GOOD AFTERNOON. I AM COUNCILMEMBER JIM GRAHAM,CHAIRPERSON OF THE COMMITTEE ON HUMAN SERVICES.THE TIME IS _______________, ON MONDAY, MARCH 4, 2013.WE ARE IN ROOM 412 OF THE HISTORIC JOHN A. WILSONBUILDING AT 1350 PENNSYLVANIA AVENUE, NW, FOR THEPERFORMANCE OVERSIGHT HEARING OF THE DEPARTMENT OFYOUTH REHABILITATION SERVICES.DYRS HAS A $106 MILLION BUDGET AND EMPLOYS 580PERSONS. BUT MORE IMPORTANTLY, DYRS IS THE AGENCYRESPONSIBLE FOR THE CARE AND CUSTODY OFAPPROXIMATELY 700 DC YOUTH AND YOUNG ADULTS THATHAVE MADE BAD DECISIONS AND COMMITTED TO THEJUVENILE JUSTICE SYSTEM. DYRS IS RESPONSIBLE NOT ONLYFOR THE SAFETY OF THE YOUNG PEOPLE DURING THEREHABILITATION PROCESS, IT ALSO HAS PUBLIC SAFETYRESPONSIBILITY AS WELL.

YEAR AS A WARD COUNCILMEMBER WITH RESPONSIBILITY FOR THE SAFETY AND WELL BEING OF80,000 PEOPLE IN THE MOST DIVERSE, MOST DENSELYPOPULATED WARD IN THE CITY - - AND THE THIRD YEAR ASCHAIRMAN OF THE COMMITTEE OF HUMAN SERVICES WITHOVERSIGHT OF THE DEPARTMENT OF HUMAN SERVICES, CHILDAND FAMILY SERVICES AGENCY, DEPARTMENT OF DISABILITYSERVICES, CHILDREN AND YOUTH INVESTMENT TRUSTCORPORATION, AND OF COURSE DYRS - - THERE IS A COMMONTHEME RUNNING THROUGH ALL OF THEM:CONSTITUENTS, YOUNG CHILDREN JUST REMOVED FROMTHEIR ABUSIVE
PARENTS’ HOME,
FAMILIES STRUGGLING TOLIVE ON TANF AND FOOD STAMPS AND KEEP A ROOF OVER THEIR HEAD, FAMILIES WHO RELY ON PUBLIC SHELTER FOR THAT ROOF OVER THEIR HEAD, AND YOUNG GIRLS AND BOYSIN THE JUVENILE JUSTICE SYSTEM ALL HAVE SOMETHING INCOMMON - - IN FACT WE ALL DO - - WE ARE MOST SUCCESSFULWHEN THREE THINGS ARE IN PLACE - -

WHEN WE FEEL SAFE AND THE KNOW THE SYSTEM IS WORKING FOR US AND NOT AGAINST US - - AND WHEN WE FEEL HEALTHY - - FREE OF DRUGS, ALCOHOL,WELL FED, AND GOOD SLEEP.
THEN WE CAN ACCOMPLISH ANYTHING!ALMOST 30 YEARS AGO THE DISTRICT WAS SUED FOR MANAGING AN ABUSIVE JUVENILE DETENTION CENTER. WEARE STILL SRUGGLING UNDER JERRY M. TODAY.IN 2009 THE DOORS OF OAK HILL WERE CLOSED FOREVER AND NEW BEGINNINGS OPENED. A NEW APPROACH TOJUVENILE JUSTICE WAS SWEEPIN THE NATION AND THEDISTRICT WAS CATCHING UP. WE WERE MOVING FROM APUNITIVE SYSTEM TO A MORE REHABILITATIVE SYSTEM - - ASYSTEM EMPHASIZING THE IMPORTANCE OF ACCOUNTABILITY- - NOT ONLY FOR THE YOUTH - - BUT THE ADULTS AS WELL.WHEN MR. STANLEY BECAME DIRECTOR OF DYRS, THECOMMITTED POPULATION WAS ESCALATING, HUNDREDS OFYOUNG PEOPLE WERE BEING SHIPPED OFF TO RESIDENTIALTREATMENT CENTERS MILES AWAY FROM THEIR FAMILIESAND COMMUNITIES, AND SERVICES OFFERED THROUGH THE
