MOBILIZATION LUMP SUM BID SHALL BE LIMITED TO A MAXIMUM 10% OF THE TOTAL BASE BID AMOUNT. PREPARING RIGHT-OF-WAY LUMP SUM BID SHALL BE LIMITED TO A MAXIMUM OF 4% OF THE TOTAL BASE BID AMOUNT.
