RESOLUTION NO. 8300
Pursuant to the powers vested in it by the Constitution of the Republic ofthe Philippines, the Omnibus Election Code (BP Blg. 881), Republic Acts No. 6646,7166, 7904, 7941, 8189, 9164, and other election laws, the Commission onElections hereby promulgates the following General Instructions on the conductof the October 29, 2007 synchronized
barangay 
and
sangguniang kabataan elections.
ARTICLE IGENERAL PROVISIONS
SECTION I
.
Nature of the barangay and sangguniang kabataan elections 
.-
The
barangay and sangguniang kabataa
elections shall be non-partisan andconducted in an expeditious and inexpensive manner.Sec. 2.
 
Supervision and control of the barangay and sangguniang kabataan elections 
.
- The Commission shall have supervision and control overthe conduct of the
barangay and sangguniang kabataan 
elections.Sec. 3.
 
Election and campaign periods 
.
– 
 
The election period shallcommence on September 29, 2007 and end on November 13, 2007.The campaign period shall begin on October 19, 2007 and end onOctober 27, 2007.
 
 
ARTICLE IIPRECINCTS AND POLLING PLACES
Sec. 4.
 
Precincts for the barangay and sangguniang kabataan elections

There shall be separate precincts for the
barangay and sangguniang kabataan 
elections.For the
barangay elections 
, the precincts established in each barangayas of August 31, 2007 shall be adopted, subject to such changes as theCommission may authorize or have authorized.For the
sangguniang kabataan 
elections, the precincts established ineach
barangay 
in connection with the 2007 registration of members of theKatipunan ng Kabataan.Sec. 5.
Polling places 
.
- The polling places used in the May 14, 2007elections shall be maintained, subject to such changes as the Commission mayauthorize or have authorized.
ARTICLE IIIBOARD OF ELECTION TELLERS
Sec. 6.
 
Board of election tellers 
.
- The Commission, through its ElectionOfficers, shall constitute a Board of Election Tellers hereinafter referred to as theBET, and appoint its members in writing in the form prescribed by the Commission(CE Form No. 5) not later than September 14, 2007.The BET shall be composed of a chairman and two members, all of whomshall be public school teachers, giving preference to those with permanentappointments.For this purpose, the public school teachers who served in the May 14,2007 synchronized national and local elections may be appointed as membersof the BET, provided they are not disqualified to serve as such under Sec. 9hereof.In case there are not enough public school teachers, teachers in privateschools, employees in the civil service, or other citizens of known probity and

competence who are registered voters of the city or municipality may beappointed for election duty.Sec. 7.
Qualifications of members of the BET

No person shall beappointed chairman, member, or substitute member of the BET unless:1)
 
He is of good moral character and irreproachable reputation;2)
 
He is a registered voter of the city/municipality;3)
 
He has never been convicted of any election offense or anyother crime punishable by more than six (6) months ofimprisonment;4)
 
There is no information pending against him for any electionoffense; and5)
 
He is able to speak and write English or the local dialect;Sec. 8.
Per diem of the BET 
The chairman and members of the BET, theprovincial, city and municipal treasurers and the administrators and supervisors ofthe Department of Education assigned by the Commission to perform electionduty shall each receive a per diem of One Thousand Pesos (P1,000) per day butnot to exceed Two Thousand Pesos (P2,000.00). The chairman and members ofBETs also handling an SK precinct shall receive additional honoraria of FiveHundred Pesos (P500.00) each to be paid by the local government unitconcerned.Sec. 9.
Disqualification

- No person shall serve as chairman or memberor substitute member of the BET if he or his spouse is related within the fourth civildegree of consanguinity of affinity to any member of the same BET or to anycandidate to be voted for in the
barangay 
where they are assigned.Sec. 10.
 
Oath of members of the BET 
.

Before assuming office, thechairman and members of the BET shall take and sign an oath in the form (CEFNo. 5A) prescribed by the Commission before any officer authorized toadminister oath, or, before any other member of the BET. Copies of the oath shallbe submitted to the Election Officer.Sec. 11.
 
Powers and functions of the BET

The BET shall have thefollowing powers and functions:1)
 
Conduct the voting and counting of votes in their respectivepolling places;
