PRESENTATION
This proposal represents an effort to develop a strategy that will incorporate women intostructures of management at a local and regional level. It is designed not like a theoreticaldocument but, rather like a document with practical aims and recommendations as thegeneral components, not to be perceived as a threat or cause of confrontation, but as ahuman resource of technical ability. Knowledge of the tempo of the population will allowthe use of a strategy based on negotiations capable of forming internal alliances that leadand facilitate the process.
INTRODUCTION
Today the municipalities of the east of Honduras, especially the sectors of Copan Ruinasand Santa Rita, meet in an effort to consolidate processes of incorporation of women indecision making structures and bridge the processes of transition from violentconfrontations in negotiations, to a system of more participation, and from authoritarianto democratic. In this setting the NGOs, organizations from the base, and other actorshave the key to civil society interests in human rights, social justice, and localdevelopment. Another aim is to confront the reversing of advanced and consolidateddemocracy that without equal participation, cannot truly not exist. A tool for obtainingsuccessful changes in society is this impact. With a human resource superior to technicalexperts, the population will use a strategy of negotiations and capabilities to form internalalliances that lead and facilitate the process.

The Christian Organization for Integral Development (OCDIH) was founded on the 6thof December 1993 in the city of Santa Rosa de Copan and legalized through the issuingof the juristically personnel # 098-94. Initially supporting processes of integraldevelopment, and orientated toward the promotion of people and communities abandonedin the rural areas, marginalized neighborhoods as well as providing assistance in cases of disasters and mediating conflicts of a social, ethnic, religious, and political nature.In 1995 OCDIH began working with indigenous communities, addressing thecomponents of local organization and agricultural development, With the intention of cultivating an improvement in the lives of producers.At the end of searching for spaces for the participation of women OCDIH began tointernally reflect on this process. They began contracting a consultant with knowledgeabout the thematic issues, to facilitate the analysis and mode of implication.
