard/Army National Guard of the United

States, and the U.S. Army Reserve, unless otherwise stated. During mobilization, the proponent may modify chapters and poli- cies contained in this regulation.

Proponent and exception authority.

The proponent of this regulation is the Deputy Chief of Staff, G\u20131. The propo- nent has the authority to approve excep- tions or waivers to this regulation that are consistent with controlling law and regu- lations. The proponent may delegate this approval authority, in writing, to a divi- sion chief within the proponent agency or its direct reporting unit or field operating agency, in the grade of colonel or the civilian equivalent. Activities may request a waiver to this regulation by providing justification that includes a full analysis of t h e e x p e c t e d b e n e f i t s a n d m u s t i n c l u d e formal review by the activity\u2019s senior legal officer. All waiver requests will be endorsed by the commander or senior leader of the requesting activity and for- warded through their higher headquarters to the policy proponent. Refer to AR 25\u201330 for specific guidance.

Army management control process.
This regulation does not contain manage-
ment control provisions.
Supplementation. Supplementation of

this regulation and establishment of com- mand and local forms are prohibited with- out prior approval from the Deputy Chief of Staff, G\u20131 (DAPE\u2013MP), 300 Army Pentagon, Washington, DC 20310\u20130300.

Suggested improvements. Users are
