PROCEEDING OF THE RANGE OFFICERS MEETINGON 01.12.2008 IN THE O/O DFO CHOPALRange Officers Meeting was conducted in the o/o Divisional Forestofficer chopal by DFO Chopal on 01.12.2008. The following were presentin the meeting.1.Mr. Rajeev ACF Chopal2.Mr. Chet Ram Bhardwaj RO Kanda.3.Mr. Krishan Singh Dy. Ranger RO Throach.4.Mr. Vipin Lal Dy. Ranger RO Sarain.5.Mr. Naresh Kumar Ghai Dy. Ranger RO Bamta.6.Mr. Jagdish Chand Dy.Ranger RO Daiya.7.Mr. Chhaju Ram Dy. Ranger RO Chopal.

Mr. Solan Lal Dy. Ranger RO Nerwa.Meeting started at 1030 hrs. Following points were discussed in detail.
1.
Enquiries of the complaints
:- All the complaints received from higher offices discussed in detail. DFO Chopal has directed all the rangeofficers to submit the enquiry reports assigned to them, and to givespecial attention to complete these enquiries and submit before 15
th
of December. DFO Chopal has also emphasized over the concern of CFShimla on the completion of these complaints. All Range Officersassured to submit the enquiry reports before 15
th
of this month.
2.
Salvage Marking
:-All the Range officers have been directed not tomark the green trees in salvage marking even if there is a single branchgreen .They have also been directed that there should be clear hammer mark and Khudan mark on every stump marked in salvage marking.Also directed to check these lots randomly. They have been asked tosend the salvage lots up to 12
th
of this month as we have to handover these lots to HPSFC before 15
th
of December. All the Range Officershave agreed to submit the salvage lots up to 10
th
of this month after  proper checking.
3.
Construction of Roads
:- Range officers have been directed not to allowany type of construction of roads or other activities on govt. landwithout final approval from Govt. of India under FCA. If such violation
 
will come in the notice then action will be initiated against the officialsas per rules and will be held responsible for the violation.
4.
Field visits
:- It was observed that the field staff is not doing sufficientfield touring. So all ROs have been directed to do intensive touring andalso get the touring by their field staff specially Forest Guards so thatillicit felling and encroachment can not be happen. All the field staff should know their forests and boundary pillars. Emphasis were alsogiven to the night patrolling regularly.
5.
Checking of saw mills
:- All Range Officers have been directed to check all the saw mills in their jurdiction through their field staff. Informationshould be sent the division office that how many saw mills are actuallyexisting, how many were renewed and the status of the cancelled sawmills. The exact position of saw mills should be always available withthe ROs as and when asked they should be in the position to tell thecorrect position.
6.
Checking of Cedar Oil depots
:- DFO Chopal has directed the RangeOfficers Sarain, Kanda, Daiya and Nerwa to check the Cedar oil depots.The stock in their store should be as per their stock regester, If stock varies with the stock register they should immediately seize the excessCedar oil and action should be taken against the defaulters. Strick vigilshould be on the illegal kilns(Bhatis). Field staff should be always alertto check type of activities. If needed help of police be sought and should be informed to undersigned immediately. Any field staff including forestguard can connect me on telephone any time of emergency or help.
7.
Resin Damage bills
:- Range Officers have been directed to submit thedamage bills of raisin as the season is over now. We have to submit thedamage bills within one month after closing of the season
8.
possession recept/damage bills:-
After taken over the lots from theHPSFC ROs should send the receipt of handing and taking over thedivision office which they are not doing regularly or doing aftereminding them. The damage bills of timber lots should reach this officeimmediately after taken over the back possession of the lot as we haveto raise the damage bills to HPSFC with in two months after the back  possession of the lots.
9.
Use of fluid:
- No one will use fluid in the day today correspondencespecially in the accounts matters as fluid is prohibited in the Govt.working.
10.
Nursery stock:-
All ROs have assures that they have sufficient stock of nurseries as per the target given to them. They have raised the medicinal plants for the distribution and for departmental use also.
